HomeMy WebLinkAbout1987-09-03 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, September 3, 1987 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Dennis Burrack, Kenneth Wagner Ferguson CITY REPRESENTATIVES PRESENT: Tom Mcllroy, and L.O. Don Bunn, Mickey Jackson, Sandra Carlisle and Tessi Franzmeier OTHERS PRESENT: Robert Whitfield and Dave Jorgensen APPROVAL OF FINAL PLAT - GARLAND TERRACES ROBERT WHITFIELD - SYCAMORE & GARLAND The first item of consideration was the final subdivision plat of Garland Terraces submitted by Robert Whitfield. Property located at the northeast corner of Garland and Sycamore, and zoned R-2, Medium Density Residential District. Mr. Whitfield noted a change in the covenants .and restrictions.. He said he added" each tandem lot 1 through 20 less lot 17 would share common utilities lines for water, sewer, electric, gas, cable or other services. Each tandem lot owner is hereby granted an easement over and upon adjoining tandem lots for utility maintenance purposes". Mr. Whitfield said the pads may be a little higher on the lots, but hoped the architectural committee would designate drainage between each lot (4 & 5, 5 & 6, 6 & 7,) sort of like a channel in between the housing so the water would pass back to the street and hopefull improve all the drainage problems. DON BUNN - CITY ENGINEER No comment. JIM CROWNOVER - OZARK ELECTRIC Crownover was unable to attend this meeting. Mr. Whitfield said he spoke with Mr. Crownover on the electricty and Crownover saw no problems. • Plat Review September 3, 1987 Page 2 • • TOM MCILROY - SOUTHWESTERN BELL No comment KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner asked when construction would start. Mr. Whitfield replied no earlier than October of this year. L.O. FERGUSON - WARNER CABLE Ferguson advised cable service was available. MICKEY JACKSON - FIRE DEPARTMENT Jackson saw no problem. WALLY BRT - SANITATION SUPERINTENDENT Brt had no comment. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised the Planning Commission would meet on Monday, September 14, 1987 at 5:00 p.m. She advised when the covenants were signed and filed at the court house the Planning Office would need a copy for the file. She also requested contours to be shown on the final plat. She requested, after approval of the final plat she would need 2 mylars. Carlisle said in order to start construction an assurance would be required for the improvements to be made by a contract with the City, a performance bond approved by the City Attorney or a cash deposit of 100% of the improvement cost. PRELIMINARY PLAT - WALNUT ACRES GORDON WILKINS - EAST OF HAROLD AND SOUTH OF STUBBLEFIELD The second item of consideration was a preliminary plat of Walnut Acres submitted by Gordon Wilkins and represented by Dave Jorgensen. Property located east of Harold and south of Stubbelfield and zoned R-1, Low Density Residential District. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised Mr. Jorgensen had brought a corrected legal of the property description. Burrack also advised there was a 40' strip of "no mans" land on the west side of lots 1, 2 and 3. He said there was a corrected township line and there was a 40' • Plat Review September 3, 1987 Page 3 offset between the township corners. He also added Wade Bishop was into a law suit on the same 40' strip for Yorktown Square. Carlisle advised the name of the subdivision as well as the street names would have to be changed. She also requested notification of all adjoining property owners by certified mail, return receipts requested or signatures on the plat. She requested contours on the plat and monument all the quarter sections corners and subdivision corners and stake all lots. She requested sidewalks on one side of Harold Street and sidewalks to go around the culs. She also requested a sidewalk on the south side of Stubblefield and the west side of Old Missouri. Carlisle also requested street lights with spacing of 300' apart. She requested an additional 5' dedicated off the south side of Stubblefield to acheive the 50' of ROW and also improve the south side of Stubblefield to full City standards. Carlisle asked if there were covenants she would request a copy for the file. Carlisle said Wally Brt the Sanitation Superintendent requested the culs to be 50' in radius so that the trucks could turn around. Carlisle advised the Subdivision Committee would meet on Thursday, September 10, 1987 at 3:30p.m. and Planning Commission would meet on Monday, September 14, 1987 at 5:OOp.m. She • requested 10 revised copies of the plat prior to the Subdivision Committee meeting. • MICKEY JACKSON - FIRE DEPARTMENT Jackson requested one additional fire hydrant located at lot 22 or 23 and omit the one at lot 18. CONNIE EDMONSTON - PARKS DEPARTMENT Edmonston stated the money requirement for 25 single family lots would be $2,625.00 and the land requirement for dedication would be .3125 acres. She advised the Park Department would make a recommendation to the Planning Commission on September 21, 1987 at 5:00 p.m. DENNIS BURRACK - SWEPCO Burrack advised existing overhead was available on the north side and on the south side. Burrack asked did the developer want overhead or underground and Jorgensen replied underground service. Burrack requested easements of 25' which would have to be around the south side going up and parallel with the sewer. He requested the setback off Stubblefield and the easements going down between lots 5 and 11, 6 and 10, 7 and 9 be increased to 12-1/2 on each side of the property lines. Also he requested on the sides of lots 1, 2 & 3 increase from 15' to 25'. He advised somewhere in the subdivision there would have to be the a\ • Plat Review September 3, 1987 Page 4 • • possibility of tieing across, but was not sure what lot lines to get on. Burrack advised if no other utilities were in between lots 25 and 24 he could get by with 7-1/2' on each side. He requested easements from the back lots lines to the road anywhere that a street light would be installed. He said to serve lot 8 he would request the setback line on lot 9 be designated a utility easement. Burrack advised in the field on the south side it did not seem to coincide with the legal and said there was something that did not look right. Jorgensen said he actually found the corners for the legal he had. Jorgensen asked if there was a possibility of putting some of the easements on the east side of the existing sewer line. Wagner said just south of the sewer easement it flooded pretty bad and gets close to the existing gas meters. Burrack advised that area was already in the flood plane on lot 15. Wagner said the only alternative he could see was to come around the front with the utilities on lots 13 through 18. Bunn asked if the sewer line was on the east side of easement. He said if it was he would request Jorgensen said there was already an additional everything a drainage easement. TOM MCILROY - SOUTHWESTERN BELL Mcllroy advised all easements requested were satisfactory to him. L.O. FERGUSON - WARNER CABLE Ferguson advised all easements were adequate and requested a 2" sch. 40 pvc crossing to be placed under the street between lot 24 and lot 25. DON BUNN - CITY ENGINEER Bunn requested the lot corner on lots 8 and 9 match the lot corner on lots 18 and 19. Bunn said the roadway was almost all on the north side of the ROW. He advised to check out the ROW • Plat Review September 3, 1987 Page 5 • • before improvements were installed. Jorgensen said the drainage improvements would consist of a curb inlets down to the ditch and through lots 15 and 16. He said he would improve the ditch all the way down with a wide turn out. Bunn advised if the south side was improved he would request a storm drain. Bunn also advised the developer would not get a waiver on building the street, but may ask for a Bill of Assurance. Bunn also requested the plat reflect the actual size of the 20' sewer easement. P
