HomeMy WebLinkAbout1988-04-21 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Coittee was held on Thursday, April 21, 1988 in room 111 of the City.Administration building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Andy Reese, Rick Evans, Dennis Burrack, James Crownover, & Tom McElroy CITY REPRESENTATIVES- Don Bunn, Connie Edmonston, & Mickey Jackson OTHERS PRESENT: Mel Milholland & Wade Bishop PRELIMINARY PLAT OF YORKTOWNE SQUARE PHASE III WADE BISHOP - NORTH SIDE OF STUBBLEFIELD ROAD The first item of consideration was the preliminary plat of Yorktowne Square Phase III submitted by Wade Bishop and represented by Mel Milholland. Property is located on the north side of Stubblefield Road and is zoned R-1, Low Density Residential. DENNIS BURRAC& - SWEPCO Mr. Burrack stated that they have started an underground loop on Phase I of Yorktowne Square. This loop will be continued along the back lot lines of Phase III. The easements are adequate as shown. Street light spacing is up to City standards. With the underground fed street lights, there is a contribution of $5.95 each. He asked Mr. Milholland what the status is of Phase II of this development. Mr. Milholland answered that the Planning Commission had requested that Phase III be built before Phase II because of the access. Mr. Burrack asked if they can dedicate that 25' utility easement that is shown as Phase II up to the corner of Phase III so that he can use it. Mr. Milholland said there would be no problem with that. Mr. Burrack asked if there would be an island with a street light in the middle at the entrance on Stubblefield Road. Mr. Bishop answered, Yes. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE Mr. McElroy stated that he would need a crossing on the west boundary where Manchester Street comes in with a 4" conduit. Also, on the north end of Picadilly Lane he will need a 2" conduit. All other easements are satisfactory. 93 Plat Review April 21, 1988 Page 2 • RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated that their existing high pressure gas line is at the south boundary line. They will need a 25' easement which will take up part of both Lot 1 in Block 1 and Lot 1 in Block 2 The 30' setback could be used as a utility easement there. They will need the crossings at the West entrance of Manchester Street and the North entrance of Picadilly Lane. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson asked Mel Milholland if Lot 7 of Block 3 was within 400' of the existing fire. hydrant in that area. Mr. Milholland answered, yes. Mr. Jackson stated that since this is an area that doesn't have good flows and this is the second subdivision they have added on to a borderline waterline system without any loop, he would recommend that they loop the two systems together. ANDY REESE - WARNER -AMEX CABLE No problems with the easements that are shown. DON BUNN - CITY ENGINEER Don Bunn asked Mr. Milholland if the Planning Commission had looked at all three Phases of Yorktowne Square originally. Mr. Milholland answered, Yes. Mr. Bunn asked when Phase II would be constructed. Mr. Milholland answered probably as soon as Phase III is finished. Mr. Bunn stated that they needed to discuss the water situation. Also, they would need to look at the drainage carefully and present some plans and specifications for it. Mr. Bunn advised that a Bill of Assurance on the street improvements would be in order. CONNIE EDMONDSTON - CITY PARRS DEPARTMENT Connie Edmondston stated that this property is in the Northeast Parks district. The land requirement for Green Space for thirty (30) single- family units is .38 acres with money in lieu of $3,150. She stated that because this property is close to Butterfield Trail and the new Gulley Park, the Parks Board will probably request the money in lieu. • • • • Plat Review April 21, 1988 Page 3 WALLY BRT - SANITATION SUPERINTENDENT Mr. Brt wasn't able to attend the meeting, but he commented that he had no problem with the plat. PRELIMINARY PLAT OF CEDAR GROVE ESTATES D.M. TOMLINSON & SAM MATHIAS - NORTHEAST CORNER OF OLD WIRE & SKILLERN ROADS The second item of consideration was the preliminary plat of Cedar Grove Estates submitted by T.M. Tomlinson & Sam Mathias and represented by Mel Milholland, Milholland Engineers. Property is located at the Northeast corner of Old Wire Road and Skillern Road (East of Hwy 265). It is currently zoned A-1, Agricultural and they are requesting a zoning change to R-1, Low Density Residential at the May 9th Planning Commission meeting. CONNIE EDMONDSTON - CITY PARKS DEPARTMENT Ms. Edmondston stated that this property is in the Northeast Parks district and with thirty-four (34) single-family units the land requirement for the Green Space is .43 acres with the money in lieu of $3,570. Since it is close to Gulley Park, the Parks Board will probably request the money in lieu. TOM MCELROY - SOUTHWESTERN BELL TELEPHONE Mr. McElroy stated that this property is outside their base rate area. Therefore, they have a developer commitment that the owner/developer has the option to participate in which is explained in the document he gave Mr. Milholland. He stated that the easements on this property are satisfactory. They do need an easement across the West property boundary, because their line will be coming across Old Wire Road at the South West corner. The building setback can be used as a utility easement. All other easements are adequate. RICK EVANS - ARKANSAS WESTERN GAS Mr. Evans stated that they would need a utility easement along the West side of the property and would also need a crossing across Heather Way on the West and East ends. He noted that they have a " blanket" easement on the whole property. There would be no problem serving off the gas line shown. -/4 Plat Review April 21, 1988 Page 4 JAMES CROWNOVER - OZARKS ELECTRIC He stated that they have an aerial line down Skillern Road and on Old Wire Road. They will need to have an aerial line on the north corner of Lot 1 in Block 2 so they will be able to loop it. He noted that he may have to ask them to shift one of the street lights to the other side of the street depending on the layout. He stated that they would need 4" conduit under the end of Heather Way on the East. MICKEY JACKSON - FIRE DEPARTMENT Mr. Jackson advised that for future purposes, the water line maybe should be 8". He had no problem with the fire hydrant locations. DON BUNN - CITY ENGINEER Mr. Bunn stated that he needed to look into the water line size. He noted that they might need the large water line along Skillern Road and tie it back in farther to the East. He noted that this plat with the revisions will go to the Planning Commission on May 9th and to the Subdivision Committee the Wednesday prior to this at 10:30 a.m. Don Bunn advised Mr. Milholland that the adjoining property owners would need to be notified by certified mail or in person with signatures on the plat at least seven (7) days prior to the Planning Commission meeting and preferably seven (7) days prior to the Subdivision• Committee meeting if possible. You will need to provide 15 copies of the revised plat to the Planning Department. He noted that Skillern Road is a collector street so they would need to dedicate a 30' right-of-way to meet the requirement and Old Wire Road is 50' so they will need to dedicate up to 25' there off the East side. Need to check into getting a Bill of Assurance for off site improvements that are required on the frontage there on Old Wire Road. He stated that he would need to see some calculations on the drainage and the sewer. It looks like you will need a waiver on the length of the temporary cul-de- sac on the east end of Heather Way. Also, the developer also needs to look into the possibility of tying Renee Court back into Skillern Road to eliminate the deadend street. • • • Plat Review April 21, 1988 Page 5 ANDY REESE - WARNER CABLE No problems with the easements as they are shown. They will need crossings at the same locations as the power company. WALLY BRT - SANITATION SUPERINTENDENT Mr. Brt was unable to attend the meeting, but he commented that he had no problem with the plat.
