HomeMy WebLinkAbout1987-09-17 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, September 17, 1987 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: CITY REPRESENTATIVES PRESENT: Tom Mcllroy, Kenneth Wagner, and Ken Rader Larry Poage, Don Bunn, Sandra Carlisle and Tessi Franzmeier PRELIMINARY PLAT - ZION ACRES ZAMBERLETTI - EAST OF HWY 265 & NORTH OF ZION RD. The first item of consideration was a preliminary plat of Zion Acres located east of Hwy 265 and north of Zion Rd. Submitted by Zamberletti and represented by Dave Jorgensen, property located outside the Fayetteville City Limits. Total acreage is 33.32 acres with 9 proposed lots. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner advised the proposed plat was considered 2 or 3 years ago. He advised a gas line existed on the east side of Zion Place Rd. and at the north end of the cul-de-sac., . ,He.. advised:any relocation of the utilities would be at the developers expense. TOM MCILROY - SOUTHWESTERN BELL Mcllroy also advised any relocation of the utilities would be at the developers expense as well. He said all the easements were adequate. KEN RADER - OZARK ELECTRIC Rader requested a 25' easement between lots 8 and 9, and a 25' easement between lots 6 and 7. LARRY POAGE - FIRE DEPARTMENT Poage suggested fire hydrants on lot 4 and between lots 1 and 2. Poage asked what was the name of the road and Carlisle advised the names was "Julie Lane" and not Zion Place. She added Zion Place was on the west side of Hwy 265. Carlisle also said there were homes already in existance on Julie Lane with Julie Lane addresses. Plat Review • September 17, 1987 Page 2 SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised the property in question adjoined the Fayetteville City Limits therefore everything would have to comply with City Standards. She requested the signature blocks on the plat reflect City rather than County. She requested the street to be brought up to full City Standards, with curb and gutter, drainage and the cul-de-sac should show a 50' ROW with a 40' paved surface. She said Wally Brt from the Sanitation Department requested lots 4, 5, 6, 7 and 8 to build an enclosure at the north end of the cul-de-sac for their garbage pickup. She also advised lot 6 was a tandem lot and would require conditional use approval from the Planning Commission. She requested a sidewalk on one side of the street with the radius of the cul-de-sac to be sidewalked. She requested street lights with spacing of 300'. She advised there was no sewer in that area and requested proof of a perc test for all lots. She requested corners to be monumented and lots staked. She advised a waiver would be required for the length of the cul-de-sac. She requested proof of notification to the adjoining property owners • within 100' by signing the plat or certified letters with return receipts submitted to the Planning Office. She requested 10 revised copies of the plat on or before September 21, 1987 and noted the Subdivision Committee would meet on September 24, 1987 at 3:30 in room 111. She advised the Planning Commission meeting would be on September 28, 1987. She said at the Planning Commission meeting the waiver could be requested along with the conditional use for the tandem lot. She added if there were covenants she would request a copy of the fileicovenants. She also requested 2 -sets of As-Builts upon completion of the Subdivision. Carlisle advised a parks fee would be required and that Connie Edmonston said the land requirement would be .11 acres or $945.00 in lieu. She advised the Parks Board would meet on September 21, 1987 at 5:00 p.m. DON BUNN - CITY ENGINEER Bunn requested as-builts for review of water location in that area. Bunn asked if improvements would be required for Zion Road. Carlisle advised she did not comment on that because that portion of Zion Road was outside the City Limits and thought it would need to be brought up to County Standards. LARGE SCALE DEVELOPMENT - SPE DEE MART HOYET GREENWOOD - NW CORNER OF CURTIS AND FIFTEENTH • The second item of consideration was a Large Scale Development plan submitted by Hoyet Greenwood and represented by Ervan t3' Plat Review September 17, 1987 Page 3 Wimberly of Northwest Engineers for a Spe Dee Mart. Property located on the northwest corner of Curtis and Fifteenth Street. Property zoned C-1, and contains 2.24 acres. KEN RADER - OZARK ELECTRIC Rader advised this was just inside Ozarks territory and noted they serviced a subdivision to the north with underground services. Rader advised 3-phase service was available down on Happy Hollow road. Rader said Ozarks boundary was the section line and everything east of that was SWEPCO. Rader was not sure how Ozark could service this development, but advised he would check with Jim Crownover and get back to the developer. LARRY POAGE - FIRE DEPARTMENT Poage advised a hydrant was in existance on the street and required, for the size of the building1to be equipped with a 10 pound ABC dry chemical. He also recommended a 10" test pipe be locate down to the base of the underground tanks with a cap at the top. DON BUNN - CITY ENGINEER Bunn advised water and sewer was available and advised the developer to check with the Highway Department for the curb cut. He added a sidewalk was already in place. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised the dumpster pad was fine and if they screened only enclose on 3 sides, and no gates or chains. Carlisle advised she had received proof of notification for the Large Scale Development. She advised this was a commercial use and the sidewalk requirement would be 5' rather than 4'. She requested a copy of the Hwy permit for the curb cut on Hwy 16. She advised Plat Review • September 17, 1987 Page 4 • • the address would be 1540 E. 15th. She requested screening to the west because of the R-2 zoning. Wimberly advised the developer may ask for a waiver on the screening requirement. Carlisle required 10 revised copies on or before September 21, 1987. She advised the Subdivision Committee meeting would be on September 24, 1987 at 3:30p.m. in Room 111 and the Planning Commission would meet on September 28, 1987 at 5:00 p.m.
