HomeMy WebLinkAbout1986-11-26 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Wednesday, November 26, 1986 in Room 111 of the City Administration Building, 113 West Mountain, Fayetteville, Arkansas UTILITY REPRESENTATIVES PRESENT: Tom Mcllroy, Kenneth Wagner and Dennis Burrack CITY REPRESENTATIVES PRESENT: Al Rutgaber, Don Bunn and Sandra Carlisle SPOT NOT CAR -WASH - LSD SOUTH OF HWY 45 ON THE WEST SIDE OF HWY 265 - GMW PARTNERSHIP The first item of consideration was the Large Scale Development Plan for the Spot Not Car -Wash submitted by GMW Parternship and represented by Mike O'Neal. Property located south of Hwy 45 on the west side of Hwy 265 and is zoned C-2, Thoroughfare Commercial. DENNIS BURRACK - SWEPCO Burrack stated all electric service would be available at that location. Burrack said if they went underground he would like to .have lines on the south edge of the property. Burrack said all easements were adequate and would not require any interior easements. Burrack asked that they be contacted when construction starts. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner said they had 2 high pressure gas lines at 700 He made a recommendation that the meter and regulator be green area between the two driveways. TOM MCILROY - SOUTHWESTERN BELL Mcllroy stated whenever they decided on what they wanted they would need conduit out from under the asphalt on the south property line and mark it where the phone company could find it to a central location at the building. He suggested 1"-1-1/2" of PVC because they would not install a cable they would just put service to the building. He said all easements were adequate. WALLY BRT - SANITATION SUPERINTENDENT Brt was unable to attend this meeting but forwarded these comments: He requested a 15' wide by 12' deep pad south of the northwest corner • • • Plat Review November 26, 1986 Page 2 and would like a 6 yard dumpster in place. SANDRA CARLISLE - PLANNING DIRECTOR Carlilse noted the ROW on Hwy 265 was adequate and for the cut she requested to see the permit from the State Highway department. She requested proof of notification of adjoining property owners by signing the plat, Certified mail return receipt requested or legal notice in the local newspaper. She requested 1 parking space per 1000 sq. ft. of floor space and could count the bays as parking spaces. She said there would be a 5' sidewalk required on east side of the property and would accept a bill of assurance for the sidewalk. Also 2 sets of as-builts would be required after completion of construction. AL RITTGABER - MAINTENANCE SUPERINTENDENT Rutgaber required all access permits from the State Highway department before construction. PHIL FREDRICKS - LANDSCAPING COMPANY - LSD EAST OF HWY 71 BYPASS ON THE SOUTH SIDE OF CATO SPRINGS The second item of consideration was the Large Scale Development Plan fora Landscaping Company submitted by Mr. Phil Fredricks and represented by Steve Denoon of Lindsey Construction Company. Property located east of Hwy 71 bypass on the south side of Cato Springs and zoned I-1, Light Industrial, Heavy Commercial. AL RUTGABER - MAINTENANCE SUPERINTENDENT Rutgaber said the State Highway department had been doing some drainage work on Cato Springs and suggested they check with the State Highway department for adequate ROW and what there plans were. TOM MCILROY - SOUTHWESTERN BELL Mcllroy said the 15' utility easement on the west line was adequate for service. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner said there was an existing 3" line on the north side of Cato Springs, it goes under the road and approximately 75' west of the railroad was where that lines crosses the road. He said there was an existing 2" line that went to the City Shop just inside of the east fence. Wagner said the gas company could tap the 2" line for service to the building. Wagner requested if there was any digging on Cato Springs Road he would recommend to be careful because there was no way to locate that line. Plat Review November 26, 1986 Page 3 Steve Denoon said he spoke with Jim Crownover with Ozark Electric and his comments were: There is existing power to the proposed location. WALLY BRT — SANITATION SUPERINTENDENT Brt was unable to attend this meeting but forwarded these comments: The sanitation department could service that location with can and would not require a dumpster. SANDRA CARLISLE — PLANNING DIRECTOR Carlisle requested surfacing for the parking lot of a durable and dust free material (chip & seal, asphalt or concrete). She requested one handicapped parking space 121(19 and striped. She said the existing gravel drive off of the parking lot and running south could remain gravel. She requested all parking spaces must be striped and have bumper guards. She requested proof of notification of all adjoining property owners by certified mail, signing the plat or a legal notice in the local newspaper. Also would require 2 as—builts upon competion of construction. She said she would accept a bill of assurance for the 5- sidewalk on Cato Springs Road. She said the Subdivision Committee would meet on December 4, 1986 at 3:30 in room 111 and the Planning Commission was on December 8, 1986 at 5:00. n��
