HomeMy WebLinkAbout1988-08-11 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, August 11, 1988 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES Dennis Burrack, Andy Reese, Tom McElroy and Rick Evans CITY REPRESENTATIVES- Don Bunn, Freeman Wood, Mickey Jackson and Elaine Cattaneo OTHERS PRESENT: Ery Wimberly, Barry Herzog and Roger Staub PRELIMINARY PLAT AND LARGE SCALE DEVELOPMENT PLAN NORTH BTUJS MEDICAL PARK (PHASE 1) - N OF APPLEBY RD & S OF HWY 471 The first item of consideration was the preliminary plat and the large scale development plan for the North Hills Medical Park - Phase I submitted by MED -USA and Barry Herzog and represented by Ery Wimberly of Northwest Engineers. Property located north of Appleby Road and south of State Highway 471 and zoned R-0, Residential -Office. ERV WIMBERLY - NORTHWEST ENGINEERS Ery Wimberly of Northwest Engineers advised that this is the preliminary plat and they still have a lot of details to work out. They wanted to go ahead and start the process thru and find out what all requirements the City and the Utility Companies might have. He stated that he doesn't think will have any significant changes as far the layout but there are some details to work out. He stated that he wanted to clarify that the number on the second page which states maximum building area is totally irrelevant. They are looking at 150,000 square feet in this complex. He noted that there is only one little area of this property in the northwest corner that is in the flood plain. DENNIS BURRACK - SWEPCO Burrack stated that from the size of the buildings and the load they will probably need 3-phase power. There will have to be a 3 Phase underground loop installed. There can be a single-phase off of this 3-phase loop. They do have a line of sufficient capacity overhead which goes across on the section line. He stated that although this plat does not show an easement, they do have one that goes across on the section line. Mr. Wimberly asked if it would be possible to get that easement relocated along the right-of-way. Burrack said that could be worked out. He stated that they will have to have access to all the transformers and switchgear. As for easements, other than the overhead easement, he won't require any, it would be part of a contractual agreement. Plat Review August 11, 1988 Page 2 ANDY REESE - WARNER CABLE Reese stated that they have facilities available off of Appleby Road. They will need an easement to get into the property and they will try to work in the same easements as everyone else. He stated that they would probably come in primarily along the street which would give them capabilities for future use on the south side. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE He stated that their facilities are right on the corner of Quail Creek Subdivision so they will come straight down the boulevard. He stated that they will probably loop in where they show the main utilities so that will need to be an easement for them. Ery Wimberly stated that they will have an easement there which will actually be in the parking lot. McElroy stated that they will need to furnish a pipe under the parking lots and a 4" pipe under the boulevard. RIC[ EVANS - ARKANSAS WESTERN GAS He stated that they will have to move this main line and they will need quite a bit of notice ahead of time. Also, they have an existing line on the north side of Appleby Road that is not shown which will help them get into Tract 2 of this complex He stated that they don't require conduit. FREEMAN WOOD - INSPECTION SUPERINTENDENT He asked what type of construction they were planning. Wimberly answered metal studs and brick veneer and maybe wood trusses Wood asked if they plan to put in a sprinkler system. Wimberly answered probably not, maybe in the larger building. Wood stated that they have to be able to set a classification on this; he asked if it was institutional or business occupancy. Mr. Herzog answered that there would not be patients sleeping overnight; it is all outpatient facilities. Wood stated that they would need a sprinkler system in some of the buildings, especially building !19 with that type of construction. Wimberly advised that the 119 building would be a two-story building. Wood stated then they might not get into that problem there. They will need one-hour protection for sure to get away from having to have a sprinkler system. He stated that their setbacks look o.k. except buildings 10 & 11 may be too close. Wimberly stated that it the final, those buildings will probably be separated a little farther. Wood noted that they should bear in mind that they have some limitations as to how many openings there is to a raised wall where they are so close. Wimberly noted that the doctors would like to own their buildings and land with it with the parking and interior courtyard being common property. The heavy lines shown are the lot lines. He asked Freeman Wood how 117 • • • • Plat Review August 11, 1988 Page 3 much land should they have with each building and would they have problems with setbacks from the individual lot lines. Wood stated that if they do it as a P.U. D., they should be able to do that as long as the leave setbacks for the fire code from building to building. MICKEY JACKSON - FIRE CHIEF He stated that given the size and the type of construction they are planning, it might be worth it to check on the investment potential of sprinkling the whole complex. The hydrant distribution shown looks good. DON BUNN - CITY ENGINEER He stated that their water is all coming off of Appleby Road right now, will they e tying those two lines together. Wimberly answered, yes, will have an 8" loop of the one that comes up through Quail Creek Subdivision and the one that is southwest at Regency North. Bunn stated that they need to show what water flows that the 8" will give them compared to what Mickey Jackson says they need on it. They will need to relocate a portion of the existing sewer that goes across the property. Will the storm drainage all be going out to the northwest. Wimberly answered, yes, except for maybe a little bit of surface drainage to the highway. Wimberly asked if he saw a problem with arrangement of the frontage road and the extension of it. Bunn answered, no. He asked when they planned to do the rest of the boulevard. Wimberly answered that they would do the rest of it either when they do Tract 2 or Tract 3. Bunn asked if they would be proposing less than 31' for each of those. Wimberly answered, yes, they will have two 31' lanes. Bunn stated that they will need to put a letter together asking for whatever variances they will need to be approved by the Planning Commission here regarding the width of the street. Bunn clarified that the loop and the frontage road would both be 31' wide. Wimberly stated that they have that intersection lining up with the off -ramps and they have the Highway Department's approval on that. Bunn stated that John Merrell wasn't able to attend but he may have some comments on this. He stated as far as off-site improvements, they will be required to do half of the street construction on Appleby Road. He will need a report on the drainage when they get the detailed plans and specs on the utilities and streets and drainage. Bunn asked Wimberly if he talked with Suzanne McWethy, the City Clerk, about the notifications required. Wimberly answered, yes, it had been clarified. WALLY BRT - SANITATION SUPERINTENDENT He was unable to attend the meeting but he commented that the dumpster locations shown were o.k. and they would need two 6 cubic yard containers at each location that can be enclosed on three sides with the front left open. 118 • • • Plat Review August 11, 1988 Page 4 PERRY FRANKLIN - TRAFFIC SUPERINTENDENT He was unable to attend the meeting but he commented that since they a lot of landscaping he wanted to warn them about not putting anything higher than 30" within 25' of the intersections. Looks like they have a lot of parking and he likes the idea of having a lot of ways to get in and out of the complex. ELAINE CATTANEO - PLANNING SECRETARY She stated that this will go to the Subdivision Committee on August 17th at 10:30 a.m. and to the Planning Commission on August 22th at 5:00 p.m. LARGE SCALE DEVELOFMENT PLAN - FAYETTEVILLE CHRISTIAN FELLOWSHIP ROGER J. STAUB - 1540 MISSION BLVD (HWY 45) The second item of consideration was the Large Scale Development Plan of a proposed sanctuary for Fayetteville Christian Fellowship submitted Roger J. Staub, Pastor. Property located at 1540 Mission (north of Mission Boulevard and east of Old Wire Road) and zoned R-1, Low Density Residential. DENNIS BURRACH - SWEPCO He stated that there is an underground electric service line is shown on this plat, but they may be building an overhead line down against the property line. They have a pole on the north end of the building. Mr. Staub stated that the drawing was actually old and shows an approximate location of temporary service, not really for permanent service. Burrack stated that the distances shown exceed the normal underground policy which is 250'. Anything past that, they would charge for the installed cost of the cable. This would have to be under a policy that the church would provide them with any conduit and with any pulling manholes required. It looks like that they will need a pulling manhole where it turns coming from Highway 45 going west and they could probably get by with one manhole and site a transformer close to where it is showing going into the building on the southeast corner. No easements are required, but there will be a contractual agreement between them and the church. He asked if there would be any objection to them using part of the dedicated sewer line easement if they wanted to come from the north side of this property. Bunn stated that they wouldn't have any objection to that. ANDY REESE - WARNER CABLE Service is available on Highway 45. Normal limitation on drop cable is about Ilq • • Plat Review August 11, 1988 Page 5 250' so they may require a contribution from the church because of the distance. Will do whichever the power company does; go underground or set poles. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE He asked if the dashed line shown is a future building. Mr. Staub stated that was available building space for them without some kind of easement, since this is in an R-1 zone. McElroy stated that they will not require an easement if they would be wanting over 5 telephone lines, but they do need to provide a 2" pvc pipe under that parking area that surrounds the building and under the road if they have to cross the road. McElroy stated that they might come from the north in the sewer line also. RICK EVANS - ARKANSAS WESTERN GAS They could use the existing gas meter that is out in front of the existing house. Mr. Staub stated that they are talking about the possibility of something else being done with the front of this property. Therefore, it would probably be advantageous for them to have a meter set another place. Evans stated that wouldn't be a problem, they could set one anywhere along Highway 45. MICKEY JACKSON - FIRE CHIEF He stated that there needs to be a fire hydrant within 300' of this lot. He suggests that the water service line be 6" down there to where it crosses the driveway and the hydrant be placed there on the southeast corner of the proposed building. DON BUNN - CITY ENGINEER He advised that they are going to be 700' from Highway 45. He stated that they could in about 700' of 6" water line and then place a fire hydrant and put a meter at that point, then go on to the building with a meter. He asked if they were planning to use the same water line that serves the existing house. Mr. Staub stated that the existing house is on a well. Bunn stated that it would be to the church's advantage to have that a public line dedicating a 15' easement for it. The City would then maintain the line and the fire hydrant. Bunn stated that they show a 6" sewer line, but that may not be necessary depending on how much water they are going to use. It could be a 4" line. Bunn stated that he them to have someone to look at the drainage on this and give him a report since they are going to be paving a good sized area. Mr. Staub stated that they had the drainage looked at when they were planning to do another building earlier and there didn't seem to be any significant problems. Bunn stated that it would be a matter between the property owners if problems development. i ao
