HomeMy WebLinkAbout1987-02-26 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, February 26, 1987 in Room 111 of the City Administration Building, 113 West Mountain, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: r CITY REPRESENTATIVES PRESENT: Dennis Burrack, Dale Cheatham, Tom Mcllroy, Kenneth Wagner and Mike Pehosh Sandra Carlisle, Don Bunn, Mickey Jackson, Larry Poage and Tessi Franzmeier LARGE SCALE DEVELOPMENT - JIM LINDSEY APPLYBY STREET APARTMENTS PHASE II The first item of consideration was a Large Scale Development Plan submitted by Jim Lindsey, property located at Appleby and Gregg Street, and zoned R-2, Medium Density Residential District. LARRY POAGE - FIRE DEPARTMENT Poage requested 2 fire hydrants for Phase II, one at the corner of building //3 from the north end, and one in front of building number 7. He also suggested increasing the water flow for two-story buildings. TOM MCILROY - SOUTHWESTERN BELL MCIlroy stated the easements on the west side were adequate He said there was one problem in that the Phone Company was short on feeders for that area. He said there was a possibility there would not be enough in there until December. DENNIS BURRACK - SWEPCO Burrack also stated the easements on the west side were adequate. He requested transformers at building #2, building #5 and building #8, and would then run a pedestal out to each building. Burrack also requested a 2" sleeve under the pavement or concrete and the locations marked. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised the parking was adequate, and added they would need 7 handicapp spaces rather than the 2 shown on the plat. She said the parking could be 20% compact, and would have to be marked compact. She requested proof of notification from all surrounding property • • • Plat Review February 26, 1987 Page 2 owners either by signatures on the plat, certified letters or an ad in the legal section of the local newspaper. She requested proof of notification before the Subdivision Committee meets. Carlisle said the house numbers had been assigned starting from north to South, 2992, 2974, 2958, 2934, 2918, 2902, 2878, 2862, 2836 and the exercise house would be 2996. She said the cable company requested 2" schedule 40 pvc under the parking area in the 60' easement, and notify them when the ditches were opened. Carlisle added there would be no building permits issued for Phase II until the As-Builts were received in the Planning Office for Phase I. She requested 10 revised copies due in the Planning Office by March 2, 1987, and this would be heard by the Subdivision Committee on March 5, 1987 at 3:30 p.m., and Planning Commission on March 9, 1987 at 5:00 p.m. WALLY BBT - SANITATION SUPERINTENDENT Brt was unable to attend this meeting but forwarded his comments: He said the dumpster location was fine. DON BUNN - CITY ENGINEER Bunn asked Carlisle about the sidewalk requirement, and Carlisle explained sidewalks were required on both sides of Gregg. She stated when Appleby Street Apartments Phase I went in an agreement was made that the deter- mination of the contribution of off-site improvements consisting of the additional ROW over and above what would normally be expected with no additional requirements. Jim Lindsey added he gave the whole 60' of ROW on Gregg because the Railroad would not give any additional ROW other than the 20' of ROW that was already there. Bunn said the water service was available at that location, but asked Lindsey to check the flows on the hydrant because they might have to tie into an 8' line on Gregg Street. Bunn suggested the developer might consider putting in a 6" main over to the property, and running the service line into that main rather than a private line. Carlisle advised Connie Edmonston that Jim Lindsey wished to dedicate land and requested a slot on the Parks Board Agenda. LARGE SCALE DEVELOPMENT - FULTON STANTON TANDY RESTAURANT SUPPLY - HWY 112 NORTH The second item of consideration was the Large Scale Development plan submitted by Fulton Stanton, and represented by Mike Summerall. Property located at HWY 112 North and zoned C-2, Thoroughfare Commerical. Plat Review February 26, 1987 Page 3 MIKE PEHOSH - OZARK ELECTRIC Pehosh stated there was an existing 3-phase overhead line on the property in question. Pehosh requested an easement into the property if the line would have to extend to the building. LARRY POAGE - FIRE DEPARTMENT Poage stated an existing hydrant was located in front of the Hush Puppie., and that hydrant was within the required 500'. Poage asked if the proposed building would be sprinkled, and Mr. Summerall replied no because the building would consist of a showroom, offices and a warehouse. Mickey Jackson asked what they intended to store in the warehouse. Mr. Summerall replied the owner serviced the Walmart stores, and supplied equipment for the snack -bars. Jackson asked if they would have plastics, and Mr. Summerall replied there would be some plastics. Jackson then stated they were talking about combustible storage, and they should either sprinkle the building or set a fire hydrant in the front yard. TOM MCILROY - SOUTHWESTERN BELL Mcllroy stated the 15' easement across the west was adequate for service. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner stated the easement was adequate and could service with gas across the front of the property. DON BUNN - CITY ENGINEER Bunn stated water service was available on the west side and sewer was available on the east. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised the address would be 3526 N. HWY 112. She requested the dumpster pad to be 12 X 15 with a 6 yard dumpster. The sanitation Superintendent requested heavy on the SB -2 if chip & seal, but asphalt would be better because of the weight of the trash trucks. Mr. Summerall did not understand what the problem would be with good compacted SB -2 for the truck turn around area. He said on a quarter of a million dollar project, and bringing people down from Rogers 5 • • • Plat Review February 26, 1987 Page 4 to do the work they had to be cost conscience. He said they were talking about an awful lot of money to go ahead and make a hard surface in the turn around area. Carlisle stated the ordinance required dust free and durable which had been interpreted to mean either chip & seal, asphalt or concrete. Mr. Summerall said he did not consider chip & seal durable. Carlisle requested the truck berth requirements were 10' X 25', and must be hard surfaced and marked. She also requested a street cut permit from the state highway department. She requested proof of notification of all adjoining property owners by a legal ad in the local newspaper, certified mail or signing the plat. She requested the parking to be hard surfaced, striped and bumper guards. She requested a total of 31 spaces including two handicapped spaces. She requested 10 copies of the revised plat on or before Monday March 2, 1987 for the Subdivision meeting on Thursday, March 5, 1987 at 3:30. She advised if this was not approved at the Subdivision meeting they would have to attend the Planning Commission meeting on Monday March 9, 1987 at 5:00 p.m. LARGE SCALE DEVELOPMENT - BILL CRISSO CONDO PARKING LOT - RAZORBACK & WALTON The third item of consideration was the Large Scale Development Plan submitted by Bill Grasso, and represented by Dave Jorgensen and Dewitt Smith. Property located at the southwest corner of Walton and Razorback and zoned R-2, Low Density Residential District. (R-0 zoning classifica- tion pending Board approval on March 17, 1987) LARRY POAGE - FIRE DEPARTMENT Poage requested two exits from the building, and that they not be outside the stairwells. He also said they needed to be protected from the weather elements. DALE CHEATHAM - SOUTHWESTERN BELL Cheatham 2" PVC under the parking lot for phone service from the southeast corner Jorgensen said there were several poles that the developer would like to eliminate if at all possible. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner said the existing gas meter would need to be relocated. He also said there was an existing gas line on the west side of the road. oc • • • Plat Review February 26, 1987 Page 5 He said when it was put in the gas company thought they were off the highway ROW, but again that went back to if the ROW for Razorback was 60, 80 or 100'. He requested a 2" plastic line for service to the building. DENNIS BURBACK - SWEPCO Burrack stated when the new pole line was put in it was swepco's intention to remove all the old stub poles. He asked if the ROW does go back close to the pole line which poles would be in the wrong place for the developer. Jorgensen requested the poles that had been cut down and stubbed to be removed. Burrack said it would cost approximately $1000.00 to relocate the pole at the entrance on Razorback Road. Burrack said he could not move that pole to far, but he could get it out of the view of the east side of the building. Burrack stated electrical service to the building would have to be underground from one of the poles on west side. Burrack advised Razorback Road was a State Highway and there were 3 ROW's, 50', 60' and 80' in certain parts of the road. DON BUNN - CITY ENGINEER Bunn stated water service was available from Walton Street or Razorback, and sewer service was available along the west side of Razorback Road. Jorgensen stated the proposed storm drainage would consist of a curb inlet running down to the junction box. Bunn stated his department was working on the drainage in that area and may get back with them on the proposed plan. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised the street address would be assigned when the exact location of the building was set. She requested a Bill of Assurance for a sidewalk on the west side of Razorback. She advised 20% of the spaces could be compact (7-1/2 X 15) and would have to be marked compact. She requested all parking to be 5' from the property line with bumper guards and striped. Mr. Grisso said he was going to have a very attractive 6' fence all the way around the parking lot. He said the bumper guards would be place away from the fence so that no one would crash through the fence. 5 • • • Plat Review February 26, 1987 Page 6 Carlisle stated the 6' fence would satisfy the screening requirement, but on the corner of Walton and Razorback they could not have the 6' fence because that would be a view obscuring fence. She requested 5 handicapped spaces at 12 X 19, and requested proof for the highway cut. She requested proof of notification to all adjoining property owners by certified mail, signing a plat or an ad in the local news- paper by March 5, 1987 at 3:30 p.m. She requested 10 copies of the revised plat on or before Monday, March 2, 1987.
