HomeMy WebLinkAbout1988-04-07 Minutes• • • "'INUITS OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee vas held on Thursday, April 7, 1988 in room 111 of the City Administration building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES- Tom McElroy, Dennis Burrack, & Ken Raider CITY REPRESENTATIVES• Don Bunn, Perry Franklin, Connie Edmonton, & Hickey Jackson OTHERS PRESENT: Dave Jorgensen and Harry Gray PRELIMINARY PLAT - TOWNSHIP SUBDIVISION BILL LAZENBY-CORNER OF TOWNSHIP & OLD WIRE ROAD The first item of consideration was the preliminary plat of Township Subdivision submitted by Bill Lazenby and presented by Dave Jorgensen of Jorgensen & Associates Engineers. Property zoned R-1, Low Density Residential, located at the Southwest corner of Township and Old Wire Road, acreage 2.48 with 7 proposed lots. TOM MCELROY-SOUTHWESTERN BELL The city plans on rebuilding the intersection which means that, on Old Wire Rd to the South, Southwestern Bell will need an easement adjacent to the right-of-way. The 25' required setback can be used as a utility easement. All lots can be served as they are. The easement on the front will take care of what is required. Need as much advance notice as possible on the utilities behalf when the unknowns are worked out on the Old Wire Rd and Township intersection. DENNIS BURRACK - SWEPCO We have a major feeder circuit coming off the top of Township that feeds all of Northeast Fayetteville. It depends on when you schedule this work, whether we can be energized and move that circuit. If it is during peak load in the summer time, we would not be able to do that without curtailing service to customers. As far as service to the subdivision, there is no problem. Easements as discussed with the extra 20' in the 25' setback on Old Wire Road would be quite adequate. MICKEY JACKSON - FIRE CHIEF No comment. • • • Plat Review April 7, 1988 Page 2 PERRY FRANKLIN - TRAFFIC SUPERINTENDENT A signal light is scheduled to go in at the Old Wire Road and Township intersection. With the signal light, there is a potential problem of backed up traffic on Old Wire Road which would block those driveways coming out onto Old Wire Road a lot of the time. CONNIE EDMONSTON - CITY PARKS DEPARTMENT This is located in our Northeast Park District and according to the Green Space Ordinance, with seven (7) single-family units, the land dedication required would be .09 acres; money in lieu would be $735. Because it is so close to the new park that has been purchased, the Parks Board will probably recommend to the Planning Commission that they accept the money in lieu. This will go before our Parks Board on the April 18th. DON BUNN - CITY ENGINEER We will need 20' in additional right-of-way on the Township side which will line up with the right-of-way that has been given by the Subdivision to the West. In addition to the this right-of-way, we will need another 20' of utility easement . There is an existing sewer line easement of 25', but 20'of that will be taken up by the additional right-of-way. The unknown at this point is at the intersection of Old Wire Rd and Township. Haven't been able to locate the drawings that Mel Millholland developed on this intersection. There may be some additional easement required right at that intersection. As soon as we can locate those drawings we will have some additional comment on what right-of-way and easements that are required right at the corner. An additional 10' of right-of-way will be needed along Old Wire Road and an additional 20' off the South side of Township. He suggested that the 25' setback on both sides can be used for general utility easement purposes. As soon as clarification is made on what is required in that area, the City will inform them of whatever additional right-of-way might be required. Bunn stated that there are sidewalks required on both the Old Wire Road and Township sides. They should consider accepting a Bill of Assurance on those sidewalks considering some unknowns in that intersection. Considering the traffic problem in that area , they might consider common driveways off of Old Wire Road. That 8' setback from property lines for driveways would have to be waived by the Planning Commission. This will go to the Subdivision Committee on Wednesday, April 20th and to the Planning Commission on April 25th. You will need to notify property owners right away. 7F • Plat Review April 7, 1988 Page 3 HOUSE NUMBERS House numbers (street addresses) for each lot provided by Jim Johnson are listed below: Lot 1 - 1379 Township Lot 2 - 1427 Township Lot 3 - 1503 Township or 2389 Old Wire Rd (depending on which street the house faces) Lot 4 - 2365 Old Wire Road (existing house) Lot 5 - 2357 Old Wire Road Lot 6 - 2353 Old Wire Road Lot 7 - 2345 Old Wire Road LARGE SCALE DEVELOPMENT PLAN - LAKE VIEW CONVALESCENT HONE DEANE SOLOMON ROAD - E.H. SONNFMAN The second item of consideration was a Large Scale Development Plan submitted by E.H. Sonneman and represented by Harry Gray, of Northwest Engineers. Property zoned A-1, Agricultural, with an area of 2.73 acres. CONNIE EDMONSTON - CITY PARKS DEPT. No parks fees are required. TOM MCELROY - SOUTHWESTERN BELL No problem. They need to notify him as to where they want their service and give permission to bury on the property. MICKEY JACKSON - FIRE CHIEF Since this is classified as a Group I Occupancy (Institutional) in the Building Code, a sprinkler system will be required. Also, a fire hydrant is required within 300' of the building. KEN RAIDER - OZARKS ELECTRIC Have no problem because power is available for the construction, all they will need is permission as to where to put the line on the property. 81 • Plat Review April 7, 1988 Page 4 PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Angle parking would be more ideal, but because there will not be much traffic here the parallel parking shouldn't be a problem. Regarding planting vegetation at the intersection on Deane Solomon, they need to be aware that nothing higher than 30" is allowed within 25' of an intersection for site distance purposes according to the Ordinance. DON BUNN - CITY ENGINEER The water and fire protection will have to be put in. The fire hydrant should be moved closer to the building than what is shown on the plat. Bunn asked Harry Gray if something had been worked out on the septic system. Mr. Gray answered that they were looking into putting in a privately owned and maintained pumping system. You have the required parking spaces. Bunn stated that he will need to research it and see what in the zoning ordinances specifically applies to this building as far as a permit is concerned. This will need to go to the Planning Commission for a variance on the 70' frontage requirement. This will go to the Subdivision Committee on April 20th and to the Planning Commission April 25th. The Planning Office will need 15 revised copies of plat by Monday, April 11th. WALLY BRT - SANITATION SUPERINTENDENT Wally Brt was unable to attend the meeting, but he had these comments: They will need a four (4) or a six (6) yard trash container located at the Northeast corner of the parking lot in front of the building. The owner should notify Mr. Brt for detailed pad and screening requirements. 90
