HomeMy WebLinkAbout1986-10-30 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held on Thursday, October 30, 1986 in Room 111 of the City Administration Building, 113 West Mountain, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner and Tom Mcllroy CITY REPRESENTATIVES PRESENT: Clayton Powell, Dennis Ledbetter, Sandra Carlisle and Tessi Franzmeier FAYETTEVILLE BIBLE CHURCH - LSD 2783 W. MOUNT COMFORT RD - RICHARD POLLOCK The only item of consideration was submitted by the Fayetteville Bible Pollock for a church. This property KENNETH WAGNER - ARKANSAS WESTERN GAS the Large Scale Development Plan Church and represented by Richard is zoned P-1, Institutional. Wagner stated gas service was available from the South side of Mt. Comfort Road. Wagner said the line was a high pressure gas line and requested the gas company be notified before they did any digging. He requested 25' of the 50' setback on the south side of Mt. Comfort be dedicated a utility easement. TOM MCILROY - SOUTHWESTERN BELL Mcllroy stated they had service on the the north side and requested the same 25' utility easement on the south CLAYTON POWELL - PUBLIC CONTRACTS of Mt. Comfort side. Powell said according to the plat book the 60' of ROW was already dedicated for Mt. Comfort Rd. However the rational nexus provisions for Large Scale Developments require that the street be brought up to current City standards on the side abutting the property. He recom- mended a Bill of Assurance to bring Mt. Comfort Rd. up to current City standards which would be 15.5' from centerline back to curb with curb and gutter, storm drainage and a sidewalk. Powell said the Bill of Assurance would be at the call of the City and would have a 5 year life span. Mr. Pollock said there would be no problem with the church giving them a Bill of Assurance for the street and sidewalk. 2 • • • Plat Review October 30, 1986 Page 2 DENNIS LEDBETTER - FIRE DEPARTMENT Ledbetter asked Mr. Pollock how many total square feet would they have in the church and Pollock replied 2600 square feet. Ledbetter requested two 10 pound ABC fire extinguishers and said there was a fire hydrant located at Raven Lane and Mt. Comfort. JIM CROWNOVER - OZARE ELECTRIC Crownover was unable to attend this meeting but forwarded these comments: There was adequate power to that location and contact Ozark Electric when they were ready for service. WALLY BBT - SANITATION SUPERINTENDENT Brt was unable to attend this meeting but forwarded these comments: The sanitation department would service with cans. DON BUNN - CITY ENGINEER Bunn was unable to attend this meeting but forwarded these comments: There was an 8" sewer line on the south side of Mt. Comfort and a 4" water line on the north side of Mt. Comfort. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle said the address would be 2783 W. Mt. Comfort Rd. Carlisle stated this was surrounded by R-1 and view obscuring vegetation or fencing would be required around the entire property. Pollock said there was natural screening on 3 sides and the only place it was not screened was to the north against the road. Carlisle said they could ask for a waiver from the Planning Commission and the waiver would allow 10% landscaping of vegetation at least 18" high. Carlisle said the Subdivision meeting would be November 6, 1986 at 3:30 p.m. and the Planning Commission meeting would be November 11, 1986 which would be on a Tuesday at 5:00 p.m. Carlisle asked Mr. Pollock to take some pictures of the natural screening that existed on the 3 sides for the Subdivision Committee to view. She requested 10 revised plats of the LSD no later than November 3, 1986 and proof of notification of all adjoining property owners by certified mail, legal ad in the local newspaper or signatures of all adjoining property owners on the plat.
