HomeMy WebLinkAbout1987-07-02 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, July 2, 1987 in Room 111 of the City Administration Building, 113 West Mountian Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Russell Anderson, Kenneth Wagner, Dennis Burrack and Jim Crownover CITY REPRESENTATIVES PRESENT: Sandra Carlisle, Mickey Jackson and Tessi Franzmeier PRELIMINARY APPROVAL FOR SUBDIVISION PLAT SAM MATHIAS - HILLSIDE SUBDIVISION The first item of consideration was a preliminary plat of Hillside Subdivision submitted by Sam Mathias and represented by Dave Jorgensen of Jorgensen & Associates. Property contains 5.77 acres with total lots proposed 15. Property zoned R-1, Low Density Residential District and located east of Old Wire and Cardinal Drive. DENNIS BURRACK - SWEPCO Burrack advised there were existing facilities '.imthes Creekwood . Hills Subdivision and all lots could be served. Burrack advised there was some no mans land to the south and may have to cross that. He said he had an overhead power line in there serving 3 homes in the Elmwood Addition which backs up to this subdivision. Burrack asked Mr. Jorgensen what he invisioned being built on lot 10. Jorgensen stated nothing, and infact thought it would be part of lot 9. Burrack said the easements on lots 7, 8 and 9 were tight against the sewer easement and asked if there was any possibility to get an additional 10' easement for those lots. Burrack said all other easements were sufficient, but had a problem with the street lighting. He requested 10' easements between lots 4 and 5, between lot 8 and 9. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner said there was an existing gas line on the north side of the proposed addition which could serve lots 11 through 15. He also said there was an existing gas line to block 3 across the creek in the Elmwood Addition. He said the additional easement paralleling the sewer would be adequate for the gas company also. • • • Plat Review July 2, 1987 page 2 He requested the easement be cleared to grade before the gas company puts anything in there. Wagner said if the developer did not care the gas meters and lines could come down the road from the Creekwood Addition, but most developers would prefer to have the services in the back. MICKEY JACKSON - FIRE DEPARTMENT Jackson advised the plat looked fine and requested nothing at this time. DALE CHEATHAM - SOUTHWESTERN BELL Cheatham was unable to attend this meeting and forwarded these comments: Cheatham advised all easements were adequate. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised Wally Brt from the Sanitation Department had no comments. Carlisle added Don Bunn City Engineer stated the sewer was adequate, but the utility and drainage easement on the east side should be separated. Carlisle requested proof of notification from the adjoining property owners. She said the street lighting and sidewalks were fine. She requested monumentation of the entire subdivision at the quarter section corners and subdivision corners with 4 X 4 X 30 concrete. She requested all lot corners be staked. She also added a parks fee would be due of $105.00 per lot which would total $1,575.00. Carlisle noted everyone in City Hall was taking issue with the name of the street. She advised Jorgensen that the street name must be changed. Mickey Jackson advised that the street should be named cardinal because it almost aligns with it on the west. Carlisle requested 10 revised plats by Monday July the subdivision committee meeting on Thursday July 3:30 p.m. She added Planning Commission would meet 1987 at 5:00 p.m. 6, 9, on 1987 for 1987 at July 13, LARGE SCALE DEVELOPMENT PLAN JIM LINDSEY CONSTRUCTION - 4044 N. COLLEGE The second item of consideration was Large Scale Development Plan for an addition to the State Social Services Office. Submitted by Lindsey Construction and represented by Kim Fugitt. Property zoned C-2, Thoroughfare Commercial District. • Plat Review July 2, 1987 page 3 • KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner asked if this was just an addition to the existing building and Mr. Fugitt replied "yes". Wagner then added there was an existing gas line at the building. He said there was a possibility they may have to change the size of the meter for the additional load. MICKEY JACKSON - FIRE DEPARTMENT Jackson asked if the construction was going to be masonary construction and Fugitt replied "yes". Jackson asked if there was a plan for any fire rated division between the existing part and the new part. Mr. Fugitt said "no" not that he was aware of. Jackson said it was not required, but felt when buildings get that big they should be sprinkled. JIM CROWNOVER - OZARKS ELECTRIC Crownover requested a complete set of mechanical and electrical plans before construction started. He added they may have to order a transformer so they would need the plans asap. DALE CHEATHAM - SOUTHWESTERN BELL Cheatham requested they provide there own service to the addition. DON BUNN - CITY ENGINEER Bunn had no comment. WALLY HRT - SANITATION SUPERINTENDENT Brt had no comment. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle requested proof of notification of the adjoining property owners. She added the ad was ran in last nights paper. Carlisle advised the address would remain the same and that the suites would be numbered. She requested 10 copies of the plat by Monday July 6, 1987 for the Subdivision Committee meeting on Thursday July 9, 1987 at 3:30 p.m. She said if approved at subdivision there would be no need for attending the Planning Commission meeting on July 13, 1987 at 5:00 p.m.
