MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee vas held on Thursday,
April 3, 1986 at 9:00 A.M. in Room 111 of the City Administration
Building, 113 West Mountain Street, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Dennis Burrack,
Dale Cheatham and L. 0. Ferguson
CITY REPRESENTATIVES PRESENT:
Larry Poage, Al Rutgaber, Don Bunn,
Don Osburn, Wally Brt, Sandra Carlisle

CALIENTE APARTMENTS — REVIEW
LEWIS JOHNSON — CLEVELAND AT OAKLAND
Today's item of consideration was the plan for Caliente Apartments
to be located at the Northeast corner of Cleveland and Oakland Streets
submitted by Lewis (Hot) Johnson. Although the plan does not require
a large scale development process and approval, Mr. Johnson requested
his plan be addressed in a similar manner.
LARRY POAGE — FIRE DEPARTMENT
Poage clarified that the structure will consist of two stories with
four units upstairs and four down. He said he would like to see one
10# ABC dry chemical fire extinguisher on each level on the outside
of the building preferably in cabinets. Poage said hydrants in this
location are adequate but suggested the driveway on Cleveland be widened
to accomodate both fire and trash trucks.
L. 0. FERGUSON — WARNER AMEX CABLE
Ferguson said he could serve from overhead cable located on the north
side of the project. He requested 2" schedule 40 PVC under the alley
from the pole to the building.
DENNIS BURRACK — SWEPCO
Burrack advised of a power pole on the north side of the alley abutting
this development. He said he could serve either overhead or underground.
He inquired as to the electric load.

KENNETH WAGNER - ARKANSAS WESTERN GAS
Johnson clarified gas was needed for heating and hot water. Wagner
stated there is an existing gas line in Cleveland. He said he would
prefer to run a 2" service line and requested the area east of the
building be designated utility easement (6'). He asked to be notified
when the parking lot is begun in order to terminate service to the
existing buildings.
DALE CHEATHAM - SOUTHWESTERN BELL
Cheatham said there is cable existing in Oakland. He requested a
20' utility easement on the east side of Oakland and on the north
side of Cleveland in the building setback. He requested 4" schedule
40 PVC under the drive on Cleveland and any paved areas on the south.
DON BUNN — CITY ENGINEER

Bunn stated there is a two and one-quarter inch water line existing
on the south side as well as a smaller line in the alley on the north
side. He asked if the meters were desired on the north side and if
the sewer on the south was clear and usable; Johnson replied yes to
both. Bunn noted the r/w on Cleveland, a collector street, is currently
50' with 5' additional being necessary. Johnson said it is being
dedicated. Bunn later checked on water pressure and advised Johnson
that a regulator on the meters would be necessary, noting static pressure
at this location was between 85 & 95 pounds.
WALLY BRT - SANITATION DEPARTMENT
Johnson said he would like the trash container located on the southeast
end of the development. Brt questioned whether the dumpster could
be accessed at that point and noted the trash trucks would need at
least a 20' drive on Cleveland and preferably 25'. As suggested by
the clerk, Carlisle proposed eliminating both the northern exit and
the northern -most parking space in order to place the dumpster in
the location drawn as the north driveway on the plat. Brt said this
was agreeable and requested the 15' wide by 12' deep concrete pad
be elevated from the parking lot. Brt advised that, in order to widen
the drive as per his request, the developer would need to ask for
a variance in the required driveway safety zone (from the intersection).
He recommended the driveway on Cleveland be 24' wide. Poage said
eliminating the north exit was acceptable to him.

DON OSBURN - WATER NETER SUPERINTENDENT
Osburn asked how many units will be eliminated by this project and
if the existing service will be retained. Johnson said he would like
to retain one of the water services and the 906 Cleveland sewer service.
Osburn said there is a 2" plastic water line in the alley to the north
which is tied to a galvanized 1.5" line on Storer Street which feeds
westward from Storer, terminates 25' east of Oakland and is large
enough to put the additional meters on. Bunn varified this. Osburn
noted the address will be 738 N. Oakland with the apartments numbered
1-8. He further advised that the first floor units should be numbered
1-4 beginning at the north end and running south and that the upper
units be numbered 5-8 running the same direction. Osburn requested
the meters be set together running east to west, or west to east,
and in consecutive order. He also requested to be contacted before
the units are occupied in order to verify that meters have been set
in the right order. He advised that a site card or temporary house
number sign was required for construction purposes and that a permanent
house sign in front and apartment numbers on the unit doors are required
upon completion. He inquired as to mailboxes and suggested checking
with the Post Office for a "gang" mailbox.
SANDRA CARLISLE - PLANNING DIRECTOR
Carlisle recommended the developer check with Public Works Contract
Administrator, Clayton Powell, as to required r/w along Cleveland.
She said the sidewalk may not be placed on the r/w as shown. Carlisle
said there does not appear to be the required 8' of building setback
on the north side. She advised that the setback must be measured
from the outside staircase to the property line. Carlisle approved
of the elimination of one of the thirteen parking spaces shown, noting
that 12 spaces will meet the requirement and she requested a deed
for the additional 5' of r/w dedication on Cleveland.
AL RUTGABER - PUBLIC WORKS MAINTENANCE SUPERINTENDENT
Rutgaber discussed, at length, the location of the creek to the east
and possible construction methods necessary including rip -rap and
a retaining wall.
There being no further business, the meeting adjourned at 10:00 a.m.
