HomeMy WebLinkAbout1988-08-18 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, August 18, 1988 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Dennis Burrack, Andy Reese, Tom McElroy and Rick Evans CITY REPRESENTATIVES- Don Bunn, Freeman Wood, Perry Franklin, Mickey Jackson and Elaine Cattaneo OTHERS PRESENT: John C. "Jack" Burckart & Ery Wimberly, LARGE SCALE DEVELOPMENT PLAN FOR "VILLAGE APARTMENTS" BURCKART DEVELOPMENT CO - 375 E APPLEBY (S OF APPLEBY, N OF DRAKE ST) The only item of consideration was the Large Scale Development Plan for "Village Apartments" submitted by Burckart Development Company and represented by Ery Wimberly of Northwest Engineers. Property located south of Appleby Road and north of Drake Street and zoned R-2, Medium Density Residential. ERV WIMRERiY - NORTHWEST ENGINEERS Wimberly stated that Mr. Burckart is the owner and developer 'of .this. project. He stated that there are some other items that need to be on the plat which will be added such as easements. He stated that they have changed the south entry, where it shows two coming in off of Drake, to one entry coming in off of Drake. He stated that he would supply the utilities companies with a copy of the revised plat with the easement locations. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin stated that he had ran this project through the ITE trip generation program for traffic informational purposes and it shows that: a) the average weekday - 2 way volume is 1,968, b) the average weekday a.m. peak is 160 cars/hour, c) the average weekday p.m. peak is 256 cars/hour, d) the average Saturday 2 -way volume is 1,344, and e) the Sunday peak hour is 224 cars/hour. He stated that he has a little concern about the people who are going to go through to College Avenue and a lot of them will cut through the Wal-Mart parking lot down there and use that traffic light. He advised that if there is any plantings or landscaping they are doing at any of the exits/entrances, it needs to be down to 30" high within 25' of the corner. Any signs within the complex need to meet the (MUTCD) Manual Uniform Traffic Control Devices. He stated that once Appleby Road is upgraded and the Medical Park is in there will be a lot of added traffic through this area. He stated that he would do some research to find out what the current traffic volume is on Appleby Road. Jai Plat Review August 18, 1988 Page 2 DON BUNN - CITY ENGINEER The extension of Drake Street on over to Gregg Street is among the priority projects but when it can be done depends a lot on the fate of the upcoming election on the continuation of the 1 cent sales tax. He talked with Al Rukgaber and he says they have had some problems with the water line there. It is almost 40 years old. The line size changes about the middle of this property. It would probably be a good idea to have another tie with a line that is not directly connected to this water line because in the event that there was a real bad break on that line, there could be some difficulties in repairing it. He advised that they talk with Al Rukgaber about the problems they have had there. There will be at least 15' dedication required for the easement. On the east side they need an easement large enough to handle the addition of a water line if need be in that area. If it were to be replaced, it wouldn't be replaced in the same location. They need to take this to the south to the sewer line on Drake Street. Need to show contours and proposed drainage on the plat. Also, they need to include a legal description and a block showing the owners. This will go to Subdivision Committee on September the 7th and to the Planning Commission on September the 12th. Wimberly asked when they need to get their revisions back in. Bunn stated at least by the 5th of September. Bunn stated that as far as off-site improvements are concerned, Gregg Street is improved and Appleby Road. A Bill of Assurance would be sufficient in this case. With the volume of traffic that is going to be generated and the changing attitudes on off-site improvements, there may be other off-site improvements that would be asked for in this development. You should meet with John Merrell and discuss those kinds of things with him. - - Bunn asked what they were planning to name this complex and advised them that they should name the drive. Mr. Burckart answered that they were naming it the "Village Apartments" and maybe name the drive "Village Drive". DENNIS BURRACK - SWEPCO He stated that they will probably be serving this off of Appleby and would go underground and around the perimeter somewhere. What he would like would be an easement coming off of Appleby against the east side of the drive and turn and go around the perimeter and on the west side go between the drive and the building. Wimberly asked if he would consider going up the middle under the volley ball court. Burrack stated that if there was enough room in the sewer easements for them there, he wouldn't have any objections as long as they have access to be able to get in there later on. Burrack asked if they would have fire walls or partitions in the buildings that would change them from a single structure to two structures under the code. Mr. Burckhart stated that their buildings are all small enough in total square footage that there shouldn't be that problem. I Da • • Plat Review August 18, 1988 Page 3 ANDY REESE - WARNER CABLE He stated that currently they have service north of Appleby Road so they would have to come south into this development. He stated that they will follow the power company and use the same trenches. They will pre -wire the individual buildings for the number of outlets they want in each apartment with control from outside. The location of the easements is not important to him, whatever is satisfactory to the power company. TOM MCELROY - SOUTHWESTERN BELL He stated that they will probably serve this project off of Appleby Road although they could come in off of Drake. An east easement adjacent to this would be fine. Center easement wouldn't be a problem as long as there are 2" sleeves under the pavement. He would like to see the entrance on both ends as a cross - easements adjacent to the right-of-way for future use. Need to make sure easement in the middle is wide enough for all utilities. RICK EVANS - ARKANSAS WESTERN GAS He stated that the only thing he is concerned about is the cutting of the ground because they have existing gas lines through there. Give them a call so they can come out and uncover their line and see how deep they" are.. 'They will run services all the way to the buildings if they want gas to them. He stated that they wouldn't need easements for service lines. MICKEY JACKSON - FIRE CHIEF He stated that he would recommend 4 hydrants on a 6" loop tied on at both ends. They would rather have them on the corners except when there is a building configuration like this and then they try to get them between the buildings. They need to be out close to the street and where there is not a parking space that blocks the access to them. They require that each apartment has to be a one hour compartment and then the attics have to be divided above each unit from the ceiling to the deck. WALLY BRT - SANITATION SUPERINTENDENT Wally Brt was unable to attend but he commented that everything looks o.k. The container pads need to be 15' x 12'. They can be enclosed on three sides, but be sure and leave front open. Ia3 • Plat Review August 18, 1988 Page 4 CONNIE EDMONDSTON - PARKS DEPARTMENT She was unable to attend, but she commented that this is in the NW Parks District. With 160 multi -family units the greenspace ordinance states that the land required is 1.6 acres with the money in lieu of the land being $13,600. The Parks Board will meet on August 29 at 5:00 to make their recommendation. (a4
