HomeMy WebLinkAbout1985-03-21 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Plat Review Committee was held on Thursday, March 21, 1985 at 9:00 a.m. in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, L. 0. Ferguson, Dennis Burrack and Tom Mcllroy CITY REPRESENTATIVES PRESENT: Clayton Powell, Larry Poage, Don Bunn, Don Osburn and Paula Brandeis HOWELL TRUMBO RETAIL/OFFICE BID. FRONT AVENUE AT JOYCE STREET The only item of consideration today was a large scale development submitted by Howell Trumbo for a retail/office building located on Front Avenue at Joyce Street and represented by Trumbo and Don Hunnicutt. Development at this location had been presented as "Sam Wilson Retail and Office Complex" on July 5, 1984 and abandoned by Lindsey & Assoc. CLAYTON POWELL - STREET SUPERINTENDENT Powell said that his comments remain as July 5, 1984. He said Front Street is a dedicated street that meets current standards right-of-way and construction wise. He asked that on-site drainage be brought to the drop inlet and not drained onto the driveway. Powell noted that all driveways and sidewalks need wheelchair ramps and he added that he will take care of the culvert on Front Street that at one time was silted full. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner noted that the 11 ft. easement shown on the north side will not be wide enough. He said if cable, telephone and electric are all in the same easement they could use a 17 ft. easement including the three ft. overhang. He requested a drawing of individual spaces within the building. Hunnicutt said this information could be provided as it becomes certain where the space divisions will be. He said they plan to begin construction in about a month. WALLY BRT - SANITATION SUPERINTENDENT Brt said the location of the trash dumpster was fine. 2s Plat Review March 21, 1985 Page 2 LARRY POACH — FIRE INSPECTOR Poage requested one fire extinguisher per business and noted that when a space is more than 50 ft., two exit doors are required. Hunnicutt said that two doors for each space are planned. Poage recommended 5 and 10 pound extinguishers depending on the hazard and advised that details of fire walls be worked out with Building Inspector, Freeman Wood. He noted that when a utility goes through a fire wall, that wall needs to be patched and not left open. TON MCILROY — SOUTHWESTERN BELL Mcllroy expressed the same concern as Wagner regarding the size of the north side easement. He advised that he will not need to penetrate the fire wall but will need to see a building diagram with fire walls located so that he can provide service to each section of the building. He requested that the 3" PVC under the drive in front of the building be made 4" as he will use one of them. Mcllroy requested 3" conduit under the ends of the parking lot where it meets the property line. Hunnicutt said that the north side utility easement could be widened by shortening the building and moving it south. DENNIS BURRACK — SWEPCO Burrack said he thought single phase, 120/240 service would be adequate for this building. He said service can be had by going across Front Street with a bore, at the developer's expense. He said this developments service cannot be combined with El Chico's as requested by Hunnicutt. Burrack requested steel pipe or concrete encasement under the parking area on the south side. He said the easements are sufficient, with the exception of the one on the north which he said would be alright at 17 ft. Burrack requested a drawing of the fire wall locations in order to place the transformers and he advised contact with SWEPCO engineer, Ivan Faulkner, for final details on service. L. 0. FERGUSON — WARNER AMEX CABLE Ferguson agreed with the other utilities regarding the north side easement and he requested 2" schedule 40 PVC under the area of the trash dumpster connecting to the easement at the back. He said he prefers to not go through the fire wall. Ferguson advised that providing cable here would require time and materials because it is a commercial building. He said that either the developer or the individual tenants would be responsible for the cost of wiring each individual space and he requested PVC running across Front Street. 26 • • • Plat Review March 21, 1985 Page 3 DON BUNK - CITY ENGINEER Bunn advised that sewer is available on Front Street and he added that individual service is not necessary He said he would prefer the water meters be in the front, perhaps in the area of the sidewalks or in the planter area as it is too difficult to get to meters when placed at the rear of the buildings, particularly as there is no truck access shown on this plan. Bunn advised to check the depth on the manholes before setting the elevation of the sewer line to be sure that the lines will get to them. He said a tap could be made near the south end but the best location would be near the north end. DON OSBORN - WATER METER SUPERINTENDENT Osburn noted that the address of this development will be 3808 Front Avenue and that suite numbers should be used beginning at the southwest corner and moving east, north, then west to the northwest corner. He advised that a site card is necessary when construction is begun and permanent numbers attached to the building are required at completion before the meters will be set. PAULA BRANDEIS - PLANNING SECRETARY In the Planning Administrator's absence, the secretary made the following comments: the parking, based on retail space requirements, is adequate; 108 spaces are required and 109 are being provided. Five spaces should be handicapped and eight are shown; 22 compact spaces may be used and only 19 are planned, these spaces must be striped and labeled. Wheel stops must be provided around the perimeter. The building setbacks are adequate, no additional right-of-way is necessary. A 5 ft. sidewalk is required along the west boundary on Front Avenue. Landscaping should be kept low to avoid obstructing vision at the driveway areas. Brandeis advised that 10 copies of revisions should be in the Planning Office no later than Monday, April 1 to be eligible for the Subdivision Committee meeting of April 5 and the Planning Commission meeting of April 8. Hunnicutt requested an appearance before the Subdivision Committee on Friday, March 22 for approval at the March 25 meeting of the Planning Commission. Brandeis agreed that the developer might attend the meeting and make a request to be heard by the Subdivision Committee at that time. She requested the copies of the plat with revisions, as per today's comments, be hand delivered to Committee members. She also advised that an "as -built" plan is required upon completion before certificates of occupancy are issued. There being no further business, the meeting adjourned at 10:00 a.m. 2�7
