HomeMy WebLinkAbout1986-12-18 MinutesMINUTES OF A PLAT REVIEW MEETING 3 A meeting of the Fayetteville Plat Review Committee was held on Thursday, December 18, 1986 in Room 111 of the City Administration Building, 113 West Mountain, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Dennis Burrack, L.O. Ferguson, Tom CITY REPRESENTATIVES PRESENT: Kenneth Wagner, Mcllroy, Don Bunn, Sandra Carlisle and Tessi Franzmeier HAYS ADDITION PHASE I - PRELIMINARY PLAT SOUTH OF MISSION BLVD., WEST OF HWY 265 - J.B. HAYS The only item of consideration was the preliminary plat of Hays Addition Phase I, submitted by J.B. Hays and represented by Dave Jorgensen of Albright & Associates, property located south of Mission Blvd west of Hwy 265, zoned R-1, Low Density Residential District and containing 2.75 acres. DENNIS BURRACK - SWEPCO Burrack stated he had 2 problems that needed to be worked out. Number one'the plat showed 7 lots and that does not fall under SWEPCO's defin- ition of a underground addition subdivision therfore they could not serve it underground. However he said it could be worked out because his understanding was phase II would go further to the north. What SWEPCO would propose to abandon a peice of underground primary cable which they have going from the entire south end to the north end and the developer would reimburse SWEPCO for the full cost of cable. Burrack said the cost would be approximately $3330.00 and would have to be worked out before construction. He said that would include the relocation of the existing facilities serving lots 11 & 12 of phase I, Park Place. Burrack said the 25' easement existing across 10 & 11 of phase I is adequate but would require an additional 25' easement across the north sides of lots 1 & 7 of the proposed Hays addition, 25' easement across the west side of lot 6 & 7, 25' easement across the north side and west side of lot 5 to tie them back into that corner. Jorgensen said they would put a street light on the inside radius of lot 2. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner said the easements that SWEPCO requested would be adequate for the gas company. He said they have a double meter loop between lots 10 & 11 of Phase I. He said to relocate those there would be a charge to the developer and there would also be a charge to lower ti� • • • 2 Plat Review December 18, 1986 Page 2 the gas line that exists in the road. Wagner said they could serve all lots except 6 & 7 in Hays addition and there would probably be a charge to get a double meter loop in for lots 6 & 7. He said if the sewer goes in with the utility easements they would request a 30' easement rather than the 25'. L.O. FERGUSON — WARNER CABLE Ferguson said they were serving lot 10 & 11 between the lot lines and would also have to abandon that peice of cable. He requested the developer to provide the trench for the underground service. Jorgensen asked if they burried their cable with other utilities and Ferguson said they ordinarily bury with SWEPCO. Ferguson said the easements requested would also be adequate and asked when construction would start. Jorgensen said they were planning on early spring, possibly March of 1987. TOM MCILROY — SOUTHWESTERN BELL Mcllroy said their existing service ran north to south across the existing easements on lots 10 & 11 and would have to relocate the service pestal between lots 10 & 11 and that would be at the developers expense He said if the phone company had to lower lines that exists across the road there would also be a charge to the developer. DON BUNN — CITY ENGINEER Bunn stated the sewer service was adequate on Bristol Place and it was a 6" line. He said the water service would have to come from an 8" high pressure line back to the south. Bunn said the 10' easement on the east side of lot 2 would need to be a 15' easement extending on down to lot 3. Bunn said to make their service line crossing across the street on both water and sewer and to add that to the contract. He said they normally do that on sewer anyway and he would give Jorgensen some specs on the materials that would need to be used. Bunn asked about the drainage and Jorgensen said they had planned a drainage line or culvert to the intersection of Cambridge and Bristol Place. Bunn said he would review that when the time came. PERRY FRANKLIN — TRAFFIC SUPERINTENDENT Franklin was unable to attend this meeting and had no comments. WALLY BRT — SANITATION SUPERINTENDENT Brt was unable to attend this meeting but forwarded these comments: • • • 3 Plat Review December 18, 1986 Page 3 He said as long as it was a 50' dedicated street he would have no problem with the sanitation service. DON OSBURN - METER SUPERINTENDENT Osburn was unable to attend this meeting but forwarded these comments: Osburn requested the north/south street to be renamed because of numbering problems along there. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle said she had a problem with lots 4 6 5. She said lot 5 at the setback line was 46' and lot 4 was 52' and minimum lot width in an R-1 District was 70' at the setback. She requested a 4' sidewalk to extend from the existing sidewalk on Bristol Place. She requested notification of adjoining property owners within 100'. She said the parks fee would be $105.00 per lot ($735.00) and may be paid before hand or as the lots were sold. She said the City would ask Mr. Hays to sign an agreement for installing everthing up to City Code and when that was complete the City would release the lots. Carlisle said Subdivision meeting was January 8, 1987 at 3:30 and Planning Commission would meet January 13, 1987 at 5:00. She requested 10 copies of the revisions on or before Monday January 5, 1987. Carlisle suggested a temporary cul-de-sac on the north end of Bristol Place for the Sanitation service. 19)
