HomeMy WebLinkAbout1988-11-03 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, November 3, 1988 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Tom McElroy, Rick Evans, Larry Winkler, Andy Reese CITY REPRESEWFATIVFS• Don Bunn, Mickey Jackson, and Elaine Cattaneo OTHERS PRESENT: Dave Jorgensen, Mark Foster, Don Dees, John Mahaffey and Mark Mahaffey FINAL PLAT OF THE TOWNSHIP SUBDIVISION BILL LAZENBY - SW CORNER OF TOWNSHIP & OLD WIRE ROAD The first item was the final plat of Township Subdivision submitted by Bill Lazenby and represented by Dave Jorgensen. Property located at the southwest corner of Township Road and Old Wire Road. ANDY REESE - WARNER CABLE He stated that they are on power utility poles at this point and they would just follow them when they do their relocation. No problem. TOM MCRLROY - SOUTHWESTERN BELL No comments. Easements are fine. RICK EVANS - ARKANSAS WESTERN GAS Everything looks fine. LARRY WINKLER - SWEPCO Everything looks o.k. MICKEY JACKSON - FIRE CHIEF No problem. DON BUNN - CITY ENGINEER No comments. Na • • Plat Review November 3, 1988 Page 2 PRELIMINARY PLAT OF THE FOSTER ADDITION NARK FOSTER - WEST END OF MANOR DRIVE, E OF ROCKWOOD TRAIL The second item was the preliminary plat of the Foster Addition submitted by Mark Foster and represented by Dave Jorgensen. Property located at the west end of Manor Drive and east of Rockwood Trail. Dave Jorgensen advised that this was submitted first as A.D. McAllister but is now referred to as the Foster Addition. He stated that they would like to submit this as a P.U.D. He pointed out they propose to extend the cul-de-sac down off of the top of Mount Sequoyah on Rockwood Trail in a northeasterly direction with private drives going from the cul-de-sacs back to the lots. Also, on the east side he is extending a cul-de-sac off of Manor Drive in a southwesterly direction. He noted that there is basically two reasons for this a) they are trying to avoid a through street which is one of the requirements in purchasing this property and b) they are requesting large lots with a limit of 15 lots. DON BUNN - CITY ENGINEER He noted that there has been a lot of discussion before against there being a through street put there. He asked..if.there had been any covenants developed for the subdivision. Mr. Foster answered, no, not as of yet. Bunn advised that the City Code allows for•an unlimited number of lot splits in a P.U.D. Therefore, they need to allow the limiting of the lot size, etc, in subdivision covenants. He advised that their plan of a 2 1/4 inch water line and the fire hydrant off of it will not work. He noted that they need to loop that 6" line through there tying the lines together and then place the hydrants as Mickey Jackson suggests. He advised that the private drives need to be constructed according to City standards because there will be garbage trucks traveling them regularly. He advised them to get in touch with Wally Brt to make sure that the cul-de-sac radius are o.k. He noted that the water is o.k. and there is no problem with the sewer but the sewer should be out of the private drive as it is shown. He asked if they had decided how they would manage the drainage. Mr. Jorgensen answered that they had decided yet. Need to make sure that whatever they do here does not cause problems downstream on Anthony DePalma's land to the South. Mr. DePalma was present and stated that he was concerned about drainage onto his property. Bunn stated that the adjoining property owners will be notified. He clarified that the private drives would need to be labeled as access and dedicated utility easements. 1143 • • • Plat Review November 3, 1988 Page 3 He advised that they would need to submit a copy of their Subdivision Covenants. ANDY RERSE - WARNER CABLE He stated that they have a main line that is zig-zagging through this property in some form or another. He noted that they had some concern that they may not be in any dedicated easements at this time. He advised that they will relocate their facilities to make sure they are in an easement and to serve the subdivisions. He stated that it is possible that they will need an easement on the backside of these lots but it will depend on the power company design. They would need the same easements as the power and electric companies. TOM MCELROY - SOUTHWESTERN BELL He noted that he would like to serve this on front lot easements. Along the sewer line route would be fine. He asked how much drainage they are talking about. Mr. Jorgensen stated that he didn't think that this easement will have too much drainage. McElroy stated that a 25' easement would be fine for him because he doesn't have to worry about separation from the other utility lines. He note&;that they may have to make those private drives a utility easement too just as long as they can get to all of the lots. He added that they may need an 15' easement on the Carl Collier property line along the east side of this to get back up to the drive. LARRY WINKLER - SWEPCO He stated that he won't need in the easement that they were talking about connecting the two streets together. He will come in coming down the streets each way to the end of the street. He noted that he will be going down one side or the other of the street and it will need to be 15' to 20' of easement. Has existing facilities at Manor Drive. He will need a street crossing to tie between the south end of Lots 12 & 13 and need to get under the private drive in the common corner of Lots 11,14,10 and 15. Street lights are o.k. except for the one shown in the middle of Lot 8 would probably be better at the property corner where they line will be coming across the street. Bunn stated that the City has an ordinance on the distances between them so they may have to add one or ask for a waiver. Winkler will need a street crossing to get between Lots 1 & 2 over to Lots 8 & 9 and a crossing to get between 2 & 3 over to 7 & 8. He noted that if they widened the private drive they need to widen the dedicated easement along it also. Plat Review November 3, 1988 Page 4 MICKEY JACKSON - FIRE CHIEF He noted that the 4 hydrants appear adequate in number but he suggested that they move one pretty close to the entrance to the subdivision at east end of Manor Drive and the next one needs to be 750 to 800' down the line which would put it about the middle of Lot 11. Then up on the other end the first hydrant should probably come in about 100' farther and the next one 650 to 700' down the line between Lots 3 & 4. The private drive needs to be 22' wide rather than 16' to allow for fire truck access. RICK EVANS - ARKANSAS WESTERN GAS He stated that he would serve them along the front and they would need the private drive as easements too probably. CONNIE EDMONDSTON - PARKS & RECREATION DEPT She was unable to attend but she commented that this is in the Northeast Parks District with 15 single-family lots the land requirement for the greenspace ordinance would be .1875 acres and the money in lieu would be $1,575. She advised that:the•Parks Board will meet on Monday, November 7, 1988 at 5 p.m. in Room 326 of City Administration Building. WALLY BRT - SANITATION SUPERINTENDENT He was unable to attend the meeting but he commented that he had no problem with the plat. ELAINE CATTANEO - CITY PLANNING SECRETARY She noted that the Subdivision Committee will meet on November 9th at 10:30 and the Planning Commission will meets on November 14th at 5 p.m. LARGE SCALE DEVELOPMENT PLAN OF THE GREGG AVENUE PROJECT APARTMEWE'S STEVE CUMMINGS & JOE FRED STARR - W OF GREGG, ACROSS FROM LAWSON ST The third item was the Large Scale Development Plan of the Gregg Street Project Apartments submitted by Steve Cummings & Joe Fred Starr and represented by Don Dees. Property located west of Gregg Avenue across from Lawson Street. DON BUNN - CITY ENGINEER 14. Plat Review • November 3, 1988 Page 5 • He noted that the north property line of this property is just about opposite from Lawson Street and just north of the church. Mr. Dees stated that there is an available sewer tap on the property. Need to show the dimension of the buildings and how many parking spaces and where they are and the building setbacks and general topo of the area. Need to dimension where the curb cut is, the right-of-way and the easement along Gregg Street. If the sewer tap is there, they will be o.k. The water service can be off of the hydrant line. Bunn asked how this property drains. Mr. Dees stated that it drains to the west toward the railroad. Need to have 18 revised copies back in the Planning Office by Monday at noon. Bunn asked if they had a name for the apartments. Mr. Dees stated that they had not designated a name yet but they will come up with a name. MICKEY JACKSON - FIRE CHIEF Noted that the fire hydrant located out there wasn't close enough to this property. They will need to put an additional hydrant in front of the building. ANDY REESE - WARNER CABLE He stated that they have existing aerial distribution facilities on both Lawson and Holly Streets. Mr. Dees stated that they will have approximately 40' between Gregg Street and the parking area of the project giving the utility companies the whole front for easement and also on the south side of the property. Reese said no problems. TOM MCELROY - SOUTHWESTERN BELL He stated that getting service to them would be no problem CONNIE EDMONDSTON - PARKS & RECREATION She was unable to attend but she commented that this is in the northwest parks district and with 24 units the land requirement for the greenspace ordinance will be .24 acres and the money in lieu will be $2,040. She noted that the Parks Board will meet Monday, November 7th at 5:00 p.m. in room 326 if City Hall. IUICD • Plat Review November 3, 1988 Page 6 FINAL PLAT OF QUAIL RIDGE SUBDIVISION GERALD TOMLINSON & BILL BROOKS - WEST OF PORTER ROAD The fourth item was the final plat of the Quail Ridge Subdivision submitted by Gerald Tomlinson & Bill Brooks and represented by Mark Mahaffey of Mahaffey Engineers. Property is located west of Porter Road. ANDY REESE - WARNER CABLE He stated that they have existing facilities on the east side of Porter Road and will follow the same route as the power company. TOM MCELROY - SOUTHWESTERN BELL He stated that they will access the property on the sewer easement off of Lot 15 and come up and loop the cul-de-sac and stay on the 50' street easement to the north property line and go up both easements to the east. He asked if they are going to develop Lot 16. Mr. Mahaffey stated that they are planning on developing it. • RICK EVANS- ARKANSAS WESTERN GAS • He stated that they will be crossing Porter Road to get service to this but will have no problems. LARRY WINKLER - SWEPCO He stated that they will be coming in a little differently than they had proposed when the preliminary came through but they won't have any trouble serving them. HICKEY JACKSON - FIRE CHIEF No comments. DON BUNN - CITY ENGINEER He asked if they had satisfied all of the requirements that the Planning Commission had asked for. Mr. Mahaffey stated that he thought they had. Bunn asked if the property to the north is going to be developed. Mr. Mahaffey stated that they still have an option on it. Bunn noted that they would need an easement about 15' across Lot 22 & 23 with 7.5' off of each lot for the water line to provide for future development to the • Plat Review November 3, 1988 Page 7 north. Bunn stated that they need to show the elevation of the flood plain and to clearly show on the plat where the 100 year flood plain is. He suggested that they show it in a legion. Mr. Mahaffey stated that they were planning to make the setback 40'. Bunn noted that they could do that in their Subdivision Covenants but the City doesn't enforce subdivision covenants but the Property Owners Association can enforce them. He advised that they should show it on the plat as a 40' setback. Ns
