MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
December 3, 1987 in Roam 111 of the City Administration Building, 113 West
Mountain Street, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES: Dennis Burrack, Tom McElroy and Russell Anderson
CITY REPRESENTATIVES: Sandra Carlisle, Mickey Jackson and Tessi
Franzmeier
OTHERS PRESENT: Mel Milholland
APPROVAL OF A FINAL PLAT - QUAIL CREEK SUBDIVISION
WADE BISHOP - 1/4 MILE EAST OF HWY 180 ON APPLEBY ROAD
The only item of consideration was a preliminary plat of Quail Creek Subdivision
submitted by Wade Bishop and represented by Mel Milholland of Milholland
Engineers. Property zoned R-1.5, Moderate Density Residential District and
contains 36.7
RUSSELL ANDERSON - ARKANSAS WESTERN GAS
Anderson had no comments.
MICKEY JACKSON - FIRE CHIEF
Jackson advised the hydrants were not placed on the plat as requested in the
first plat review on the preliminary plat. Milholland advised Jackson that the
hydrants were spaced at 500' intervals as required by the code and Jackson noted
that he requested hydrants to be placed at the cul-de-sacs and the new code
requirement was 400' spacing by ordinance. Milholland advised hydrants were
placed between lots 9-10, the corner of lot 17 and lot 1 of block 1. Jackson
advised a hydrant was needed at each cul-de-sac and one hydrant in the middle.
Milholland said the hydrants as shown were approved at the Planning Commission as
well as Subdivision Committee. Carlisle read the motion from the Subdivision
Committee "Farrish advised the preliminary plat as submitted was recommended for
approval by the Subdivision Committee subject to: 1) plat review comments with
the exception that the fire hydrants would comply with State Code;"
Carlisle also noted that the Plat Review comments stated that Jackson requested
fire hydrants to be located on the cul-de-sacs. Jackson asked if Phase II would
comply with the new 400' spacing requirement. Carlisle advised Phase II of Quail
Creek would have to comply with the new ordinance. Milholland advised if Mr.
Bishop continued on with construction for Phase II he would not have to comply
with the new ordinance. Carlisle advised that only Phase I would have final plat
approval and that Phase II would have to come back through plat review,
subdivision and Planning Commission. Carlisle advised she would asked Jim McCord
for a written opinion on the requirement for Phase II. Jackson said his problem

was the fire department was looking at a big subdivision with a lot of lots and
eventually a lot of residences and he was perpetuating an old problem that the
City of Fayetteville had with the hydrant requirement. Milholland said Jackson
had the same problem as Clayton Powell with streets, in that they wanted the best
for streets and fire protection. Jackson said his requirement in this case was
pretty minimal and not the best. Milholland said if the City wants that type of
requirement then the City needed to pass an ordinance saying the hydrants would
be required at corners of intersections and in cul-de-sacs.
DENNIS BURRACK - SWEPCO
Burrack advised everything looked fine and noted the north and south easements
should be 20' rather than the 25' as shown on the plat. He advised a street
light location would be changed from lot 8-9, block 1 to the northwest between
lots 6-7 of block 2. Milholland asked if the easement between lots 8-9 on block
1 would be needed and Burrack advised that easement would not be needed. Burrack
advised the easement between lots 17 and 22 would not be needed as well. McElroy
advised the easement between lot 16-17, block 2 would not be needed either.
TOM MCELROY - SOUTHWESTERN BELL
McElroy had no comments.
WALLY BRT - SANITATION SUPERINTENDENT
Brt had no comments.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle asked how Mr. Bishop was going to handle the parks fee. Milholland
advised Mr. Bishop was going to pay the parks fee in one lump -sum ($4,095.00).
Carlisle requested all corners to be monumented and stake all lots after the
utilities were installed and Milholland noted he would prefer to install brass
caps for the monumentation markers. Carlisle asked if Mr. Bishop was going to
sign a contract for the City to put a lien on some of the lots for the required
improvements. Milholland said he could not speak for Mr. Bishop on that and
probably whatever Mr. Bishop had done in the past would be done this time.
Carlisle advised 10 revised plats would be needed on or before December 7, 1987
and the Planning Commission would meet on December 14, 1987 at 5:00 p.m. She
also requested a copy of the recorded covenants at the time of submittal of the
final mylar.
