MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee vas held on Thursday, August
4, 1988 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.

LARGE SCALE DEVELOPMENT - PROFESSIONAL OFFICE BUILDINGS
HAROLD MCKINNEY & B.W. DYKES - S OF HAROLD, W OF SHERYL
The only item of consideration was a Large Scale Development Plan for the
Professional Office Building submitted by Harold McKinney & B.W. Dykes and
represented by Steve DeNoon, architect. Property located south of Harold Ave.
and west of Sheryl Ave. and zoned R-0, Residential -Office.
RICK EVANS - ARKANSAS WESTERN GAS
He stated that they have gas that surrounds this property on the south and the
east end. No problem getting gas into the professional office buildings. A gas
line is shown coming in on the south end of the east professional buildings and
it needs to be shown as an easement (10') coming up through there since they will
be setting the meter up next to the building. He stated that=they can.set:the
meters at the buildings on all of them. Mr. DeNoon asked if they could run the
television cable in the same easement as the gas line. Mr. Evans stated that
they could as long as a had a couple of feet of separation. Would need about a
15' easement there if they want to get all the utilities in there.
TOM MCELROY - SOUTHWESTERN BELL
The south and east easements are no problem. He stated that the only problem is
that they need to bring the easement where they show to come over to the proposed
post office right on up to the end of the building. He stated that they would
need 2" pvc pipe under all the paved areas.
WALLY BRT - SANITATION DEPARTMENT
He wasn't able to attend the meeting but he commented that the trash dumpsters
looked o.k. in the shown locations. The dumpsters can be enclosed on three sides
only with no gate on the front. Contact him when you get ready to start.
DON BUNN - CITY ENGINEER
He stated that they have an 8" water line along the west side of the property
with a fire hydrant near the south end which will be close enough for all these
buildings they have planned. There is another fire hydrant that is located about

half way between this one and Harold Avenue and when the rest of this property is
developed, they will have to provide access to that fire hydrant. Bunn asked if
they were going to run a 2" water line around the perimeter on the side. Mr.
DeNoon answered, yes, and the sewer will probably be a 8" around the perimeter.
Bunn asked if everything coming off the main sewer line around the perimeter was
going to be private. Mr. DeNoon answered, yes. Bunn asked if they were going to
have individual water meters for all of these offices. Mr. DeNoon answered, yes.
Bunn asked if the meter shown by the proposed Post Office was in a green area.
DeNoon answered, yes, and they will also have a 3' sidewalk along that parking
space there.

Bunn stated that this property does not front on an improved. street They have
50' frontage on the north side which is going to be a future access to the rest
of this property. Bunn stated that he really hadn't figured out what sort of a
variances that will be required in order to develop the property. He asked if
they had considered this as a P.U.D. Mr. McKinney stated that they would have
had to get exceptions with a P.U.D. too, one being that if they have a common
perimeter with an R-1 zone district then the setbacks balloon out to a large
amount which they would have had to get an exception to.
Bunn stated that this will go to the Subdivision Committee on August 17 and to
the Planning Commission on August 22.
Bunn stated that they will need an easement for this water line going up to the
meters. The building is shown setting right on the easement line which makes it
hard to work with; there needs to be enough room to work in the easement without
endangering the building.
Bunn stated that he will look at the regulations to see what sort of variances
they will need there.
JIM CROWNOVER - OZARK ELECTRIC
He was unable to attend the meeting but he commented that there was 3 Phase power
available out there.
