MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Reviey Committee was held on Thursday,
April 28, 1988 in room 111 of the City Administration building, 113 West Mountain
Street, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES- Rick Evans, Dennis Burrack, & Tom McElroy
CITY REPRESENTATIVES- Don Bunn & Mickey Jackson
OTHERS PRESENT: Andy Kitsinger
LARGE SCALE DEVELOPMENT - J114 LINDSEY
KANTZ DRIVE APARTMENTS
The first item of consideration was a Large Scale Development Plan submitted
by Jim Lindsey and represented by Andy Kitsinger of Fugitt & Associates,
property located west of Crossover Road (Hwy 265) and south of Kantz Drive,
and zoned R-0, Residential -Office. Application for Conditional Use for
Apartments in an R-0 zone will be going to the Planning Commission on May
9th.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
All easements are o.k..
RICK EVANS - ARKANSAS WESTERN GAS
Their gas line is in the easement on the south side of the property. They
will work with them to bring it to the buildings if they want.
MICKEY JACKSON - FIRE DEPARTMENT
They need another hydrant installed in front of the 2649 building. This
apartment complex should be set up just like Jim Lindsey's apartment complex
just South of it.
DENNIS BURRACK - SWEPCO
Easements are fine. They will get the conduit to and install the 5 lights
shown on the plat following their own schedule. If their schedule conflicts
or interferes with the developers schedule, all they ask to have is a 1 1/2
inch conduit to each light to the edge of the easement.

DON BUNN - CITY ENGINEER
There is an existing sewer line in the back and you will have private
services come up into the development which is o.k. You will need to talk
to Don Osborn and Al Rukgaber about the location of the meters and what sort
of service you will need. We would prefer them all in the front. Andy
Kitsinger asked Don Bunn if they need a 10' separation between the water and
the sewer. Bunn answered, yes. He noted if they run a city owned line in
there, they will need an easement of at least 10' for those lines. If there
is going to be a fire hydrant line back there, then service can probably be
provided off that fire hydrant line. Will need to submit drainage plans.
Bunn stated that he would provide Mr. Kitsinger a copy of the regulations on
Large Scale Developments to guide him regarding landscaping and screening
from adjacent residential districts.
LARGE SCALE DEVELOPMENT - LINDSEY CONSTRUCTION
NORTHWEST CORNER OF THE HWY 45 & CROSSOVER (HWY 265) INTERSECTION
The second item of consideration was the Large Scale Development for Lindsey
Mercantile submitted by Lindsey Construction and represented by Andy
Kitsinger of Fugitt & Associates for property located at the northwest
corner of Hwy 45 & Crossover Road (Hwy 265) and zoned C-1.
TOM MCELROY - SOUTHWESTERN BELL TELEPHONE
The only problem is being able to get to it. All their service is on the
south property line off East Oaks Drive which is quite a distance away. He
asked Mr. Kitsinger if there would be any way to get an off-site easement
15' wide up the south property line. MeElroy stated that they have an
easement on the east property line on East Oaks which is West of this
property. They would like to come out of that easement down to the south
line of this property. They will need a 2" conduit line from the building
out into the easement out from under the pavement for the lines for
payphones, etc. Will need conduit to the automatic teller machine out
front, also.
RICK EVANS - ARKANSAS WESTERN GAS
They have a large 10" gas line running along the West side of Hwy 265 which
requires a 50' easement. Therefore, he is concerned about how big of a
grade cut they are going to make on that driveway coming onto this property
from Hwy 265. Evans stated that they can set the meter anywhere along those
green areas shown on the east of the property. They will work with them on
this.

DENNIS BURRACK - SWEPCO
They have a fairly large overhead line going down through there. There is a
possibility that one or more of their poles might be in conflict with some
of the curbing shown If there is a problem, get in contact with them and
they will make any adjustments that they can. There is a three-phase line
out there so they would be able to have any power they want. He noted that
the 50' setback could also be used as a utility easement.
DON BUNN - CITY ENGINEER
Water is available on the north side of Hwy 45 and we'd like to put the
meter out in the green space behind the curb. Sewer will have to be brought
in from off-site. Will need to submit plans to him on the sewer. Will need
to get permission for the curb cuts on both Hwy 45 and 265 from the Highway
department and provide copies of those approvals to us.
WALLY BRT - SANITATION DEPARTMENT
Mr. Brt wasn't able to attend but he commented that the locations for trash
containers marked on the plat were satisfactory. They will need to be
screened on 3 sides and have a pad. He will need to be contacted to
provide the size of pad needed.
