A meeting of the Fayetteville Plat Review Committee was held on
Thursday, October 1, 1987 in Room 111 of the City Administration
Building, 113 West Mountain Street, Fayetteville, Arkansas.

PRELIMINARY PLAT - WINGFOOT
JAMES WEBSTER - EAST OF GULLEY RD. & NORTH OF HWY 45
The first item of consideration was a preliminary plat submitted
by James Webster for the proposed subdivision Wingfoot. This
property is located outside the Fayetteville City Limits,
contains 7.0 acres of land and a total of 3 tracts.
TOM MCELROY - SOUTHWESTERN BELL
McElroy advised all easements were adequate.
JOE LEMING - OZARK ELECTRIC
Leming advised all easements were adequate.
MICKEY JACKSON - FIRE DEPARTMENT
Jackson advised a 3" high pressure water line existed. He noted
a 3" main would not be very adequate if there were a fire
and they could not furnish fire protection if there were not an
adequate water supply. Jackson advised the fire department would
respond to their calls on a contract, but if the water supply was
not adequate there would not be much they could do.
RUSSELL ANDERSON - ARKANSAS WESTERN GAS
Anderson advised all easements were adequate for gas service.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle advised the developer could have either Wingfoot
addresses or Gulley addresses, but it would have to be one or the
other. Mr. Webster said he would prefer to have Wingfoot
addresses. Carlisle requested proof of notification of all

adjoining property owners within 100' of the proposed
subdivision, by signatures on the plat or certified mail with the
return receipts requested in the Planning Office. She advised
the Subdivision Committee would meet on October 8, 1987 at 3:30
p.m. in Room 111 and the Planning Commission meeting would be
October 12, 1987 at 5:00 p.m. She requested 10 revised plats on
or before Monday October 5, 1987. She advised before any lots
could be sold a final plat would have to be brought through this
same process. Carlisle also requested a copy of the permit for
the curb cut onto the state highway.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin had no comment on the subdivision.
LARGE SCALE DEVELOPMENT - IBM OFFICE
FLAKE & COMPANY - EAST OF HWY 471 & SOUTH OF SHEPHARD LN.
The second item of consideration was the Large Scale Development
Plan submitted by Flake & Company and represented by Hank Kelley.
Property zoned C-2, Thoroughfare Commercial.
MICKEY JACKSON - FIRE DEPARTMENT
Jackson asked if the developer had considered sprinkling the
building. Mr. Kelley advised the building would be sprinkled.
RUSSEL ANDERSON - ARKANSAS WESTERN GAS
Russel advised gas service was available and all easements were
adequate.
TOM MCELROY - SOUTHWESTERN BELL
McElroy advised facilities were available all around the proposed
site. He requested a plan for the load that the building would
require. Mr. Kelley felt the load would be extensive and that
IBM would submitt the plans. McElroy advised all easements were
adequate.
JOE LEMING - OZARK ELECTRIC
Leming advised Ozark would service from the southwest corner of
the property. Leming advised of a hazard area to the north of
the property saying all of Ozarks underground lines for the mall
were located in that area. He advised the contractor to call
and have the lines located before digging.

DON BUNN - CITY ENGINEER
Bunn advised water and sewer was available and saw no problems
with the proposed building.
PERRY FRANKLIN - TRAFFIC SUPERINTENDENT
Franklin advised that all plantings must stay out of the ROW and
no plants should obscure vision from the ROW's.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle requested proof of notification to all property owners
with a common boundary or a different zoning classification by
certified mail, signatures on the plat or an ad in the legal
section of the newspaper stating the date of the Subdivision
meeting. She required the parking to be paved and noted the
parking spaces were adequate. She requested 2 -sets of As-Builts
after completion. She said a sidewalk would be required on Hwy
471, but she would be willing to accept a Bill of Assurance for
the sidewalk. Carlisle advised the address for the new IBM
building would be 4058 N. College and a1L.other offices..inside.
the building would have suite numbers. Carlisle advised the
Subdivision Committee would meet October 8, 1987 at 3:30 p.m. in
Room 111 and the Planning Commission would meet on October 12,
1987 at 5:00 p.m. Carlisle noted Wally Brt, Sanitation
Superintendent requested a dumpster pad 15X12 and a 6 cubic yard
container.
