MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held on Thursday,
April 10, 1986 at 9:00 A.M. in Room 111 of the City Administration
Building, 113 West Mountain Street, Fayetteville, Arkansas.
UTILITY MEMBERS PRESENT: Dennis Burrack, Kenneth Wagner and Tom
McElroy
CITY REPRESENTATIVES PRESENT: Larry Poage, Al Rutgaber, Sandra Carlisle
and Paula Brandeis
JEHOVAH'S WITNESSES CHURCH - LSD
OLD WIRE ROAD NEAR OAK BAILEY
Today's item of consideration was the large scale development of Jehovah's
Witnesses Church to be located at 2837 Old Wire Road south of Oak
Bailey Drive. This A-1 property consists of 1.51 acres and is zoned
R-1. (A conditional use for a church was granted by the Planning
Commission). Kenneth Rader and Dwaine Allen represented this development.
DENNIS BURRACK - SWEPCO
Burrack said no additional easements are required. He asked for AMP
information and noted there is an overhead three-phase pole nearby.
Burrack suggested building a metering pedestal near the pole to eliminate
meters on the building.
TOM MCELROY - SOUTHWESTERN BELL
McElroy noted this will be a single line service and agreed that no
additional easements are required. He asked that the clearance at
the drive be checked and requested 1" conduit in the location shown
as "underground power and telephone" for the pole wire.
KENNETH WAGNER - ARKANSAS WESTERN GAS
Wagner said there is an existing gas line on the opposite side of
Old Wire Road and that service can be brought across. He noted there
is a gas line on the south and west sides of Strawberry Drive in case
service is desired from that direction. Wagner asked to be contacted
when construction begins.
AL RDTGABER - PUBLIC WORKS MAINTENANCE
Rutgaber said that City Engineer, Don Bunn, has advised there are
no problems with obtaining water and sewer service. After speaking

with the Planning Director, he noted a sidewalk is required along
Old Wire Road as well as wideningof the pavement, storm draining
and curb and gutters for half the road (40'). He requested additional
10' of r/w be dedicated along Old Wire as it is a minor arterial requiring
80' total r/w. Rutgaber asked.that the internal drainage not be allowed
to run out of the driveways. Carlisle and Rutgaber said they would
accept a bill of assurance for the required improvements.
LARRY POAGE - FIRS DEPARTMENT
Poage noted a fire hydrant on the opposite side of Old Wire Road.
Based on square footage, Poage requested two fire extinguishers preferably
in cabinets, one placed one near each door. He said the parking should
not block the exits.
L. 0. FERGUSON - WARNER AMEX CABLE
Ferguson called in the following comments: He said there is cable
on Old Wire Road and if service is desired, 2" PVC conduit is required
from the building to the easement on Old Wire.
DON OSBURN - WATER METER SUPERINTENDENT
Osburn gave the clerk the following comments: He assigned 2837 Old
Wire Road as the address. He said a site card on display is required
before a temporary meter can be set and permanent address numbers
are required to be displayed -upon completion. He requested the size
of meter needed.
WALLY BBT - SANITATION DEPARTMENT
Brt saw no problem with the trash can placement as shown on the plat
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle inquired into notification of adjoining property owners and
Rader replied he is awaiting return receipts from certified letters.
Carlisle requested two sets of "as -built" site plans upon completion
and noted that if any revisions are made, 10 copies of same are due
in the Planning Office by April 21st. She advised the developers
to speak with Inspector Pease regarding signs and noted the Planning
Office will prepare the bills of assurance.
There being no further discussion, the meeting adjourned at 9:40 A.M.
*Carlisle subsequently noted that bumper guards are required to retain
vehicles within the parking area and that view -obscuring fence is
required between this non-residential use and R-1 neighboring property.
