HomeMy WebLinkAbout1988-03-03 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, March 3, 1988 in Room 111 of the City Administration building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES• Tom McElroy, Russell Anderson, James Crownover CITY REPRESENTATIVES• Don Bunn, Mickey Jackson, Wally Brt LARGE SCALE DEVELOPMENT PLAN - CROSSROADS LAND DEVELOPMENT CORP. LEO HECKATHORN, LEN HILLHOUSE - HWY 71 & 112 The only item of consideration was a Large Scale Development plan submitted by Leo Heckathorn and Len Hillhouse for multi -occupancy. Property zoned C-2, Thoroughfare Commercial and contains 33.53 acres more or less. TOM MCELROY - SOUTHWESTERN BELL McElroy requested that a 15' easement be put in directly N/S at the edge of the park area allowing him access to each building off of that. Also, as the buildings are built he needs a 2" pipe from the building under the parking area to the easement area in order not to disturb the parking area whichwill also allow easy access for repair work. Concerning the restaurant on the West S/W corner, he just needs a pipe under that parking area for access. RUSSELL ANDERSON - ARKANSAS WESTERN GAS Anderson requested an additional 5' easement to the existing 25' easement on the West and South sides of the property in order to accommodate all the lines. A total 30' easement on the West and South side. Anderson asked if there was an easement south of the furniture store for sewer and gas, located to the east, to serve the truck stop and the furniture store. Heckathorn stated that there was not an easement. Anderson suggested that he could get by with 10' - 15'. Bunn stated that they would need a 10' separation of the gas and sewer lines. Heckathorn stated that the gas line could come in to the furniture store from the west side of the highway. Anderson suggested that they could run a line over the building. We could run around the perimeter and just parallel the phone company easement and service it on the S/E corner of the building as drawn. Also, Anderson asked Heckathorn if he wanted the meters setting at the buildings. Heckathorn stated that he did. Anderson suggested that safest way might have to put up posts next to the building to guard the meters, instead of out where people are driving their trucks and so forth. `1g • • • Plat Review March 3, 1988 Page 2 JAMES CROWNOVEi - OZARK ELECTRIC Crownover requested that the utility needs to be extended on up where we can get back in to the truck stop. And what we've asked is 30' around. He will put it in at Truckers Drive on the east side either overhead or underground. Heckathorn requested that he put it in underground. MICKEY JACKSON - FIRE CHIEF Jackson requested that an additional fire hydrant be put in at Hwy. 112 and Trucker's Way at the corner of the parking lot. It needs to be accessible at the front side. Jackson also requested that the fire walls in the motels need to be four hour fire walls or else they would need sprinklers. Heckathorn stated that he would prefer fire walls. Jackson also requested a manual fire alarm system as well as smoke detectors in each unit. WALLY BRT - SANITATION SUPERINTENDENT No comment. DON BUNN - CITY ENGINEER Bunn requested that they show an easement for the water line on sheet three. Heckathorn stated that he put the easement there is because the power company said they would like to carry his line all the way around there. As far as the fire department, Heckathorn stated that he thought he could stay in the existing easement. No problem with water and sewer, but please contact Don Osborn about meter locations and the size of meters that you need. Concerning the sewer in the N/W corner, I'd like to see some calculations from your engineers about the total volume waste that is expected from this facility in comparison with the capacity of the lift station and the force maintenance that goes back to the south and runs along the east side of hwy. 112 and crosses under hwy. 71. If there needs to be some upgrading it would be at your expense. Bunn also requested a report on the drainage and the calculations and design on the retention pond, as well as information on the flows for the N/W corner. Bunn stated that there would be no problem with Trucker's Way for truck traffic. Bunn also requested copies of the approval on the accesses at the intersection at Truckers Drive. Bunn also asked for NW Engineers report on the sewer capacities and on the storm drainage as soon as possible. He hopes to get back to Heckathorn in about a week. Bunn stated in summary that there needed to be a 30' easement along the entire west side of the property as well as the entire south side of the property up to the fire hydrant on the east side. ID Plat Review March 3, 1988 Page 3 There also needs to be a 15' easement for the water lines located within the development. Bunn added that there needs to be a 15' easement for the sewer lines up to the point where they become service lines. He stated that he needed those easements shown on the plat. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin was not at the meeting but sent in the following comments: 1. All new streets that intersect with public streets can have nothing higher than 30" within 25' of the intersection. 2. Parking spaces seem to be adequate and planned with good traffic flow in mind. 3. Does the loading dock for the furniture store allow enough room for trucks to maneuver? 4. Is a 30' radius at Trucker's Way enough for large trucks? (Evelyn Hills Shopping Center installed a 60' radiusduring the. .VA_signal. relocation job). 5. I planned to use the ITE Trip Generation software to project the traffic generated by this development. I will get this information to you as soon as possible. ANDY REFSE - WARNER -AMEX CABLE Reese did not attend the meeting. He indicated by phone call that he had no comments at this time.
