MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
February 4, 1988 in Room 111 of the City Administration Building, 113 West
Mountain Street Fayetteville, Arkansas.
UTILITY REPRESENTATIVES: Dennis Burrack, Tom McElroy, Russell Anderson and
Andy Reese
CITY REPRESENTATIVES: Don Bunn and Tessi Franzmeier
OTHERS PRESENT: Harry Gray
PRELIMINARY PLAT - SUMMERBILL WEST
NORTH ON MASONIC & SOUTH OF MILLSAP
The only item of consideration was the preliminary plat of Summerhill West
submitted by Charles Sloan and represented by Harry Gray of Northwest Engineers.
Property zoned R-1, Low Density Residential District, located north on Masonic
and South of Millsap, acreage 4.5 with 14 proposed lots.
MICKEY JACKSON - FIRE DEPARTMENT
Jackson was unable to attend this meeting, but forwarded these comments:
Jackson advised the fire hydrant location was fine.
RUSSELL ANDERSON - ARKANSAS WESTERN GAS
Anderson requested a 20' easement on the west and north sides of the proposed
subdivision. Burrack advised the 8' common area on the west was part of the 25'
utility and drainage easement and was Ozark Electric territory.
TOM MCELROY - SOUTHWESTERN BELL
McElroy advised all easements as discussed were acceptable.
DENNIS BURRACK - SWEPCO
Burrack advised easements as discussed were adequate, but requested an additional
15' easement on the east side of the proposed subdivision. He also requested the
25' setback on the south be a utility easement as well. Burrack asked if an
existing ROW was located on the east side of the American Red Cross. Bunn
advised the plat indicated a 30' access at that location. Burrack noted swepco
was using that access as a utility easement to service Masonic. Burrack said he
was not sure were the easement was located, but felt it was in that 30' access.

Mr. Gray felt the 30' was not an access and the Masonic Organization actually
owned it, but did not know if it was a deeded access or not. Franzmeier noted
east of the 30' access was a 10' utility easement, according to the plat.
Burrack also requested a 10' easement between lots 5 & 6 for service of the
street light.
ANDY REESE - WARNER CABLE
Reese advised all easements were adequate as discussed and saw no other problems
with the preliminary plat.
DON BUNN - CITY ENGINEER
Bunn advised he had no problem with the water and sewer. Mr. Gray asked if there
would be a problem with an 8' water line up to Red Dixons property. Gray noted
Mr. Dixon said he would pay the difference for an 8' line. Bunn advised that
would be fine. Bunn said his recommendation for off-site improvements was for
the developer to construct the north half of Masonic Drive. Bunn said the City
would try to provide enough funds to complete the south side. Mr. Gray advised
Jim Napier said if the developer provided the materials to complete the 300-400'
section to the west the City would reimburse the developer. Bunn said the City
would try to work with the developer for construction of Masonic. Bunn advised a
sidewalk was required on the south side of Masonic, but he would prefer the
sidewalk on the north side of Masonic. Bunn asked if the Developer had thought
about tieing through to Millsap. Bunn said he looked at it and felt it would not
be a very practical. Mr. Gray said they had talked about tieing the two
together, but Mr. Dixon had concern for his parking lot and adjoining property
owners had concern for added traffic.
TESSI FRANZ1EIER - PLANNING SECRETARY
Franzmeier requested a letter requesting a waiver on the street light (Distance
of 410'). She requested the 1/4 section corners and subdivision corners be
monumented and stake all lots. She advised a Parks Fee would be required
($1,470.00). Franzmeier asked if the street had been named and Mr. Gray replied
"no", Franzmeier said as soon as the street was named the Planning Office would
need to be notified. She requested a sidewalk along one side of the proposed
street with the entire circumference of the cul included. Franzmeier requested
proof of notification of all property owners within a 100' of the proposed
subdivision, either by certified mail, return receipt requested or signatures on
the plat. She requested that proof of notification be submitted to the Planning
Office no later than February 11, 1988. She requested 10 copies of the revised
plat on or before February 15, 1988. Franzmeier advised the Subdivision
Committee would meet on February 18, 1988 at 3:30 p.m. and the Planning
Commission would meet on February 22, 1988 at 5:00 p.m.
