MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
April 16, 1987 in Room 111 of the City Administration Building, 113
West Mountain Street , Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Judy Davis, Kenneth Wagner, Tom
Mcllroy and L.O. Ferguson
CITY REPRESENTATIVES PRESENT: Larry Poage, Sandra Carlisle and
Tessi Franzmeier
SELF -STORAGE WAREHOUSE - LSD
71 BYPASS & WEDINGTON - LEN EDENS
The first item of consideration was the Large Scale Development submitted
by Len Edens for Self -Storage Warehouse and represented by Ervan Wimberly
and James Cameron,of Northwest Engineers. Property located at Wedington
and the 71 bypass, and zoned C-2, Thoroughfare Commercial.

said they would need service to the warehouses. She then requested
each building would have to be individually metered.

Poage asked if the buildings would be concrete block, and Cameron
replied the buildings would be metal, something like prefab buildings.
Poage said the complex should have a fire hydrant on the property.
Poage said there was an existing hydrant on the other side of Hwy
16, and said they were probably within the distance, but felt like
the developer should research his insurance. Poage added the owners
could not control what people would store in the warehouses, and people
will bring some things that might be hazardous. He requested fire
extinguishers located inside the complex and smoke alarms.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle said the dumpster pad was fine, but would need a 6 yard dumpster
at that location because the amount of trash varies. Carlisle requested
a conditional use request from the Planning Commission for warehouses
in the C-2 District. She requested 17 parking spaces for the warehouses
and 2 for the apartment giving a total of 19 spaces.
Cameron felt that 19 spaces was more than what they needed. He said
there would only be cars backing up and unloading, then leaving.
Carlisle said the ordinance required the number of spaces she had
stated for warehouses. She said they could ask for a waiver from
the Planning Commission.
Carlisle requested proof of notification from all adjoining property
owners by certified mail, by signatures on the plat or running an
ad in the legal section of the local newspaper. She requested screening
on the south side from the commercial use and R-2 use. Carlisle said
they could asked for a variance on the screening requirement which
would be view obscuring vegetation, 10% landscaping, 18" tall at time
of planting. She advised the Subdivision Committee would meet on
April 23, 1987 at 3:30 p.m. if approved at that meeting there would
not be a need to attend the Planning Commission meeting. She said
if they were going to ask for waivers they would then need to attend
the Planning Commission meeting on April 27, 1987 at 5:OOp.m.
FINAL PLAT APPROVAL - YORKTOWN SQUARE - PHASE I
WADE BISHOP - STUBBLEFIELD & LOKLEY
The second item of consideration was the final plat approval of Yorktown
Square Phase I, submitted by Wade Bishop and represented by Mel Milholl-
and. Property located at Stubblefield and Loxley, zoned R-1, Low
Density Residential District. Total acreage 10.45 and 33 proposed
lots.

Poage said he had an objection to Hemingway, and said Loxley should
be extended across Stubblefield.
JUDY DAVIS - SWEPCO
Davis said swepco would only be serving lots 2 through 7 of the subdivi-
ion, and the rest would come under Ozark Electric. She said they
could service from the existing pole on Stubblefield.
KENNETH WAGNER - ARKANSAS WESTERN GAS
Wagner requested the easement between lots 22 S 23 to be a dedicated
easement because they would be utilizing that easement. Wagner added
the easement between lot 21 and 22 could be deleted because all the
utilities were in the easement between lots 22 and 23.
TOM MCILROY - SOUTHWESTERN BELL
Mcllroy had no comments.
L.O. FERGUSON - WARNER CABLE
Ferguson said all service was in except for the east side of the proposed
subdivision. He requested when the ditches were open on the east
side to notifiy Warner Cable so they could use the same trench.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle stated the Police Department had called the Planning Office
objecting to Hemingway Place and wanted Loxley to be continued.
Carlisle added the street lighting was fine. She said the Parks Depart-
ment wanted know how the Parks Fee would be paid.
Mr. Bishop said he would pay the entire fee at one time.
Carlisle noted the Planning Commission would meet on April 27, 1987
at 5:OOp.m.
