MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, October
28, 1988 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES- Jim Crownover, Tom McElroy, Dale Cheatham, Rick
Evans, Dennis Burrack and Larry Winkler

LARGE SCALE DEVELOPMENT PLAN OF OZARK COOPERATIVE WAREHOUSE
NICK MASULLO - N OF OLD FARMINGTON RD, W OF SHILOH DRIVE
The only item of consideration was a Large Scale Development Plan of Ozark
Cooperative Warehouse submitted by Nick Masullo and represented by Albert Skiles,
Architect. Property located north of Old Farmington Road & west of Shiloh Drive
and zoned C-2, Thoroughfare Commercial.
DON BUNN - CITY ENGINEER
He stated that he had trouble with trying to figure out._the-property..lines and to
plot it up following the legal description shown on the plat. Mr. Skiles stated
that the property lines are all accurate within a couple of feet. He noted that
the plat is a direct take -off from the survey. Bunn noted that the description
shown is the legal of the entire 40 acres located there and they need the legal
for just 12 acres (per survey) they are purchasing here. He noted that there is
a 25' gap and some other discrepancies with it also, so they need to revise the
legal on the plat. Bunn noted that Shiloh is a state highway.
He asked what their intent was on the water & sewer lines with the line shown.
Mr. Masullo stated that is a requirement from the seller to have water & sewer
all the way across the property. Bunn stated that he doesn't want the routing on
this line shown because he would like to run it all along Shiloh Drive. He noted
that they will have to bring the line from Old Farmington Road but he would
rather it not run across the property as they show it. He would like to see it
brought along Shiloh, but if they could not obtain easements, it needs to go
along the front property lines to provide adequate access to them and a dedicated
easement of at least 20' for both water & sewer needs to be shown.
Bunn advised that they will need a state permit from the State Highway Department
for the driveways that they show on Shiloh Drive. Mr. Skiles stated that they
had already obtained those permits. Bunn noted that they will recommend to the
Planning Commission that a Bill of Assurance be placed with the City for the
improvement of 1/2 of the street for the length of their frontage on Old
Farmington Road to City standards.

Bunn stated the State Highway Department will have to approve the culvert sizes
under the driveways on Shiloh Drive for drainage. He noted that they will need
plans & specs submitted to the City and the State Health Department on the water
and sewer lines that have been prepared by a professional engineer.
Bunn asked if they had notified the adjacent property owners. Mr. Skiles
answered, yes.
RICK EVANS - ARKANSAS WESTERN GAS
He stated that they don't have any problem with getting gas to them, there is gas
along Old Farmington Road. He noted that he would like to have casings
underneath the driveways on Shiloh Drive for future use . He noted that they
could go in the easement with the water & sewer.
DALE CHEATHAM - SOUTHWESTERN BELL TELEPHONE
He stated that they would like a 25' dedicated easement shown all the way to the
building from Old Farmington Road which would have all the utilities in it. Need
a sleeve (utility duct) under the driveway going into the office area. Tom
McElroy stated that they can come in an easement along;the-front.of the property
and then come up the driveway with their service where the water & sewer is going
to run.
MICKEY JACKSON - FIRE CHIEF
He asked if they were definitely going to have a sprinkler system. Mr. Skiles
answered, yes. Jackson said the hydrants are all right.
DENNIS BURRACK - SWEPCO
He stated that they need to show a 15' dedicated utility easement where they show
the power line going up and around behind the building. He noted that they will
need some room to get between the bank in the rear of the building and the
building, around 10' of flat space to be able to drive a truck through there.
Mr. Skiles asked if they have to put a pole right behind the building. Burrack
advised that they can only go a distance of about 50' with the secondary line
from the pole.
JOHN MERRELL - CITY PLANNING DIRECTOR
He stated that this property had recently been rezoned to C-2, Thoroughfare
Commercial. He asked what they have proposed in the way of signage. Mr. Skiles
stated that they hadn't put much thought yet into the signage. Mr. Masullo
stated that they would want some sort of a good entry sign to let people know

where they are. Merrell asked if they would be conducting any retail sales. Mr.
Masullo stated that probably one percent of their sales is retail. Merrell
stated that they need to be sure that what they propose conforms to the Sign
Ordinance. He noted that as the building is situated now, he doesn't see any
problem with setbacks.
ANDY REESE - WARNER CABLE
He was unable to attend the meeting, but there shouldn't be any problem with
getting service to them.
WALLY BRT - SANITATION SUPERINTENDENT
He was unable to attend the meeting but stated that the dumpster location looked
o.k. Contact him for the size information.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
He was unable to attend the meeting but commented
plantings or landscaping at the ingress/egress
