HomeMy WebLinkAbout1985-06-13 Minutes• • • MINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee was held Thursday, June 13, 1985 at 9:10 a.m. in Room 111 of the City Administration Building, 113 W. Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, L. 0. Ferguson and Ivan Faulkner CITY REPRESENTATIVES PRESENT: Lt. Dennis Ledbetter, Don Bunn, Bobbie Jones and Paula Brandeis RECREATION AREA FOR PARK PLACE HWYS. 45 AND 265 — J.B. HAYS The only item of consideration today was the recreation area for Park Place Addition located at Hwys. 45 and 265 and submitted by J. B. Hays. Ervan Wimberly representing. Wimberly advised that the recreation area will be on lot 19 of Phase III, Park Place. CLAYTON POWELL — STREET SUPERINTENDENT Powell was unable to attend but sent the following comments: He noted that the streets within the recreation area are to be maintained by the POA per a previous agreement and that complete drainage plans were to have been submitted. DON OSBURN — WATER METER SUPERINTENDENT Osburn had met with Wimberly prior to this meeting and said there were no problems and that an address would be worked out. WALLY BRT — SANITATION SUPERINTENDENT Brt was unable to attend this meeting but sent the following comments: the concrete trash pad must be 12 X 15 ft. and the dumpster may need to be skewed around when the permanent road is put to use. He noted that three sides of the container may be enclosed with one side open. KENNETH WAGNER — ARKANSAS WESTERN GAS Wimberly requested gas service to the pool and clubhouse and noted that there is a utility easement along the east side of the recreation .63 Plat Review June 13, 1985 Page 2 area in which the overhead electric and sewer services will be located. Wimberly said the plans are incomplete at this time and Wagner indicated that there may be some duplication of lines in order to reach the lots in Phase III. He said if service is run along the east side of Phase III he would need an easement in order to serve the pool. Wagner said the service could be worked out at a future date for the pool and clubhouse through a private easement with the developer running the line to the meter. IVAN FAULKNER — SWEPCO Faulkner made note of the existing easement which goes across the recreation area. He said he would serve from a pedestal at this point unless there would be a tremendous load, Wimberly said there only be the pool and lights for the first tennis court at this time. Faulkner said the service could be picked up from Phase III with no problem. He said the overhead power line on the east property line will have to be dedicated as there is no other way to get service in. Faulkner said it will be the developer's responsibility to carry the service with conduit under the parking area to the pool and clubhouse from Phase III. BOBBIE JONES - PLANNING ADMINISTRATOR Jones noted that there is a time requirement (App.A, Art.8, Sec.12)within which construction must take place if this is to be considered in the PUD of Park Place and Wimberly said he is considering the recreation area as Lot 19 of Phase III. She noted that the PUD area will have to meet the 30% open space requirement and added that the Board has ruled that the parks requirement cannot be applied to Windsor Townhomes because it was platted prior to that requirement. She added that Phases III and IV are subject to that requirement and noted that the PRAB has requested money in lieu of land (1982). Wimberly advised that a waiver has been requested and is still pending. He added that he is not requesting that this recreation area be indicated as part of any greenspace requirement. Jones requested a document stating how the recreation area will be maintained and Wimberly indicated that this has already been taken care of by way of a POA agreement in the covenants. Jones addressed setbacks, reading from Art.7, Sec.14: Non-residential uses in residential districts under which this recreational facility falls. She said the Planning Commission has the authority to grant setback waivers in PUDs and LSDs. Jones advised that outdoor lighted areas must be 200 ft. from other property and said it appears that the tennis courts will require a request for waiver. She said that the vegetative screening that is shown will be helpful. Jones asked if any of the outdoor facilities will be spectator type and Wimberly said they will not. She said that outdoor sports area without spectator facilities require 100 ft. of setback. She advised that the clubhouse, if fully air-conditioned, requires 100 ft. and if not a/c, 200 ft. Wimberly said it will be air-conditioned. Wimberly commented that all easements and setbacks have previously shown at the time the preliminary plat of Phase III and IV were presented in the fall of 1984. Jones advised that 10 copies of revisions with a cover letter requesting the setback waiver, are due by Monday, June 17 for presentation to the Planning Commission June 24. There being no further business, the meeting adjourned at 10:15 a.m. 65
