A meeting of the Fayetteville Plat Review Committee was held Thursday,
February 6, 1986 at 9 A.M. in Room 111 of the City Administration
Building, 113 West Mountain Street, Fayetteville Arkansas.

ST. JOHN'S LUTHERAN CHURCH -LSD
TOWNSHIP RD. AT HWY.265 - CARL RUSSELL
Today's item of consideration was a large scale development plan for
St. John's Lutheran Church located at the northwest corner of Township
Road and Highway 265. Property is zoned R-1, consists of 11 acres
and was represented by Architect, Carl Russell of Smith S Russell.
TOM MCILROY - SOUTHWESTERN BELL
Mcllroy approved of all easements shown and requested, in addition,
a 15' easement across the north end of the property. He advised that
Bell could provide one terminal and suggested the developer provide
sleeves from the main building to service future buildings. Mcllroy
requested 2" PVC conduit provided under paved areas to the building.
KENNETH WAGNER - ARKANSAS WESTERN GAS
Wagner indicated the valve which is presently in the middle of the
future Township Road location will be relocated approximately 50'
further north. Russell advised that an easement was executed between
the church and AWG for said valve. Wagner noted a single main line
setting to the east on the high pressure gas line, at which point
the meter may be set. He said the meter could be set near the driveway
with the developer supplying the line to the building. He requested
the gas load information as soon as possible and noted that a larger
meter can be installed as buildings are added. Wagner said a 3 X
4' pad would be required between the risers for the meter to set on.
JAMES CROWNOVER - OZARKS ELECTRIC
The clerk advised that Crownover was unable to attend this meeting
and had not forwarded any comments. Russell was advised to contact
Crownover for Ozarks' requirements regarding this development.

DON BUNN - CITY ENGINEER
The clerk advised that Bunn has noted water available on Highway 265
while the nearest sewer available is in East Oaks Subdivision immediately
south of this property. Bunn also advised the lot is large enough
to install a septic tank. Russell said he has been advised that an
easement will be taken for sewer along the border between this property
and the proposed re -plat of Cedarwood to the west.
WALLY BRT - SANITATION DEPARTMENT
The clerk advised that Brt has requested a trash dumpster to be located,
temporarily, at the west end of the western -most parking area. Brt
said the dumpster could be placed on SB -2 at this time and on a 12'
X 15' concrete pad for permanent placement. Russell said he would
like to utilize trash cans at this time and the clerk advised contact
with Brt for further requirements.
CLAYTON POWELL - PUBLIC WORKS DEPARTMENT
The clerk advised that Powell has requested a 20' drainage easement
across the natural drainage ditch on the south end of the property
which may either be 1. maintained in its natural state with covenants
stating the property owner will maintain it; or, 2. lined with storm
culvert or concrete with City maintenance. Powell also requested
a copy of a State Highway approved driveway permit for the cut on
Highway 265. He noted that a sidewalk is required along Highway 265
and a Bill of Assurance may be executed. The clerk advised personal
contact with Powell for additional requirements. He also recommended
the temporary drive cut be made at the proposed permanent site.
Russell requested close examination of neighboring development, Cedarwood,
regarding on-site drainage. He expressed concern that the church
is required to maintain a drainage ditch only to have it become clogged
when water flow reaches Cedarwood if no provisions are made for drainage
on that property.
DARRELL JUDY - FIRE DEPARTMENT
Judy said he thought the closest fire hydrant was directly opposite
the intersection and requested additional hydrants; one on Township
Road and one internal to this development if the existing water source
is over 150' from an intersection. Russell advised there is an existing
hydrant 200' north of the centerline of Township but Judy thought
the City map indicating same was in error. Judy requested a hydrant
on Township if a main is installed there. He advised that a minimum
6" water line is required and requested one 1011 ABC dry powder fire
extinguisher for each 1,250 sq.ft., preferably encased Judy requested
Russell contact Fire Chief, Mickey Jackson, for further discussion
of requirements.

DON OSBURN - WATER METER SUPERINTENDENT
Osburn assigned 2730 E. Township Road as the property address even
though Township is not open at this time. He asked if all buildings
will be served from the same meter and Russell replied that a large
enough line will be extended at this time to provide for future buildings.

Osburn advised it would be less expensive for the developer to bring
water in from across Highway 265. He requested a site card for use
of temporary water and permanent house numbers displayed upon occupancy.
SANDRA CARLISLE - PLANNING DIRECTOR
The clerk advised Carlisle has stated that the setbacks appear to
be in order. Carlisle also advised Russell to check with inspector
Pense regarding sign regulations and that adjoining property owners
with different zoning classification must be notified of this devel-
opment before the Subdivision Committee meeting of February 20th.
She said the City will construct sidewalk along the north side of
Township and that no additional r/w is necessary.
Carlisle advised that parking has been computed at 89 spaces with
four reserved for handicapped, based on the auditorium and school
space as shown. She advised Russell give consideration to parking
for future buildings at this time. In reply to questions posed by
Carlisle, Russell said the playfield will not be spectator type and
will not be lighted.
Carlisle said the access points will be examined by the Subdivision
Committee and requested an "as -built" site plan upon completion indicating
everything shown on this plat, as well as all revisions, parking,
and entry of utilities into the building. She noted that ten copies
of revisions of this plat are due in the Planning Office on Monday,
February 17th in order to be presented to the Planning Commission
for approval at the meeting of February 24th.
There being no further business, the meeting adjourned at 10:30 A.M.
