HomeMy WebLinkAbout1986-01-30 Minutes• • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee vas held on Thursday, January 30, 1986 at 9:00 A.M. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: James Crownover, Kenneth Wagner and Tom Mcllroy CITY REPRESENTATIVES PRESENT: QUALITY INN MOTEL - LSD HWY.112 & BY-PASS - KENNETH COOK Clayton Powell, Darrell Judy, Wally Brt, Bobbie Jones, Sandra Carlisle and Paula Brandeis Today's item of consideration was a large scale development plan for the Quality Inn Motel located at the southeast corner of Highway 112 and Hwy.71 by-pass. The plat was represented by Kenneth Cook, architect and partner. CLAYTON POWELL - CONTRACT CONSTRUCTION DIVISION Powell noted that sidewalk is reflected on the west side of the parcel along Highway 112 up to the driveway. He recommended the Planning Commission make a decision as to whether the sidewalk continue on around to the north side of the property. Powell said some consideration needs to be given to the frontage road on the east side of the tract. Powell noted that on-site drainage control has been addressed and he inquired as to a natural ditch or swale on the east side to carry water under the highway to the west side. Cook replied there is somewhat of a swale on the east and added that, in talking to the Highway Dept., they seem to be satisfied with the arrangements at this time. Powell advised that approval of the State Highway Department is needed for driveway access to Highway 112. He requested a copy of the permits for both driveway and drainage. TOM MCILROY - SOUTHWESTERN BELL Mcllroy advised there is cable on the east property line. He added that the present easement is conditional and requested it be dedicated as a permanent 20" easement Cook replied affirmatively. Mcllroy requested 3" PVC conduit under any paved areas from the building to the easement for service along the east side of the building. )3 0 Plat Review January 30, 1986 Page 2 KENNETH WAGNER — ARKANSAS WESTERN GAS Wagner noted the 20' easement requested by Mcllroy was acceptable and added that it should continue as far as Drake Street. Cook replied that it will. Cook requested the gas meter set at the building and Wagner replied that there is an expense to the developer for this service. Wagner requested 90 days notice and advised that he would provide a contract. He said the gas company prefers the dumpster not be placed over the gas line although there is no regulation governing this. DARRELL JUDY — FIRE INSPECTION Judy advised that the existing fire hydrant shown on the south side will be difficult to maintain as it is in the parking area. Cook said he will provide a planter to block traffic from the hydrant and would place an additional hydrant wherever required. Judy advised a second hydrant by placed near the access drive. Cook noted construction will be standard motel type; 8" masonry walls and 6" concrete slab in the motel proper which will be separated from the commercial building with fire walls and doors. Judy requested two ten pound ABC fire extinguishers, contained in cabinets, for each level. Cook said three are planned for each level. JAMES CROWNOVER — OZARKS ELECTRIC Crownover noted that Cook had met with him earlier to discuss this plat and added that he had no problems; everything looked fine. Jones asked if the electric line crossing to the south would be a problem to future development and Crownover replied he would leave it as is until development takes place in subject area. WALLY BRT — SANITATION DEPARTMENT Brt said the location of the dumpster was alright and requested it not be screened across the front. He said two parking spaces opposite the dumpster may need to be eliminated to allow enough space for the trash truck to turn around. Cook agreed. BOBBIE JONES — CODES TECHNICIAN Jones asked how many stories the building will be and Cook replied two. She said the lot split application has been received and is being approved. She noted a difference in the legal description for this LSD and that submitted for the lot split which involves the point of beginning being further north than shown on this plat. Jones noted • • • Plat Review January 30, 1986 Page 3 one call has been repeated and Cook replied the discrepancies will be taken care of. Jones requested a copy of the new survey. Jones supported Powell's request that the Planning Commission address where the service road will begin to take off along the south side between Highway 112 and Gregg. She said, as the property to the south develops, adequate safe access should be retained and maintained. Jones said if the service road runs through the property, Cook should be sure there is adequate development area to the south of that road so that a portion to small to build on does not remain. She said the Master Street Plan reflects the service road beginning on Drake about 400' east of this property but added that the MSP is general and that a specific location needs to be determined. Jones requested an "as -built" site plan upon completion of the project showing the property lines, all improvements shown on this plat plus any changes as well as where utility lines enter the building. She said the parking area must be surfaced and striped with wheel stops added around the perimeter at the time of occupancy. She said separate permits are required for the building, the pool and the pool building. Jones advised Cook that plumbing and pool plans must be submitted to the State Board of Health for approval. She requested two sets of those plans be submitted to the Inspection Dept. where they will be stamped with one set being forwarded to the Health Dept. She noted that a sign permit is required for each sign. Jones said a lot split or subdivision plat will be required if the ownership of this property is divided. She noted more than adequate parking has been shown. Jones said that this plat could be submitted to the Planning Commission for approval if 10 copies of revisions of the plat are brought to the Planning Office by Feb. 3rd with the Subdivision Committee examining same on Feb. 6th at 4:00 P.M.
