MINUTES OF -A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
March 19, 1987 in Room 111 of the City Administration Building, 113
West Mountain Street, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Tom Mcllroy, Kenneth Wagner and
Jim Crownover
CITY REPRESENTATIVES PRESENT:

LARGE SCALE DEVELOPMENT - LIQUOR STORE
KENNETH F. COCKRAM - HWY 112 NORTH

Brt, and Tessi
The only item of consideration was a plan for Large Scale Development
for a Liquor Store located at Hwy 112 North. Submitted by Kenneth
Cockram, property zoned C-2, Thoroughfare Commercial, and contains
1.0 acres.
There was no one present to represent the proposed Large Scale Development
Plan.
MICKEY JACKSON - FIRE DEPARTMENT
Jackson saw no problems with the project.
JIM CROWNOVER - OZARK ELECTRIC
Crownover asked if tract "B" would have a building setback from the
proposed tract "A", and Carlisle said she had no idea to the future
intentions of tract "B".
Carlisle stated Mr. Cockram had told her two weeks ago he had another
piece of land that was smaller than 1.0 acre, and might relocate the
liquor store. She said Mr. Cockram had not been in contact with her,
so as far as she was concerned the proposed site was being considered
at this meeting.
Crownover requested a 25' utility easement on the south property line
of tract B parallel to Drake Street, and requested from the southeast
corner of the property line a 20' easement and would service the building
from the back side.

Wagner requested the same easements, 20' on the east, 20' on the west,
and 25' on the south.
Crownover stated if the developer could shed more light on his plans
the easements could probably be modified. Crownover said everything
would depend on future development.
TOM MCILROY - SOUTHWESTERN BELL
Mcllroy requested the same easements.
DON BUNN - CITY ENGINEER
Bunn said there was City sewer and a University owned sewer along
Drake Street, and would suggest the developer tie into the University
owned sewer. Bunn said the developer would have to receive permission
from the University to do that. Bunn said the water service could
come from either direction. He said the only problem would be if
the developer did something with the south half of the property.
Bunn said the developer would have to provide a private easement across
the property and not in the public ROW. Bunn said the sewer service
would be somewhat the same in that, the developer might consider whether
he wanted to extend a public line to the building with a 6" line and
manhole.
WALLY BBT - SANITATION SUPERINTENDENT
Brt requested a container at the southwest corner or northwest corner.
Brt requested a 12X15 pad and a 4 yard container. Brt also requested
written permission for entry of the trash trucks.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle requested a sidewalk on Hwy 112, and added the parking was
adequate (7 spaces and 1 handicapp). Carlisle stated the plat in
the Planning Office did not reflect a lot split and would have to
be resolved by Mr. Cockram. She requested a highway permit for the
highway cut onto a State Highway. She said the ROW was adequate on
Hwy 112. ROW may be needed off Drake Street if tract B was developed.
She requested proof of notification from all property owners with
common boundries by certified mail, signatures on the plat or a notice
in the legal section of the local newspaper. She requested 2 -sets
of As-Builts upon completion of the project, 10 revised copies no
later than April 6, 1987. She said the Subdivision meeting would
be April 9, 1987 at 3:30 p.m., if approved there would not be a need
for the Planning Commission meeting.
