HomeMy WebLinkAbout1986-03-13 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held Thursday March 13, 1986 at 9:00 A.M. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY MEMBERS PRESENT: Tom McIlroy, Kenneth Wagner, Dennis Burrack and L. 0. Ferguson CITY REPRESENTATIVES PRESENT: Clayton Powell, Larry Poage, Wally Brt, Don Bunn, Sandra Carlisle and Paula Brandeis AMP — LARGE SCALE DEVELOPMENT 3000 BLOCK N. COLLEGE — DAVID AUTHURS Today's item of consideration was the preliminary plat for the large scale development of AMP located in the 3000 block of N. College Avenue submitted by owner David Authurs and represented by Angela Millsap and Bill Liehlyter. TOM MCILROY — SOUTHWESTERN BELL McIlroy said service is available around the lot on the south, east and west sides. He asked the location of service entrance to the building and requested 2" conduit out to the property line under any paved area. He request 15' of utility easement on the north side. KENNETH WAGNER — ARKANSAS WESTERN GAS Wagner identified the location of the meter set. He said he will extend gas from the green area to the southwest corner. Wagner requested the existing easement along the east side be designated utility easement as well as 20' along the south side. He asked to be notified if any excavation is to take place along the east side. Wagner said the gas company will work with the developer to fill the low spot which is marked "green area" on the plat as there is a regulator existing at that location. DENNIS BURRACK — SWEPCO Burrack said there is existing overhead service on the north side of the property although he advised underground is available. He said the easements, as requested thus far, are adequate. • • • Plat Review March 13, 1986 Page 2 L. 0. FERGUSON - WARNER AMEX CABLE Ferguson advised existing cable is located along Highway requested 2" PVC conduit to the easement if underground is He said he would try to install line when the ditch is opened. 471. He desired. DON BDNN - CITY ENGINEER Bunn asked if separate meters were needed and Lichlyter said they were. He said water is available on Highway 471 as well as on the west property border. He said sewer is available with only one tap being required. CLAYTON POWELL - CITY CONTRACT ADMINISTRATOR Powell noted the 25' access drive along the north of side of the King Pizza building which has been approved by the Board of Directors. He said he thought the parking plan looks somewhat congested and suggested possible negotiation with Wal-Mart to access their parking lot from this property so that patrons of both businesses would not have to exit onto College Avenue and then back into an adjacent parking lot. Powell said there are existing curb cuts for drives and no permits are required. He said King Pizza and McNaughton's Realty (previously Brown's Little Jug) have gone through the LSD process without building sidewalk across the front of the property along 471. He said he felt that someone in this complex should be required to build the sidewalk at this time. Powell advised of an erosion problem to the immediate west of the building. He said is was possible that the erosion will continue. He referred to the drainage to the west and suggested some shoring up on the north line with a retaining wall. LARRY POAGE - FIRE DEPARTMENT Poage reflected on the sidewalk between the building and the parking noting that parking must not be up against the building itself. He requested one fire extinguisher in each business or one per 2400 sq.ft. Poage suggested consulting insurance companies for incentive on installing sprinklers. He said there are hydrants in the area. WALLY BRT - SANITATION DEPARTMENT Brt said the dumpster location as shown AWG, advises the container be 5-7' from is fine. He noted that Wagner, the regulator setting. 1'43 • • • Plat Review March 13, 1986 Page 3 SANDRA CARLISLE - PLANNING DIRECTOR Carlisle referred to the overhang of the building extending into the utility easement on the north. Liehlyter said he would trim it. Carlisle requested two sets of "as -built" plans upon completion of the building. She noted 38 parking spaces are required and shown but added that the plat does not allow the required 23' aisle space between parking. She advised that 20% of the parking spaces may be designed to 7 and one-half feet by fifteen feet and labeled "compact". She said the handicapped spaces must be 12 X 19. Mary Bassett, real estate agent, asked about the sidewalk requirement and Powell noted it is a recommendation by him as part of the rational nexus off-site improvements which need to be considered by the Planning Commission. There being no further discussion, the meeting adjourned at 9:40 A.M.
