HomeMy WebLinkAbout1988-05-26 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 26, 1988 in room 111 of the City Administration building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY RRPRRSENTATIVES• Andy Reese, Rick Evans, Dennis Burrack, James Crownover, & Tom McElroy CITY REPRESENTATIVES• Don Bunn, Connie Edmonton, & Mickey Jackson OTHERS PRESENT: Mel Milholland and Dave Jorgensen CONCEPT PLAT OF NORTHWEST ACRES ESTATES ROLLIN A BARNES - N OF HWY 16 WEST, W OF RUFFLE RD The first item of consideration was the concept plat of Northwest Acres Estates submitted by Rollin A. Barnes and represented by Mel Milholland. Property is approximately 275.1 acres and located north of Highway 16 West, west of Rupple Road. MICKEY JACKSON - FIRE DEPARTMENT He stated that he had looked for locations to put fire hydrants with spacing to comply with the ordinance and he has chosen some tentative locations. Because of the size of this, large mains will be in order. They would probably need to be 8" to feed most of this. He stated that it looks like there is a lot of lots on this concept plat and not enough through streets. It will be hard to get around in this neighborhood because there are so many street names to keep up with and so many of the streets are hard to access. DON BUNN - CITY ENGINEER If Bolinger Blvd and Clack Street were connected, it would make it a lot easier to get around He stated that he felt that there would be a problem east and west in the northern part of the subdivision. Mel Milholland stated that either Loretta Lane or Alva Avenue would have access on up to Mt. Comfort as a future tie in. Don Bunn stated that there could be problems as far as emergency access. Need to look at problems with street names and streets that run north/south and east/west. He asked Mel Milholland when they would be coming through with a preliminary plat for Phase I. Milholland stated that they have to have it annexed in first. He asked how many lots are in Phase I. Milholland answered around one hundred lots. Bunn stated that on the overall project they would need l o, • • • Plat Review May 26, 1988 Page 2 another connection to Mt. Comfort Road in addition to Pond Road either Loretta Lane or Alva Avenue would be good. Accesses to Highway 16 are sufficient. Need to look at increased traffic on Highway 16. Perry Franklin could give you some data on this. He agreed with Mickey about the east/west access. Off-site improvements will need to be done on Alva Avenue and on Pond Road. Need to look at, from the standpoint of the overall development, the loading on Star Valley lift station which is out in that area and make sure there is not a problem with that. This will go to Planning Commission on June 13th and it will not go to the Subdivision Committee. JIM CROWNOVER - OZARK ELECTRIC He stated that the easements are all right except where they would go for street lights they would need a 15' easement. He said he could make a layout on street lights for them if they wanted it. TOM MCELROY - SOUTHWESTERN BELL No problem with the easements or the access. There is one possibility as it develops to the North, they may want to come in off of Mt. Comfort because of the quantity. Mel Milholland stated that they could use an easement from Alva Avenue on to Mt. Comfort. ANDY REESE - WARNER CABLE No problem with proposed easements. They have service available. RICK EVANS - ARKANSAS WESTERN GAS No problems with it. They might need to come down off of Mt. Comfort for part of it also. CONNIE EDMONDSTON - PARKS DEPARTMENT This is in the Northwest Park District. She said it may be too early to give park figures since this is just a concept. Mel Milholland stated that they might like the Parks Board to look at what they have proposed for a park. Connie said for the Parks Board to waiver the green space ordinance requirement or for land dedication it must 1) meet the park master plan for that area, 2) meet recreational needs of that area, and 3) be maintained. • • Plat Review May 26, 1988 Page 3 If they would like to appear before the Parks Board to make a dedication request they may do so. Mel Milholland stated that for Phase I they would like to make the Lake Irene area a park but this area will not cover that unless it is annexed in and made a part of Phase I. Connie stated that it would be the responsibility of the City to maintain this park area if it was annexed in as part of Phase I and accepted by the City. She noted that this is close to other land that was dedicated near here. She stated that the Parks Board only makes a recommendation to the Planning Commission and then the City Board. The Parks Board would be step one of many steps. Mel Milholland asked at what point would this have to be done. She stated that they would need a Parks recommendation by the final plat. Don Bunn asked if the Parks Board accepted this land, would there be certain improvements that they would be required to do to it. Connie stated that they would have to give the Parks Department a Bill of Assurance This could not be a park just to serve this development, it has to be a city wide park. She asked how many lots there would be in the whole project. Mel Milholland stated that there would be approximately 840 lots and they are proposing all single-family. FINAL PLAT OF SPRING HOLLOW ESTATES - GORDON WILKINS SW CORNER OF STUBBLEFIELD RD & OLD MISSOURI RD The second item of consideration was the final plat of Spring Hollow Estates submitted by Gordon Wilkins and represented by Dave Jorgensen. Property located at the southwest corner of Stubblefield Road and & Old Missouri Road is 11.91 acres and zoned R-1 with 25 proposed lots. CONNIE EDMONDSTON - PARES DEPARTMENT Green Space requirement for twenty-five single-family units at $105 per unit would equal $2,625 in lieu of land dedication. The land dedication is .31 acres. The Parks Board will meet Monday, June 6, and give a recommendation on this if they haven't already given one earlier. She stated that they can pay it as the lots are sold or on a contract basis. TOM MCELROY - SOUTHWESTERN BELL No problem with the easements shown. DENNIS BURRACK - SWEPCO • He stated that they have some of the overhead work done and they will begin to put the underground in next week. \015 • • • Plat Review May 26, 1988 Page 4 ANDY REESE - WARNER CABLE No problem with this. RICK EVANS - ARKANSAS WESTERN GAS No problem with the easements. DON BUNN - CITY ENGINEER Dave Jorgensen stated that the only thing they have changed on this is that they gave a 15' utility easement for the water line that goes down the north side of the property line. Bunn asked where the south right-of-way is. Dave Jorgensen answered that it was 25' off of the center line of Stubblefield Road. Bunn stated that they would need to pay the parks fee. He stated that a developer's contract would have to be executed with the City at the time of the final plat. Dave Jorgensen stated that he thought the developer wanted to complete all the improvements so that he doesn't have to do the contract. Bunn advised that if he does want to do this, he will have to complete them prior to final plat approval. If he doesn't, then the ordinances require that the City holds out a certain number of lots that equal the value of the improvements until they are taken care. Bunn asked if street lights had been taken care of. Dennis Burrack answered, yes. Bunn stated that they have a Bill of Assurance on the off-site improvements as well as the sidewalks. Bunn asked the utility representatives to look at the final plats and see if there are any easements that had been asked for but not needed so they could eliminate any unnecessary easements. Bunn advised that this would go to the Planning Commission on June 13th and to the Subdivision Committee the Wednesday prior to this. FINAL PLAT OF RRPLAT OF IAT 4, BLOCK 5 OF BROPHY ADDITION RALPH BROPHY - NORTH OF TOWNSHIP The third item of consideration was the final plat of the Replat of Lot 4, Block 5 of Brophy Addition submitted by Ralph Brophy and represented by Dave Jorgensen. Property located north of Township on Brophy Circle with 2.01 acres and 3 proposed lots, zoned R-3, High Density Residential. wd • • • Plat Review May 26, 1988 Page 5 DENNIS BURRACK - SWEPCO No problem. It looks like everything that had been discussed the last time has been included. He stated that he would like to retain the easements on the west side of Lots 1 & 2 for now. TOM MCELROY - SOUTHWESTERN BELL They will come down Brophy Circle and go down the cross easement to serve Lot 3. The easements on the west side of Lots 1 & 2 will probably not be used by the telephone company. ANDY REESE - WARNER CABLE No problem with the easements. RICK EVANS - ARKANSAS WESTERN GAS No problem with easements. CONNIE EBMONDSTON - PARKS DEPARTMENT There would be two more parks fee for these additional lots which with the multi -family units it would be $170 more. `O�
