HomeMy WebLinkAbout1987-07-30 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, July 30, 1987 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas UTILITY REPRESENTATIVES PRESENT: Dennis Burrack, Russell Anderson, Dale Cheatham and L.O. Ferguson CITY REPRESENTATIVES PRESENT: Tessi Franzmeier REPLAT OF A REPLAT OF A FINAL PLAT LOT 50 CLOVER CREEK II (PUD) - JERRY ALLRED The only item of consideration was a replat of a replat of a final plat for Clover Creek II (lot 50 - PUD). Submitted by Jerry Allred and represented by Robert Windham. Property zoned R-1, Low Density Residential District, contains 7.52 acres and a total of 27 proposed lots. DALE CHEATHAM - SOUTHWESTERN BELL Cheatham requested easements in between lots 14-21 and 15-20 be increased to 20'. He also requested 20' _.of •the 30:"_.setback around lots 8, 9, 10, 11 and 12 be designated as a utility easement. Windham expressed some concern on having equipment scattered over the entire setback area. Cheatham advised he could not work with any less than the 20' as requested. Cheatham asked for an approximate time of construction and Allred replied, hopefully August 11, 1987. RUSSELL ANDERSON - ARKANSAS WESTERN GAS Anderson advised he would use the same 20' easement between lots 14-21 and 15-20. He also requested the easement between lots 15- 17 be increased to 20'. Anderson also requested the easement in between lots 25-26 be increased to 20'. DENNIS BURRACK - SWEPCO Burrack advised he would use all the easements as requested from t1� 43 • • • Plat Review July 30, 1987 Page 2 the other utilities with the exception of the easement in between lots 6 and 7 and would request a 15' easement rather than the 10' easement as shown. He also requested the first 20' of the setback around lots 7, 8, 9, 10 and 11 be designated a utility easement. He said his existing facilities were in the outside of the existing development. He said he could serve all the perimeter lots off of the existing facilities. Burrack noted this plan had not changed much since the 1975 plans. Burrack noted if SWEPCO did not have sleeves in place on Camron and Cody Circles that would fit with the developers schedule he would request the developer to install 2" pvc sleeves, 40" deep. Windam stated he the utilities as Burrack advised right at $900.00 felt sure Allred would needed. the underground street each, up front cost. be willing to work with lighting had been running L.O. FERGUSON - WARNER CABLE Ferguson advised all easements requested would be adequate for his service. Ferguson requested a 2" schedule 40 pvc under Camron Circle and Cody Circle. Ferguson asked*when the actual construction of homes would start and Allred replied November, 1987. WALLY BRT - SANITATION SUPERINTENDENT Brt had no comments DON BUNN - CITY ENGINEER Bunn was unable to attend this meeting, but forwarded these comments: Bunn and Mickey Jackson both requested a fire hydrant to be located on the northeast corner of Camron and Kyle and another on the northeast corner of Cody and Kyle. Bunn felt the proposed subdivision and number of lots was to large for just one hydrant. Allred asked if the one hydrant as shown on the plat was within the requirement. Franzmeier advised Allred to discuss the situation with the Fire Chief or Don Bunn. Bunn advised the lines on Camron and Cody could be 2", but must loop around the cul-de-sacs. Bunn requested the 100 year flood plain be marked or noted on the plat. Bunn requested a culvert at the intersection of Cody and Kyle. Bunn also requested that the drainage be maintained privately. Allred asked for clarification and asked if the streets were dedicated to the City would the drainage still be privately maintained. Franzmeier noted the developer may want to speak with Don Bunn about what specifications he would require for drainage. • Plat Review July 30, 1987 Page 3 SANDRA CARLISLE - PLANNING DIRECTOR Carlisle was unable to attend this meeting, but forwarded these comments: Carlisle requested proof of notification of all adjoining property owners within 100' by certified mail, return receipt requested or signatures on the plat 10 days prior to the Planning commission meeting. Franzmeier requested a Parks Fee of $2,835.00. Franzmeier asked if there would be protective covenants and Allred said the existing covenants would run with the Subdivision. Street lights and sidewalks were fine. 4X4X30 reinforced concrete monuments were requested at the 1/4 section corners and subdivision corners, also all corner lots need metal stakes. Franzmeier requested 10 copies of the revised plat in the Planning Office no later than Monday August 3, 1987 by 5:00 p.m. and Planning Commission would meet on August 10, 1987 at 5:00 p.m. The developer requested this replat be heard by the Committee even though it is not required.
