HomeMy WebLinkAbout1986-02-27 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee vas held on Thursday, February 27, 1986 at 9:00 A.M. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Tom Mcllroy, Dale Cheatam, Dennis Burraek and L. 0. Ferguson CITY REPRESENTATIVES PRESENT: Clayton Powell, Larry Poage, Mickey Jackson, Wally Brt, Connie Edmonston, Don Osburn, Sandra Carlisle and Paula Brandeis APPLEBY APARTMENTS - LARGE SCALE DEVELOPMENT GREGG STREET AND APPLEBY ROAD - LINDSEY COAST. Today's item of consideration was a large scale development plan for Appleby Apartments located at the southeast corner of Gregg Street and Appleby Road submitted by Lindsey Construction; Gary Carnahan representing. CLAYTON POWELL - PUBLIC WORKS Powell advised that Appleby Road improvements are up to City standards, including adequate right-of-way, due to Scull Creek bridge project. He noted the Master Sidewalk Plan indicates a sidewalk on the north side of Appleby at this location but he recommended the P.C. give careful consideration to relocating the sidewalk to the south side due to the density of this development and because development is complete on the north side with no possibility of sidewalk being installed by future development. Powell advised Gregg Street is an arterial requiring 80' of r/w with 40' currently existing. He noted the r/w needs to be dimensioned 40' from the centerline of Gregg towards the east. He said there may be a problem with r/w on the west side of Gregg due to the street r/w being contiguous to railroad r/w and suggested the Commission may wish to negotiate with this developer for additional r/w to the east to compensate. Powell referred to off-site rational nexus, noting that Gregg needs to be widened to 15.5' -from existing centerline to back of curb to meet current City standards with adequate sub -base, curb & gutter, storm drainage (as may be required by engineering) and asphalt or concrete surfacing. It was determined that Gregg Street is City street X38 • • • Plat Review February 27, 1986 Page 2 north of Drake Street. Powell recommended 5' sidewalk on the east side of Gregg abutting this frontage. He requested dimensions of driveway widths, r/w, setbacks, etc. be noted on the final plat. Carnahan advised the legal description of this property extends onto the west side of Gregg Street. He noted the plat reflects 40' of r/w from the property line but that it is drawn from the east side of Gregg rather than the centerline. He said if 40' of r/w is dedicated from the centerline, it will eliminate some of the parking lot. Carnahan noted this plat was based on 2 parking spaces per unit and he presented another plan showing a re -arrangement of units and reduction of parking spaces with one center isle of parking instead of two. Powell noted 50' of r/w shown on the new plat, extending to the railroad r/w and asked if this developer could dedicate 60' total r/w. Carnahan said he was willing to dedicate total of 60' as requested, representing approximately 15' west of centerline and 45' east of centerline. Powell expressed appreciation of the developer's cooperation in this matter. Carnahan mentioned he was not necessarily in accord with placing a sidewalk on the south side of Appleby. Carnahan commented on approval being requested for changes in development plans of both Oakshire Apartments on East Oaks Drive and Bradford Place on Garland and Ernie Jacks Blvd. He said he will be requesting another delay in building Ernie Jacks Blvd. In reply, Powell said he does not recommend that a single developer be responsible for the improvements to Ernie Jacks Blvd. while others have received variances. MICKEY JACKSON & LARRY POAGE - FIRE DEPARTMENT Poage recommended an 8" water line and at least three fire hydrants internal to this development. Carnahan said he preferred a 6" loop or 8" dead end line. Jackson approved the 6" loop with two internal fire hydrants as requested by Carnahan. Carnahan noted there are 108 units in nine, two-story buildings. In answer to Carnahan's question, Poage said fire blocking in the attic should be every 3,000 sq.ft. and Jackson added a draft stop is required between each unit. He said these partitions are not required to be fire rated, but it is preferred. WALLY BRT - SANITATION Brt recommended four, six yard containers and approved the locations as shown on the plat. He asked the radii by flatened allowing easier access and less broken curb. (3q • • • • Plat Review February 27, 1986 Page 3 TOM MCILROY & DALE CHEATAM - SOUTHWESTERN BELL Mcllroy introduced Dale Cheatam, noting that he will handling territory in south Fayetteville. Mcllroy expressed appreciation of the new plat because it allows access to the inside of the complex. He requested the 25' building setback be designated utility easement and asked that the 25' sewer easement shown be designated utility easement as well. Mcllroy requested 4" PVC conduit under all paved areas. He advised of a trunk cable to Springdale on the east side of Gregg along the fence line. DENNIS BURRACK - SWEPCO Burrack agreed with the 25' easements as requested by Mcllroy. He said he would work with the developer on internal lighting. L. 0. FERGUSON - WARNER AMEX CABLE Ferguson agreed with the 25' easements and requested 2" PVC conduit under all paved areas. He said Warner's cable is on the north side of Appleby and he would try to cross with SWEPCO although he may have to set a pole, instead, at the northwest corner. He asked for three sections of conduit under the entrances. SANDRA CARLISLE - PLANNING DIRECTOR Carlisle advised that 162 parking spaces are required and 175 are shown on the new plan. She said handicapped spaces are not required unless units designed for handicapped living are constructed. Carnahan said he would consider eliminating some parking spaces that have been shown in the flood plain. Carlisle reiterated sidewalk requirements on Gregg Street and Appleby and advised that notification of adjoining property owners with different zoning classification is required before Subdivision Committee. She advised of one foot of additional setback being required for each foot in excess of 20' of building height. Carlisle advised that revisions of this plat are due in the Planning Office Monday, March 3rd for Subdivision Committee on March 6th and Planning Commission meeting of March 10, 1986. She requested an as -built site plan upon completion showing where all utilities enter the buildings, parking and easements, etc. Carnahan advised that a lot split will be requested as this development covers less space than the total 21 acres of property. ISO. • • L� Plat Review February 27, 1986 Page 4 CONNIE EDMONSTON - PARRS AND RECREATION Edmonston advised of a Parks meeting Monday, March 3, at 5:00 P.M. in Room 326 of City Administration Building. Carnahan expressed the possibility of donating land for park area and Edmonston said the area appears to be a desired location for park land. DON OSBURN - WATER METER SUPERINTENDENT Osburn clarified the designation of apartments. He said he will assign Gregg Street addresses for this development although they will be labeled as #f1-#9 for construction purposes. He requested the three center buildings along Gregg have numbers exposed on both the front and back with the remainder of the buildings having numbers on the front alone. He asked that numbers for both upper and lower units be indicated on each building and requested the location of the fire hydrants by noted on the plat. Carnahan requested 2 to 4 yard meters and advised he expects to need meters by August 1, 1986. There being no further discussion, the meeting adjourned at 10:30 A.M.
