HomeMy WebLinkAbout1987-06-18 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, June 18, 1987 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: CITY REPRESENTATIVES PRESENT: Dale Cheatham and Kenneth Wagner Mickey Jackson and Tessi Franzmeier LARGE SCALE DEVELOPMENT PLAN - HARDEE'S FOOD SYSTEMS, INC. B.D. VAN-STAVERN - HWY 62 5 SANG The first item of consideration was a Large Scale Development Plan submitted by B.D. Van-Stavern and represented by Dan Reyne and Mel Milholland. Property located on Hwy 62 and Sang. Property zoned C-2, Thoroughfare Commercial. DALE CHEATHAM - SOUTHWESTERN BELL Cheatham requested 2" PVC from the main building to northwest corner of the property. Cheatham added all easements were adequate. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner asked if there was any particular reason for the gas meter to be located at the northside of the building. Dan Reyne said that was just were they always set the meters for Hardee's restaurants. Wagner said the gas company could not run high pressure gas up to the building. He requested the meter to be set back at the northwest corner of the property. Wagner added that the prior plat review to this same LSD was in March 29, 1984 and that the utilities had requested a 25' utility easement. Milholland added that same 25' utility easement was shown on the plat and was already a dedicated easement. DON BUNN - CITY ENGINEER Bunn was unable to attend this meeting but forwarded these comments: He wanted to know if the water line would be adequate. Milholland stated there was a 6" water line on the north side of the property. Bunn said he would go out this afternoon and look at the drainage and have available comments to Milholland this afternoon. Milholland said he was going out with Bunn this afternoon. After meeting with Mel Milholland at the Hardees site to look at drainage, Bunn gave these additional comments. 1) The drainage coming from the west near the north property needs to be provided for by either piping parking lot or by re-routing to the north 2) Preliminary plans show two parking side which discharge directly into the would prefer that drainage be carried on curb and discharge into a drop inlet. The clerk said she would forward this comment to Mr. Brt. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle was unable to attend this meeting but forwarded the following comments. Carlisle noted the.only,change from the previous plat review was the location of the drainage ditch. She requested the legal description and vicinity map on the final plat after revisions. If an additional curb cut was need the Planning Office would need proof of application from the Highway Department. She said there was an existing sidewalk on Highway 62 and that parking on the plat was adequate. Carlisle requested proof of notification of all adjoining property owners by certified mail, a legal ad in the local newspaper or by property owners signing the plat. She would need the green cards in the Planning Office on or before June 22, 1987 for Planning Commission meeting on June 22, 1987 at 5:00 p.m. Carlisle noted if no revisions the Planning Office would also need 10 copies of the revised plat in the Planning Office by Monday June 22, 1987. Carlisle noted this LSD was previously approved on March 29, 1984 as submitted. She said the only change was the location of the drainage ditch which Don Bunn had approved of. MICKEY JACKSON - FIRE DEPARTMENT Jackson said he had reviewed the plats and found everything to be in order. • REPLAT OF A FINAL PLAT - BLOCK 2 COLT SQUARE FIRST NATIONAL BANK - JIM CRAMER • • The second item of consideration was a Block 2 Colt Square represented by Jim Bank. Property zoned C-2, Thoroughfare DALE CHEATHAM - SOUTHWESTERN BELL replat of a final plat of Cramer of First National Commercial District. Cheatham advised all easements were adequate and cable was available. KENNETH WAGNER - ARKANSAS WESTERN GAS COMPANY Wagner advised the easements shown on the plat were identical to the one requested in March of 1984. He said gas was available at the southeast corner of this property. Wagner asked if there was any plan of starting construction soon. Mr. Cramer said possibly within the next 3 months. MICKEY JACKSON - FIRE DEPARTMENT Jackson stated there were no requirements for additional hydrants, but felt there was a unique potential problem with the Green Acres property. He said the water mains and fire hydrants were existing, but the flow was very sub -standard to the type of subdivision the developer was wanting to do. He said the best way to overcome that was to sprinkle the buildings. SANDRA CARLISLE - PLANNING DIRECTOR Sandra Carlisle was unable to attend this meeting, but forwarded her comments. Carlisle noted Wally Brt of the Sanitation Department had no comments. Don Bunn City Engineer said everything looked fine on the plat. Sandra Carlisle requested proof of notification which had previously been submitted to the Planning Office. She requested 10 copies of revisions no later than Monday July 6, 1987. She advised the Planning Commission meeting would be on July 13, 1987 at 5:00 p.m. and that there would be no requirement for subdivision committee to meet. Jim Cramer said since 1984 the road was called Colt Square Drive all the way around. He asked if there needed to be some distinction between the south, north and west side. Mickey Jackson felt adding the directions would be most helpful and to add them to the revisions. ti
