HomeMy WebLinkAbout1988-09-29 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, September 29, 1988 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES. CITY REPRESENTATIVES - OTHERS PRESENT: Jim Crownover, Tom McElroy, Rick Evans, and Andy Reese Don Bunn, Mickey Jackson, Perry Franklin, Connie Edmondston and Elaine Cattaneo Kim Fuggitt LARGE SCALE DEVELOPMENT PLAN FOR LAKESHORE APARTMENTS - Phases I & II LINDSEY CONSTRUCTION - N OF JOYCE ST, W OF OLD MISSOURI RD The only item of consideration was a Large Scale Development Plan for Lakeshore Apartments, Phases I & II, submitted by Lindsey Construction and located west of Old Missouri Road and north of Joyce Street containing 19.13 acres more or less with 360 units proposed. Property is zoned R-2, Medium Density Residential. • ANDY REESE - WARNER CABLE • He stated that they have existing facilities on the north side of Joyce Street. They will utilize the easements that are dedicated to the Power Company. TOM MCELROY - SOUTHWESTERN BELL He stated that they have facilities at the Butterfield Medical Center He noted that there aren't any easements shown on this, but there is an existing easement on that west line going to the north. A 20'to 25' easement on the east property and across the north property line and get to all the buildings but the 13 in the interior and they are going to be a problem. He noted that they would rather stay off of the lake if they can. The inside easements could be a problem. RICK EVANS - ARKANSAS WESTERN GAS He stated that they need an easement along the back side for the outer apartments, but as far as getting to the inside buildings they will have to work with them on where they need to go. 35 • • • Plat Review September 29, 1988 Page 2 MICKEY JACKSON - FIRE CH MF He stated that they need plenty of hydrants in there and a water main of an adequate size. He proposed 7 hydrants for this project. He asked if they had any objections to putting hydrants on the islands. Mr Fuggitt answered, no. He noted that the water system would have to be looped JIM CROWNOVER - OZARKS ELECTRIC He requested an easement around the perimeter except for on the west side of the entry street. There are going to be some real problems finding room and enough space for utility easements on those interior buildings because it is either paved or covered with water. It will be hard to get adequate easements to serve those buildings. He noted that they some more detailed plans showing where sidewalks and parking lots are going to be maybe on a larger scale so they can determine where there is room enough for the utilities. If they could split the lot lines and dedicate maybe half of the easement outside of the confines of this project, it might possibly help. However, it still leaves the interior buildings without adequate easements which would need to be at least 30' for all the utilities to be in it. DON BUNN - CITY ENGINEER He stated that they have a sewer easement ( 15' to 20') that runs somewhere along that creek west of the lake with a 10' sewer line. There is an 8" water line on the south side of Joyce Street. The water lines will probably have to be in the street with the meters between the buildings and the sidewalks. He advised that they either need to bring an 8" line into this development and then they could loop a 6" around the Lake and come back into the 8" line or they can run a 6" and loop it back either into Joyce Street or Old Missouri Road. That will depend on the fire flow that is required by the Fire Department and they need to talk with the Water Meter Foreman about the location of the meters and get his approval. He advised that they will need a 15' easement on the water line which can be a general utility easement. The easements need to be shown on the plat. He noted that there is about 20 acres here and they are proposing 360 units so the density is fairly high. The detailed plans and specs for the water and sewer extensions need to be prepared by a registered engineer and submitted to the City and to the Health Department for approval prior to any construction. There will be heavy sanitation vehicles driving the streets regularly so the design of them needs to be at least up to City standards. He noted that he would like to have some sort of drainage report submitted showing the water shed area and what is going on to the property and how they plan to handle it on site as well as the amounts of storm water leaving the property and the ability of the receiving stream to handle that water. i3G • • • Plat Review September 29, 1988 Page 3 He advised that they do need to satisfy all the utilities companies as to where the easements need to be and something needs to be resolved on these inside buildings about where the easements will be and how they are going to get service to them. The next Planning Commission meeting is October 10 and the Subdivision Committee meeting is the Wednesday prior to that. Need to make notification of the adjacent property owners if you plan to take this on to the these meetings. He noted that his recommendation would be that the approval is conditioned on getting things squared away with the utilities and that another entrance way be considered. He asked if both Phases would be done all at once. Mr. Fugitt stated that there wouldn't be much of a separation between the phases. The units around the Lake would be Phase I and the units on the East side as Phase II. He agreed that the Planning Commission would probably require another entry into this development. He advised that John Merrell, the Planning Director, might have additional comments on this. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT He noted that he has a projection of the traffic volumes that this type of development would have. The Institute of Traffic Engineering (ITE) manual projects that this type of development will have a 24 hour average volume of 2,196 trips. He submitted a table to the Planning Secretary for the file that projects the maximum and minimums for the a.m. and p.m. peak and Saturday & Sunday. He advised that based on the other apartment complexes that have come through in the last recent years, something of this magnitude for volume generated and for the emergency services is going to have to have two ingress/egresses. Also, if plantings, fences, mailboxes or anything put at the intersection have to be back 25' or less than 30" high. CONNIE EDMONDSTON - PARKS DEPARTMENT She stated that for a complex with 360 multi -family units, the acreage required for the greenspace ordinance is 3.6 (.01 x 360). The money in lieu requirement is $30,600 (360 x $85) which with a Large Scale Development can be paid in three equal payments. The first installment would be due when approval is granted by the Planning Commission, the second installment would be due the next year and the third installment would be due the next year after that. This is in the northeast park district and it will go before the Parks Board on October 3 at 5 p.m. and they will make a recommendation to the Planning Commission. She advised that a waiver of the Greenspace Ordinance can be requested if they feel that they are meeting the recreational needs of that area However, since it is so close to so many parks, there may not be a very good chance of getting it. If the density has changed when the complex is finished, they would be entitled to a pro rata refund, but that must be made in writing within 5 years to the 137 • Plat Review September 29, 1988 Page 4 Planning Office. WALLY BET - SANITATION SUPERINTENDENT He was unable to attend the meeting but he commented that they would need a total of 12 dumpster sites for this complex. Bunn noted that those need to be shown on the plat also. 138
