HomeMy WebLinkAbout1988-05-05 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, May 5, 1988 in room 111 of the City Administration building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITYREPRESENTATIVES* Andy Reese, Judy Davis & Tom McElroy CITY REPRESENTATIVES Don Bunn, Mickey Jackson and Connie Edmondston OTHERS PRESENT: Bud Tomlinson, Mark Mahaffey, Layne Smith, Kim Fugitt & Beth Crocker QUAIL RIDGE SUBDIVISION GERALD TOMLINSON & BILL BROOKS - WEST SIDE OF PORTER ROAD The first item of consideration was a preliminary plat submitted by Gerald Tomlinson & Bill Brooks and represented by Bud Tomlinson. Property is 12 acres with 30 proposed lots located on' the west side of Porter Road and zoned R-1, Low Density Residential. ANDY REESE - WARNER CABLE They have facilities- available on Porter Road on the west side. The easements as shown are fine. No problem. TOM MCELROY - SOUTHWESTERN BELL The utility easements shown are sufficient. They will cut across the end of the cul-de-sac so they won't get back in that flood area. They have facilities on the west side of Porter Road. JUDY DAVIS - SWEPCO Their line is on the east side in front of the church on Porter Road. They will cross the street and set a pole on each corner and go underground from there. All the easements shown are fine, but they do need an easement between lots 4 & 5 and between lots 8 & 9 for the street lights. 9� Plat Review May 5, 1988 Page 2 MICKEY JACKSON - FIRE DEPARTMENT They will need two fire hydrants in this subdivision and they can be spaced upto 800' apart but each lot needs to be within 400' of a hydrant. He suggested that they change the name of the street from "Leah" to something else because there are two Lee Streets already. WALLY BRT - SANITATION DEPARTMENT Wally Brt wasn't able to attend the meeting but he commented that he had no problem with the subdivision. TERRY ENGLAND - ARKANSAS WESTERN GAS Terry England wasn't able to attend the meeting but he commented that they would like the building setback to also be a dedicated utility easement. DON BUNN - CITY ENGINEER He advised Mr. Tomlinson to get in touch with the gas company before he made the revisions to clarify which building setback they were referring to. The sewer is located on the west end. The water along Porter Road at that point is 4" and they will need to bring a larger line in. He would like to see the computation of the fire flows from the 6" line shown to see what sort of flows they would be getting back in the subdivision to establish whether the fire flows are going to be adequate and to determine what sort of oversizing might be required. They may need to take a larger line back there. He stated that there isn't a master plan for water that is in place right now. It is possible that they might have to have a larger line along Porter Road because there is a 12" that extends to Sycamore Street to the north of this property. He asked Mr. Tomlinson if they had plans to bring in some dirt and fill in the lots that are in the flood plane on the west end. Mr. Tomlinson stated that they had a tentative plan. Bunn advised that the City has an ordinance which was in respond to the requirement of the Environmental Protection Agency that under the grant conditions for the new plant they cannot serve property in the flood plane. The exception of that is where the flood plane is substantially developed. That regulation may or may not apply here. If they decide that the regulation does apply in this case, then they would be losing probably three lots (14, 15 & 16). • • • • • • • • Plat Review May 5, 1988 Page 3 Off-site improvements requirement will be to build Porter Road there to City standards. Bunn stated that he was going to recommend to the Planning Commission that the developer be required to build both sides of Porter Road because of the depth of the subdivision with the narrow frontage. Bunn stated that it appears that there is room between the end of this subdivision and the highway right-of-way to account for the additional right-of-way that is required for frontage road. If this is not the case, the developer will be required to dedicate sufficient right-of-way for that frontage road. Along Porter Road, he will need to dedicate enough right-of- way to make it 30' on their side which means they would have to dedicate another 10' that what is proposed. CONNIE EDMONDSTON - PARKS DEPARTMENT This is located in the Northwest Park District and with thirty (30) single- family units the land dedication required would be .38 acres; money in lieu would be $3,150. LARGE SCALE DEVELOPMENT PLAN - ROLLING BILLS BAPTIST CHURCH 1400 ROLLING BILLS DRIVE The second item of consideration was the Large Scale Development Plan for the Rolling Hills Baptist Church submitted by Layne Smith & Beth Crocker and represented by Fugitt & Associates. Property zoned R-1, Low Density Residential. .LANES CROWNOVER - OZARK ELECTRIC He was unable to attend the meeting but he commented that they had service coming in from the north. They would be glad to work with them in relocating that if necessary and there would not be a problem. They would need to get in touch with him before they start construction to make arrangements to take care of that. DON BUNN - CITY ENGINEER If they think that this addition would require additional water service they should get in touch with Don Osborn. Bunn stated that if they were planning to get into the existing sewer service line they shouldn't have any problem. 99 Plat Review May 5, 1988 Page 4 There is a 6" line which extends south from the fire hydrant located at Elizabeth and Eton along Elizabeth Street. He suggested that a fire hydrant could be placed at the end of that line which would provide them with some better service there although it is not a requirement. This will go to the Subdivision Committee on Wednesday, May 18, and to the Planning Commission on the 23rd of May. If there are any revisions such as the easement that Tom McElroy asked about being put on the plat, they should be submitted by next week. ANDY REESE - WARNER CABLE No problem. TOM MCELROY - SOUTHWESTERN BELL No problem. He asked if there was not an easement on the north end of this although it isn't shown on the plat. Mr. Fugitt stated that he would check into that. MICKEY JACKSON - FIRE DEPARTMENT He stated that a sprinkler system is not required but it is advised from a fire protection standpoint. He suggested that they check with their insurance carrier to see if there would be any long-range economic advantages to having a sprinkler system. • •
