MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday, July
28, 1988 in Room 111 of the City Administration Building, 113 West Mountain
Street, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES- Dennis Burrack, Andy Reese, Tom Mcllroy, Dale
Cheatham, and Rick Evans
CITY REPRESENTATIVES- Don Bunn and Elaine Cattaneo
LARGE SCALE DEVELOPMENT - S E. FAYETfEVILLE SUBSTATION
SWEPCO - N OF PUMP STATION ROAD & W OF LEEPER DRIVE
The first item of consideration was a Large Scale Development Plan for the S. E.
Fayetteville Substation submitted by SWEPCO. Property located north of Pump
Station Road and west of Leeper Drive and zoned I-2, Heavy Industrial.
DENNIS BURRACK - SWEPCO
He stated that there was going to be a concrete flume all the way
around it and, a containment pit in the northeast corner. Under all the
O.C.B's and transformers there will be drainage pits and it will be all
collected over there in case there is an oil spill. Don Bunn asked if
they had a spill plan approved by the EPA. Burrack answered, yes, it
is in compliance with the EPA's rules and regulations. Don Bunn if
there was going to be any hazardous material at-this_.site.. iBurrack
stated that to the best of his knowledge, there would not be any
hazardous materials.
ANDY REESE - WARNER CABLE
Reese asked if they were going to want cable t.v. Mr. Burrack answered
that they probably wouldn't.
RICK EVANS - ARKANSAS WESTERN GAS
Evans asked if they want gas there. Burrack answered,probably not, although
there is a high pressure gas easement there. Evans stated that they do
have an existing line in there.
DALE CHEATHAM - SOUTHWESTERN BELL
Cheatham asked if they would want phone service. Burrack stated that
there is a possibility that they may have some phone service required
down there. Cheatham stated that they don't have any lines near there.
There is a line on Pump Station Road, but there are no available pairs
right now, but by the time they build this they should have.

DON BUNN - CITY ENGINEER
Bunn asked if they require any water and sewer services. Burrack
stated that he didn't think so. Bunn stated that it doesn't appear
that there will be any revisions. You need to get in touch with Harry
Gray and let him know that this will go to the Subdivision Committee on
August 3rd and the Planning Commission on August 8th.
MICKEY JACKSON - FIRE CHIEF
He wasn't able to attend but he stated that he had no comment, there
wasn't any problems here.
FINAL PLAT OF SUMMERHILL WEST ADDITION
S & T ENTERPRISES - N OF MASONIC DR & S OF MILLSAP RD
The second item of consideration was the Final Plat of Summerhill West Addition
submitted by S & T Enterprises and represented by Harry Gray. Property located
north of Masonic Drive and south of Millsap Road with 4.17 acres and 12 proposed
lots. Property zoned R-1, Low Density Residential.
DENNIS BURRACK - SWEPCO

He asked what the additional piece of right-of-way or whatever shown on
the north side of this property at Millsap Road. Don Bunn stated that
it is a utility easement, but Harry Gray isn't present to explain this.
This wasn't shown on the preliminary plat, it shows the boundary of the
subdivision going up to Millsap Road. Dennis Burrack stated that they
are going to remove their overhead line out of there and serve them
underground. Burrack stated that there aren't any street lights shown
on this plat, but he thinks they were shown on the preliminary. Tom
Mcllroy stated that the 10' easement between lots 4 and 5 was for the
street light. Burrack noted that the number of lots had been changed
to 12 since the preliminary came through.
DON BUNN - CITY ENGINEER
Bunn asked if anyone had an objection to that utility easement up near
Millsap Road being there. No one objected. Bunn stated that there are
several things left off of this plat such as water and sewer. He stated
that he would talk to Harry about the additional easement and see what
the deal is. He does need to show the water and sewer and street
lights on there. He asked if they wanted to postpone this meeting
until Harry Gray could be present. Everyone agreed that wasn't
necessary. Bunn stated that they are in the process of getting to

some agreement on the improvement of Masonic Drive. They are
required to improve half of Masonic Drive along their frontage and
they are trying to work a deal where they can improve at least to some
degree all of Masonic Drive that is graveled right now. It still
remains to be worked out. With the approval of the final plat by the
Planning Commission, the developer will have to sign a Bill of
Assurance or a contract with the City on the street improvements and
any other improvements that aren't done.
TOM NCILROY - SOUTHWESTERN BELL
Mcllroy stated that the outside easement had been added since they had
requested it on the preliminary so he doesn't have any problem with the
easements.
ANDY REESE - WARNER CABLE
He stated that as long as the easements stay the way that they are
shown on the plat, he doesn't have any problems.
RICK EVANS - ARKANSAS WESTERN GAS
He stated that as long as the easements stay the way they are
everything is fine
MICKEY JACKSON - FIRE CHIEF
Jackson was unable to attend the meeting but he commented that he saw
no problems with this plat.
CONNIE EDNONDSTON - PARKS DEPARTMENT
Connie was unable to attend this meeting but she commented that with
the 12 proposed lots the contribution in lieu would be $1,260.
