HomeMy WebLinkAbout1985-06-27 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review - Committee was held on Thursday, June 27, 1985 at 9:00 a.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT. CITY REPRESENTATIVES PRESENT: Ivan Faulkner, Kenneth Rader, Kenneth Wagner and L. 0. Ferguson Clayton Powell, Dennis Ledbetter, Bobbie Jones and Paula Brandeis WALNUT GROVE NORTH (MICHELLE ADDITION) MT. COMFORT & SALEM RDS.- J.B. HAYS The first item of consideration today was the preliminary plat of Walnut Grove North Subdivision. Ervan Wimberly, representative of the developer, advised that the name has been changed from Walnut to Michelle Addition. He advised that several lots in this proposed addition are being presented for rezoning to R-2 in order to construct duplexes. DON BUNN - CITY ENGINEER Jones gave comments from Bunn who was unable to attend this meeting: He said he saw no problems. KENNETH RADER - OZARKS ELECTRIC Rader stated that the easements look fine and he saw no problems. He added that there is an existing three-phase on Mt. Comfort Road. Wimberly advised that he may wish to keep the large trees along the east boundary and run the power lines down Salem Road. CONNIE EDNONSTON - PARKS AND RECREATION Edmonston advised that, based on the lots represented (single-family and duplex units) the amount of land required would be a total of 1.29 acres (.75/single-family and .54/duplexes) or $10,890 cash in lieu of land. She noted that the Parks and Recreation Advisory Board will meet July 15 to discuss this addition. CLAYTON POWELL - STREET SUPERINTENDENT Powell noted that Salem Road should be called Salem Road all the way from Mt. Comfort Road on this development's north border to Highway 16 on Walnut Grove Addition's (Bryce Davis - developer) south border. Powell. advised that Salem is a collector street with 60 ft. of r/w 66 • • • Plat Review June 27, 1985 Page 2 and if any future widening takes place to 49ft. (four 12' lanes) with a sidewalk along each side, additional r/w may be required to accomodate utility poles if they are relocated to the street r/w. He noted that subdivisions abutting unimproved street must bring that street up to current City standards. Powell advised that, unless a waiver is granted, 15.5' from centerline of Mt. Comfort Road to the south must be improved with curb and gutter, sidewalk and storm drainage for the entire width. Powell said the storm drainage shown looks fine with the exception of a question on Lots 38-61. He said he would reserve final approval of storm drainage from the actual street plans and profiles. He noted a storm drain in a 16' utility easement on the SW corner and added that he can't maintain it at less than 20' and he would prefer 25'. Powell also said that he could not have utilities in any storm drainage easement unless the utility companies and property owners understand that he will not be responsible for maintaining utilities in drainage easements. He said that positive drainage to a natural outlet is needed at the south end of where it exits Phase I. He advised that the Planning Commission needs to address whether or not street stub -outs (at the perimeters of subdivisions) are to be constructed and whether or not curb turn -outs will be required if this is to be a policy. He suggested the two alternatives as 1. built to current standards 2. straight curb -line with r/w 3. straight curb -line with dedication of r/w and cut to grade. L.O. FERGUSON - WARNER AMEX CABLE Ferguson advised that there is an existing cable along Mt. Comfort Road and he requested the location of the overhead line before this development progresses. He requested 2" schedule 40 PVC conduit in the easements at the street crossings. TOM MCILROY - SOUTHWESTERN BELL Mcllroy was unable to attend this meeting meeting but called later in the day to note that the easements as shown look fine. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner said he will install a high pressure plastic gas line along the east boundary and replace the steel line along Mt. Comfort Rd. with 4" (to Rupple Road). He added that there is an existing 2" high pressure gas line on the south side of Mt. Comfort Road. Wagner requested the building setbacks to be designated as utility easements. He noted that the trees should be cleared along the easement on the east side and requested four road crossings to be installed by the gas company (three on Mt. Comfort, one in the east leg of the development). Wimberly advised that he anticipates the Planning Commission will request one street be extended east -west resulting in the loss of a lot. 67 Plat Review June 27, 1985 Page 3 DENNIS LEDBETTER - ASST. BOBBIE JONES - PLANNING ADMINISTRATOR Jones advised that this developer has submitted application for rezoning on Lots 26 through 38 and on Lots 57 through 70. She said the streetlight spacing looks good and no waiver will be required. She also noted that no sidewalks have been shown and they are required on the south side of Mt. Comfort (4 ft. concrete) as well as on one side of the remaining streets. Jones read a section of City code that requires streets "to be consistent with natural alignment and extensions of existing streets and new street names must be used which will not duplicate or be confused with existing names". Jones reiterated Powell's comments regarding street stubs and added that she felt if said stubs are left unimproved, something should be indicated in the covenants that driveway access is prohibited unto them until they are improved to street standards. Wimberly said he thought it would be best to have such rights-of-way cleared at the time the subdivision is beginning development so as not to be a surprise to potential buyers. Jones requested property owners within 100 ft. be notified by 1. signing a plat; 2. certified letter, return receipt requested; or 3. an ad in the newspaper. She also requested a mailing list of these property owners. Jones said that there has not been a rezoning of the property to the south labeled "future multi -family PUD" and in the absence of a submittal for approval, the Planning Commission in approving the preliminary plat, should acknowledge the fact that this is a possible future development which they are not endorsing at this time. Jones requested an outline of the proposed convenants and advised that 10 copies of revisions are due in the Planning Office by July 1st for presentation to the Planning Commission on July 8th. Powell commented that he felt the City should consider four-laneing Salem Road from Mt. Comfort to Highway 16 West because of the density including R-2 duplexes and multi -family PUDs, condos and commercial. • • • Plat Review June 27, 1985 Page 4 PARK PLACE PHASE III & IV FINAL PLAT HIGHWAYS 45 & 265 — J. B. HAYS The second item of consideration today was the final plat of Park Place Phases III & IV located near Highways 45 and 265. Developed by J. B. Hays and represented today by Ervan Wimberly. CLAYTON POWELL - STREET SUPERINTENDENT Powell advised that he is still waiting for an overall drainage plan for Park Place as previously requested. He noted that there are no drainage easements shown on this plat although one is planned along Revere Place through the recreation area (open drainage ditch to be maintained by POA). Powell said he will review the street plans and profiles for drainage as this development progresses. He added that the streets were approved on Lensfield and Revere as far as the PUD area but repeated that the overall drainage plan has not been submitted. Jones noted that a contract is needed for the required improvements that have not been completed at this time. IVAN FAULKNER - SWEPCO Faulkner said the plat looks fine. He noted that he will be using the two 15' utility easement crossings in the recreation area to serve these phases and that he will be adding an overhead line down the east side of the rec area. Faulkner pointed out that an additional streetlight will probably be required at the corner of Revere and Cambridge Road and that he will require the building setback to be designated as utility easement at that location to accomodate the light. He said he will be using the easement along the south side of phase IV and noted that this plat shows only 12.5 ft. while 25 ft. is necessary. In answer to Wimberly's request for an underground feeder, Faulkner advised that it would be extremely costly as well as very inconvenient. He also requested that the developer try to complete Lots 1-8 first. Faulkner advised that street crossings with 36' of cover and 3" schedule 40 PVC will be necessary on the north side of Phase III, between Phase III & IV and on the south side of Phase IV on Cambridge Rd. and on Revere Place where the rec area and Phase IV meet. DENNIS LEDBETTER - ASST. FIRE INSPECTOR Ledbetter said he saw no problems with this plat. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner advised that gas is already in on the north side of phase III and added that he will put in a road crossing on the south side of phase IV in a double loop with a two-way feed. He said he will need tot • • • Plat Review June 27, 1985 Page 5 a road crossing on Revere at the east side of this project. Wagner said it is scheduled for 90 days from now. He said he will not need road crossings between Phase II & III or III & IV but he will need one between Phase IV & V, at AWG expense. He advised that if any lots have been sold he will need separate contracts for them. L. 0. FERGUSON - WARNER AMEX CABLE Ferguson requested the same crossings as Faulkner with 2" schedule 40 PVC on Cambridge between Phases III & IV as well as on the south side and on Revere Place between Lots 1 & 18. BOBBIE JONES - PLANNING ADMINISTRATOR Jones pointed out a spelling error in the text of the "Certificate of Building Set -Back Dimensions". She advised that, if any of these lots transfer prior to the recording of the plat, those property owners must sign this plat. Jones noted that there is a discrepancy between the legal and the section line placement (on the vicinity map) that needs to be corrected. She added that some pins and monuments have been omitted. Jones requested that the utility easement south of Phase IV be recorded and noted on the plat. She asked for a copy of the covenants and advised that a contract will need to be executed as all improvements have not been installed at this time. She said a permit can be issued once the curb is cut and staked, but occupancy ill not be permitted unless the lots are released from contract. Jones advised that the parks fee will need to be paid or the issue must be revived at some point. Jones advised that the City will not enforce setbacks in excess of 25' and that it will become the responsibility of the POA. She noted that an additional streetlight will be needed in the rec area and Wimberly added that sidewalk has previously been requested on both sides of Revere Place out to Highway 265. Jones requested that the lot lines and the easements abutting the subdivision be shown on the plat and that the sidewalk width be clarified. She noted that 10 copies of revisions are due in the Planning Office Monday, July 1st for presentation to the Planning Commission on July 8th.
