HomeMy WebLinkAbout1988-09-01 Minutes• MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, September 1, 1988 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Dennis Burrack, Andy Reese, James Crownover and Rick Evans CITY REPRESENTATIVES- Tracy Metzger, Mickey Jackson, Don Bunn & Elaine Cattaneo OTHERS PRESENT: Brad Wright and Harry Gray PRELIMINARY PLAT OF THE HUNT CLUB ADDITION BRAD WRIGHT - S OF HWY 16 E & W OF HUNT LANE The first item of consideration was the preliminary plat of The Hunt Club Addition submitted by Brad Wright. Property located south of Highway 16 East ( Huntsville Road) and west of Hunt Lane and zoned R-1, Low Density Residential with 10 acres and 31 proposed lots. DALE CHEATHAM - SOUTHWESTERN BELL He was not able to attend the meeting but he commented that the easements looked o.k. He stated that there will be a construction cost for each lot. Get in touch with him or Tom McElroy at 442-3120 and they will discuss it with him. JIM CROWNOVER - OZARE ELECTRIC He stated that power is available. Do they want underground service? Mr. Wright answered yes. Crownover stated that there will probably have to have some additional side lot easements to get power to the street lights. He stated that he will make a layout of it showing his additional easement request and send a copy to Mr. Wright. The builder will be requested to open and close the trench and provide sand bedding and back fill where necessary and provide the transformer pads for the underground. He will need access into the center lots. ANDY REESE - WARNER CABLE He stated that cable service is available off of Highway 16. The easements shown around the perimeter seems to be satisfactory. He has some concern about access to Lots 7,8,9, & 10 in the center He may request an easement between lots 21 & 22 and conduit across the street to serve those 4 lots. Ia7 • • • Plat Review September 1, 1988 Page 2 RICK EVANS - ARKANSAS WESTERN GAS No problem except the problem of access to Lots 7,8,9 & 10. A 15 or 20' easement between lots 21 & 22 will provide access. Need to give him some notice so they can get their crossings in before they do much. Mr. Wright asked what the easement is on the existing gas line that goes across the northern part of this property. Evans stated that he thought there was a blanket easement on it but they could narrow it down to 25'. Mr. Wright stated that if they could narrow it down, he could use those lots. TRACY M.ETLGER - PARKS DEPARTMENT She stated that with 31 single-family units the land dedication is .39 acres with the money in lieu at $3,255. The next Parks Board meeting is September 19 at 5:00 p.m. in Room 326. MICKEY JACKSON - FIRE DEPARTMENT He suggested that the hydrant in the southwest corner at the cul-de-sac be moved across the street on the corner He stated that he has a real concern about the length of that dead-end 6" water line there. It looks like it needs to be run back to the source along the east side of the subdivision. -Hydrant spacing is o.k. DON B11NN - CITY ENGINEER He suggested that the water line Mickey Jackson was concerned about needs to be an 8" line or needs to be loop the 6" line back in to the source. Bunn asked if there is., any need for any of the utility companies to be in the 25' sewer line easement shown. They agreed that they didn't need it. Bunn asked if the building setback line where the sewer lines are is also going to be an easement line. Mr. Wright answered yes. Bunn advised that the sewer line could be placed in the street right-of-way. Bunn stated on off-site improvements, they recommend paving with curbs and gutters half of Hunt Lane through the length of the subdivision. He advised that the Planning Commission might consider a Bill of Assurance for this and it would be done at the call of the City. There wouldn't be any improvement requirements on Highway 16 since that is a state highway. He will review the detailed plans and specifications for water and sewer and drainage and streets as they are presented. He would like, along with the drainage plans, a summary or report on the drainage calculations designed on at least a 10 year plan. JIM JOHNSON - WATER SERVICE REPRESENTATIVE He did not attend the meeting but he said the street name would have to be I D.8 • • • Plat Review September 1, 1988 Page 3 changed because there is already a "Paddock" Street and there would need to be two additional street names with the first street going from the north entrance on Hunt Lane to the cul-de-sac at Lot 25 and the second street running from that cul-de-sac (north & south) to the cul-de-sac to the south and the third street continuing from there east to Hunt Lane. FINAL PLAT OF GRADS ADDITION - BILL GRAUE W OF OLD WIRE ROAD AND E OF BILLDALE DRIVE The second item of consideration was the final plat of Graue Addition submitted by Bill Graue and represented by Harry Gray of Northwest Engineers. Property located west of Old Wire Road and east of Hilldale Drive and zoned R-1, Low Density Residential with 2.29 acres and 8 proposed lots. HARRY GRAY - NORTHWEST ENGINEERS He stated that along the south line of Lots 1 & 2 and the east line of Lots 2, 3 & 4 should show a 20' utility easement rather than a 10'. DENNIS BURRACK - SWEPCO He stated that with the addition of the 20' utility easement notation Mr. Gray spoke about, he has no other comments. No problem. ANDY REESE - WARNER CABLE No problems with it as shown other than the additional easement mentioned. RICK EVANS - ARKANSAS WESTERN GAS No problem with the additional easement. He asked if part of the 25' building setback show on Old Wire Road could be a easement for future use. Mr. Gray answered yes. MICKEY JACKSON - FIRE DEPARTMENT No problems. DON BUNN - CITY ENGINEER He asked what they plan to do with Lot 5. Harry Gray stated that he thought they might just make it all street right-of-way. Bunn suggested they could take out the property line between Lots 4 & 5 and make it a part of Lot 4. Iaq a • • Plat Review September 1, 1988 Page 4 Bunn asked if Lot 2 had been approved as a Tandem Lot. Mr. Gray answered yes. Bunn advised that he doesn't have the required frontage on Lot 3 or Lot 4. Mr. Gray stated that, according to ordinance, you have to have the frontage requirement at the setback line. Therefore, Lot 4 is o.k. but they will need to get a variance on Lot 3 because it will only be 66.3' wide at the setback line. Bunn advised that he will need to ask for this variance from the Planning Commission. Bunn stated that the Parks fee needs to either be paid up front or per lot as building permits are obtained. Need to submit a letter to the Planning Department stating how it will be done. Mr. Gray stated that they will be showing a drainage easement from the Hilldale cul-de-sac between Lots 2 & 3 and 7 & 8 to Old Wire Road. He asked if the sidewalk on Hilldale Drive could be flipped to go on the south side of the street since there is not a sidewalk along there yet. Bunn stated that if since the Master Sidewalk Plan shows it on the north side, the City might have a problem with getting the rest of that sidewalk done if it is changed to the other side. Bunn stated that part of Hilldale Drive from the edge of the subdivision out to Stagecoach is not in good shape. Might need to make a provision for repairing it or reconstruction of it when this subdivision has been developed. 130
