HomeMy WebLinkAbout1985-07-11 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held Thursday, July 11, 1985 at 9:00 A.M. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Ivan Faulkner, Kenneth Wagner, Tom Mcllroy and L.O. Ferguson CITY REPRESENTATIVES PRESENT: Connie Edmonston, Freeman Wood, Sid Norbash, Dennis Ledbetter, Bobbie Jones and Paula Brandeis CEDAR CREEK ADDITION PRELIMINARY JERRY SWEETSER - E. OF OLD WIRE RD Today's item of consideration was a preliminary plat for Addition, submitted by Jerry Sweetser. Property located Wire Rd. and north of Mission Blvd. and zoned R-1, Low Density Cedar Creek east of Old Residential. CONNIE EDMONSTON - PARKS AND RECREATION Edmonston explained that the Greenspace Ordinance requires a developer to dedicate land, or cash in lieu of land, for park development. She advised that this project is in the NE parks district and noted that if land is required, it will amount to .1875 acre or $1,175 cash for the proposed 15 single-family lots. She said the Parks and Recreation Advisory Board will meet the third Monday in August to discuss this development and added that park land is desired in this area. LT. DENNIS LEDBETTER - ASST. FIRE INSPECTOR Ledbetter said he saw no problem other than the proposed names being too similar. He recommended a change for either Susan Circle or Susan Drive. Ledbetter advised that the existing fire hydrants are close enough and that house numbers will be assigned with the final plat. FREEMAN WOOD - BUILDING INSPECTOR Wood agreed with Ledbetter regarding the similarity in street names. He also advised that the floor levels in the flood plain will have to be 2 feet above the flood plain. He said there is an ordinance in the works which states that sewer hook-ups will not be made to any development in the flood plain for 50 years. He noted that Federal funds will no longer be available unless the City complies with these 71 Plat Review July 11, 1985 Page 2 regulations. Wood asked if the creek will be rechanneled and Sweetser replied that it would. Jones noted that a permit must be obtained for any work done in that area and that an engineers drawing of work proposed must be provided as soon as possible as it will need to be sent to Corp of Engineers in Little Rock. Wood advised that in order for the City of Fayetteville to participate in the Federal Flood Insurance Program, certification 1s required for work proposed showing that the hazard will not be increased. Sweetser replied that he only intends to clear the creek of brush and will not bulldoze. Milholland, engineer for this project, inquired whether the new flood plain level may be used and Wood replied that it may, but that the paperwork must be sent to Washington by the City. Milholland asked if he could request a variance on the two foot level of foundations from the Board of Appeals and Wood replied that the City would be liable if a variance is granted. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner advised that he has an existing line on the north side of the property about 4-5' north of what used to be a fencerow at the creek. He said there may be some expense involved in lowering the gas line at that location. He said there would be no problem serving the south lots and asked for a road crossing at Susan Drive before it is surfaced. He said the line would be installed at no expense to the developer. Wagner requested easements cleared and brought to grade before gas lines go in. Faulkner said if he did not have to install an additional power line on the south side, Wagner might have enough space to maneuver around the trees. Wagner advised that the other option is to put the meters in front. Sweetser said he owns the strip of land in the gap between properties (shown on this plat) and could abandon that strip or move the property line. Wagner asked that the easement be cleared and shown as "to be determined". IVAN FAULKNER - SWEPCO Faulkner said everything looks fine except for the narrow strip of land on the south border as SWEPCO will need to cross it in an easement to serve this development. He requested 7.5' for streetlight easements rather than the 5' shown and advised that power is existing nearly all the way around this proposal. Sweetser said that the strip of land in question has been under adverse possession for 50 years and should pose no problems. Faulkner requested to be contacted in order to locate some existing crossings before this developer begins digging. 7a Plat Review July 11, 1985 Page 3 TOM MCILROY - SOUTHWESTERN BELL Mcllroy said he saw no problems and advised that his lines are almost all the way around this development although a short extension may be necessary. L. 0. FERGUSON - WARNER AMER CABLE Ferguson advised that he has an existing line in this area but requested 2" schedule 40 PVC conduit for street crossing on Susan Drive furnished at the developer's expense. SID NORBASH - ASST. CITY ENGINEER Norbash noted that the. developer will be coming from the south and indicated that Class 51 is required. He advised that 2" plastic pipe is acceptable along the east/west direction if there is an existing 2 and 1/4 inch water line as indicated on this plat. Norbash noted that the pipe from the existing 6" main south of this development must remain 6" to the proposed fire hydrant. Norbash indicated that sewer lines are acceptable as shown and Milholland noted that he would probably reroute a portion of it from the end of the cul-de-sac directly to the manhole on the south side of Lot 4. Sweetser agreed to reposition the manhole at Lot 1 to line up with the property line between Lots 14 & 15 and added that he would like to install all water and sewer taps before the street is put in; Norbash agreed. Norbash added that manholes close to the creek need to be sealed shut. CLAYTON POWELL - STREET SUPERINTENDENT Jones advised that Powell was out of town and his assistant (Al Rutgaber) had notified her that Powell would reserve comment on streets and drainage until he returned. Jones said that Al was concerned that there needs to be a separate drainage easement on the end of cul-de-sac towards the creek. PERRY FRANKLIN - TRAFFIC SUPERINTENDENT Franklin, unable to attend this meeting, called the Planning Office and left the following comment: He observed that a street connection might be possible from proposed Susan Drive westward to Elmwood Drive. BOBBIE JONES - PLANNING ADMINISTRATOR Jones advised that there should be a sidewalk on the east side of Susan coming from Overcrest and, if so, she asked that the sidewalk 73 Plat Review July 11, 1985 Page 4 be continued on the east side. She added that sidewalk is required on the west side of Creekwood and that sidewalk as shown on Susan Drive is satisfactory. Jones asked about a streetlight at Susan and Overcrest noting that it was better to have one at an intersection than in the middle of the block although a waiver may be needed. Jones indicated that she would raise the question of whether or not Susan should be extended so that it could eventually cross the creek to connect with Old Wire Road. Jones requested that property owners within 100' of the boundary of the subdivision be notified before the Subdivision Committee meets and she suggested that the abstract be checked for the ownership of the strip of land between this development and that of Winwood Phase One and Elwood Addition. She expressed her concern and requested it be looked into. Sweetser advised that he has never filed a deed for ownership but felt that he owns it by adverse possession. There being further discussion, the meeting adjourned at 10:30 a.m. rig
