MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committe wash held on Thursday,
July 17, 1986 in Room 111 of the City Administration Building, 113
West Mountain, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Dennis Burrack and Tom McElroy
CITY REPRESENTATIVES PRESENT: Clayton Powell, Larry Poage, Sandra
Carlisle and Tessi Franzmeier
SEQUOYAR PLACE — PRELIMINARY PLAT
HWY 45 EAST AND WHIPPOORILL"= JAMES LINDSEY
The first item of consideration today was the preliminary plat of
Sequoyah Place Subdivision, submitted by James Lindsey and represented
by Gary Carnahan for property located at HWY 45 East and Whippoorwill,
zoned R-0, Residential Office.
TERRY ENGLAND - ARKANSAS WESTERN GAS
England was unable to attend this meeting but forwarded these comments:
They have facilities on all sides and can service lots 1 and 2 from
the North and lots 3 and 4 from the East they saw no other problems
with the plat.
DENNIS BURRACK - SWEPCO
Burrack stated they have facilities on 3 sides and have no problems
with the easements as shown. Burrack asked when they decided to put
the offices in they may have to beef up the facilities. Carlisle
stated lots 1 and 2 would be offices and lots 3 and 4 would be duplexes.
TOM MCELROY - SOUTHWESTERN BELL
McElroy stated they saw no problem with the plat as shown.
CLAYTON POWELL - PUBLIC CONTRACTS
Powell stated Whippoorwill street exists as an access to Sequoyah
Woods, sidewalks are in as well as water and sewer. Powell questioned
the access to lots 3 and 4 and stated this was platted as part of
Sequoyah Woods Subdivision. He asked about the common area and utility
easement and if they have permission to cross them for access to lots
3 and 4. Powell stated lots 1 and 2 would have access off Whippoorwill
Court. The only off site improvement the City would recommend would

be a sidewalk along Highway 45 East, the ROW at that location is not
annotated, and we would like it annotated and being it's not an arterial
street the City would require 40' of defined ROW from the center line
of the property line.
LARRY POAGE - FIRE DEPARTMENT
Poage stated the Fire Department saw no problems and that it would
be accessable by them.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle stated Connie Edmonston from the Parks Department forwarded
her comments: The Parks Department will require $85.00 parks fee
or dedication of .05 acres of land for lots 3 and 4. Carlisle stated
if offices are planned for lots 1 and 2 we would have to know the
size of the offices so we can determine the parking requirement.
Carnahan asked Carlisle if they could cover the parking requirement
later with a Large Scale Development Plan and Carlisle stated that
would be appropriate.
Carlisle asked Powell about one common drive for lots 1 and 2 off
of HWY 45. Powell stated a tandem lot private driveway between lots
1 and 2 and the 25' utility easement would be ideal and would give
them more parking. Carnahan stated that would not be a problem for
them. Carlisle noted all lots would need to be staked before the
final plat. Carlisle stated they would need a street light every
300'.
GLEN OAKS - PRELIMINARY PLAT
EAST OF OLD MISSOURI AND SOUTH OF SWEETBRIAR - JAMES LINDSEY
The second item of consideration was the preliminary plat of Glen
Oaks Subdivision, submitted by James Lindsey and represented by
Gary Carnahan, property located East of Old Missouri and South of
Sweetbrier, zoned R-1, Low Density Residential District.
LARRY POAGE - FIRE DEPARTMENT
Poage stated they would require 2 fire hydrants located at the Southwest
corner of lot 41 and the Southwest corner of lot 20. Poage asked
if the streets on the plat were named or if they were extensions of
other streets. Carnahan stated Errol street would be an extension
and then dead end. As for the other streets they have not been named
as yet. Carlisle asked if all the streets would dead end at Ralf
Stubblefields property and Carnahan stated yes but we have an agreement
in plan to develop this and continue purchasing land from Mr. Stubblefield
to extend this subdivision to the South, that is why the streets dead
end on this plat, with the intent to extend them in the future.

Carnahan stated they would show a temporary turn around on the revised
plat. Poage stated they did not like the streets ending at a dead
end.
TERRY ENGLAND - ARKANSAS WESTERN GAS
England was unable to attend this meeting but forwarded these comments:
They would require an additional easement of 7.5' on lots 15 and 17
to provide service for lot 16. They have facilities on the East and
West side of Old Missouri Road. The extension would be at the regular
rate of cost to the developer and would request casings installed
prior to street completion also requested the water main easement
be changed to include all utilities.
Carnahan stated the water main easement England requested be changed
to include all utilities is an easement the City has for a 30"-36"
water main that runs to the North of this property, Carnahan stated
he would have to speak to Don Bunn on this request.
DENNIS BURRACK - SWEPCO
Burrack stated he would like to have his primary loop run from the
Northwest corner to the Northeast corner and run South to Old Missouri
Road and would also require additional easements at the Northeast
corner and South to lot 27, an additional 20' on lot 17 and 20, an
additional 15' on lots 37 and 38. Burrack stated they would require
transformers on the corner of lots 29 and 30, and 37 and 38. Carnahan
stated everything Burrack is asking for is on the plat. Burrack noted
for street lights he will require 5' easements extending from the
back lot lines to the road. McElroy noted the small 5' easements
be made strictly electrical easements. Carnahan proposed street lights
at the northwest corner of lot 48, Northwest corner of lot 45, Northwest
corner of lot 42, Northwest corner of lot 16, Northeast corner of
lot 14, Southeast corner of lot 40, Northwest corner of lot 34, Southwest
corner of lot 20 and the Northeast corner of lot 29 and that would
meet the 300' spacing requirement, Burrack stated there is an existing
street light on Errol street.
TOM MCELROY - SOUTHWESTERN BELL
Stated they would require the same utility easements as SWEPCO and
they saw no other problems with the plat.
CLAYTON POWELL - PUBLIC CONTRACTS
The drainage requirement along lots 25, 26 and 27 to the South of
Errol street is critical. Continuing North there is a concrete swale
across Katherine Street that drains from East to West to the corner
of this subdivision; they would have to provide for that drainage. Powell

stated the cul-de-sac for lots 21, 22, 23 and 24 on Errol Street was
currently a stock pond. Powell stated to the Southwest side of lots
35, 36 and 37 there is a natural drainage ditch and Powell noted
it would appear that the drainage would have to go between lots 38
and 52 which is a designated 25' utility easement, Powell stated the
City requires improved drainage easements such as concrete lined ditches
or storm drainage. Any drainage that would be deverted toward Old
Missouri Road on the West side of the Subdivision would be deverted
all the way to the creek on the West side which may require a drainage
easement from the property owner
Powell stated the existing Errol Street that connects to Old Missouri
Road would have to be extended through the subdivision across lot
37 and be redesigned at the intersection configuration at lot 34.
The Northern most street that runs East and West would come out at
a very critical spot and the sight distance is poor. The cul-de-sac
on the East side of the subdivision at the existing Errol Street,
lots 22, 23 and 24 being in a cul, there would be no way a driveway
separation can meet the required setbacks, Powell recommended a tandem
driveway between lots 23 and 22 to give separation between the intersection
and driveways access from lot 21 would be from the Southwest side,
access to lot 24 would be on the East side of the lot, access to lot
25 would be from the Northeast side, lot 26 access would be from the
South side and lot 29 access would be from the West side, Powell felt
the median in the center of the cul-de-sac is imparative for traffic
control. On the cul-de-sac extending to the South Powell requested
it be dedicated or a bill of assurance, if the streets are not extended
to the South within a reasonable time period then the cul-de-sacs
would be constructed.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle stated to Carnahan there would be a required sidewalk on
one side of the street throughout the subdivision and would require
them on the plat for subdivision. Carlisle stated if there were to
be protective covenants the Planning Office would need a copy, as
well as 2 sets of As-Builts, she also requested monumenting the subdivision
section corners, subdivision corners and staking the lots.
