HomeMy WebLinkAbout1985-12-05 Minutes• • • MINUTES OF A PLAT REVIEW A meeting of the Fayetteville Plat Review Committee was held at 9:00 A.M. on Thursday, December 5, 1985 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Ivan Faulkner and Connie Skinner CITY REPRESENTATIVES PRESENT: Clayton Powell, Don Osburn, Larry Poage, Sandra Carlisle, Bobbie Jones and Paula Brandeis PRELIMINARY PLAT - F'VILLE ENERGY CENTER, INC. FAYETTEVILLE SQUARE - MOUNTAIN STREET Today's item of consideration was the preliminary plat of Fayetteville Energy Center, Inc. to be located on Mountain Street and East Avenue, immediately adjacent to "The South Side". The plans were represented by Bob Kelly of Hailey, Powers and Froning Architects and Attorney Jim Boyd. PLANNING DIRECTOR - SANDRA CARLISLE Carlisle noted that this developer is acquiring The South Side and that all of the parking previously planned for The South Side will be applicable to the new phase of development. She said the parking will adequate as there will be less floor space than what was originally anticipated by The South Side. JIM BOYD AND BOB KELLY - REPRESENTATIVES Kelly explained the layout of the proposed construction in relation to the existing buildings both to the east and west. He said the taller building will be placed back towards the alley with an open plaza in the center section. He said the parking will be placed under the plaza with an entrance from the alley. CLAYTON POWELL - STREET SUPERINTENDENT Powell advised that the streets and rights-of-way are already in existence surrounding this development; no additional required. He said there are curb drop inlets around the square but noted that there is a problem with drainage on the south side municipal metered parking lot because of drainage running out into the streets. He requested that the eave and parking lot drainage be directed to the storm drainage system rather than onto street surfaces. He said he would work with the developer regarding this issue. lap • • • Plat Review December 5, 1985 Page 2 L. 0. FERGUSON - WARNER AMER CABLE Ferguson was unable to attend this meeting but had advised the clerk that service was available in the alley south of the development and that conduit would have to be supplied to the vicinity of the meter if underground service was desired. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner advised that a 2" gas line and a 4 -meter manifold (located next to Davidson Shoe Store) will have to be retired along the west side of East Avenue. He said that the gas company will not be responsible for the subsequent street repair as this work is being done at the developer's request. Wagner requested the entire court yard be designated common area and utility easement. Kelly noted that the mechanical rooms are above the area labeled "open to basement" and he said he preferred all the meters set at that location which Wagner was agreeable to. Wagner advised Kelly to designate the area below the mechanical rooms as utility easement. He asked that the meter be placed in a safe location. Wagner also advised that, according to a new ruling, permission must be obtained from the Public Service Commission to use a single meter. Boyd advised that over half the space in the new facility was expected to be rented by one large lessee, Continental Ozark and its affiliates, and that the balance of the space will be rented individually. CONNIE SKINNER - SOUTHWESTERN BELL TELEPHONE Skinner advised that terminals need to be placed on each floor branching from a riser cable from the lowest level. She said conduit will be required for the riser and requested terminal boards. She requested minimum 3" conduit from East Avenue to the mechanical room. IVAN FAULKNER — SWEPCO Faulkner noted that all of SWEPCO's facilities are presently in the alley on the south side with major revamping being necessary. He said he would need the City's projection as to plans for the parking lot before any commitments for this development are made (See note below). He said that SWEPCO will work with the developer and asked for load information and plans as soon as possible. Faulkner said underground service was possible and noted that it takes quite a while to get transformers. *NOTE: Walter Niblock, representing the Fayetteville Downtown Parking Authority, reported later that there are no plans for the parking. • • Plat Review December 5, 1985 Page 3 LARRY POAGE — FIRE INSPECTOR Poage requested a copy of the plans with the buildings marked as to number of stories. He advised that a sprinkling system is required by ordinance. He also advised that Davidson Shoe Store needs to be sprinkled if it is to be connected to the proposed development. Poage suggested the developers talk to Building Inspector Wood regarding the proposed parking deck and the elevator tower. Boyd noted that there would be only one level of parking underneath the courtyard plaza and a building. Poage advised that fire extinguishers are required (one per 2500') and suggested that they be placed in cabinets in the hallways as they are more easily accessible. He said that if they are not placed in the hallways, each business will require a separate extinguisher. Poage requested the location of the fire department support connection as well as the access panel. DON BUNN — CITY ENGINEER Bunn was unable to attend but had earlier commented that he saw no problems with water or sewer. DON OSBURN — WATER METER SUPERINTENDENT Osburn advised that there will be a flat fee for unmetered fire protection of $22.50/month for a 6" line or $30/month for an 8" line. He said he would let the present address (21 W. Mountain Street) stand if this development and "The South Side" buildings were to be tied together. Kelly noted that this situation still needs to be determined. BOBBIE JONES — CODES TECHNICIAN Jones explained that certain certificates are required on the plat and that two sets of plumbing plans are required in the inspection department for stamping with one set being sent on to the State Board of Health for approval. She said each page of the plans must contain a paragraph, a stamp and a signature from an Arkansas Registered Engineer or architect. Jones noted that the sidewalk must be kept in good repair. She added that this development will take place on less than one acre and does not require Planning Commission review. • There being no further discussion, the meeting adjourned at 10:00 A.M.
