HomeMy WebLinkAbout1985-02-21 MinutesMINUTES OF A PIAT REVIEW MEETING A meeting of the Plat Review Committee was held Thursday at 9:00 a.m. in Room 111 of the City Administration Building at 113 West Mountain Street, Fayetteville, Arkansas. February 21, 1985 UTILITY REPRESENTATIVES PRESENT: Ivan Faulkner, Tom Mcllroy and L.O. Ferguson CITY REPRESENTATIVES PRESENT: CHESTNUT II APARTMENTS REVISIONS - CHESTNUT AT ELM Clayton Powell, Don Bunn, Dennis Ledbetter, Don Osburn and Wally Brt The only item of consideration today was the revisions for Chestnut II Apartments located on Chestnut Street and Elm and represented by Gary Carnahan. Carnahan stated that 120 of the originally intended 240 units have been built. He indicated that he is proposing four additional structures in different positions than originally planned and then the project will be considered finished. Carnahan presented a plat showing a reduction of 24 units for a total of 96 new units. He explained that the creek has cut across the corner of where he had planned to place a building and that he has moved that building to a place which is the northern most building on the plat. Carnahan said everything else is the same as originally planned. He advised that the buildings will be on four feet of fill, the parking lots will be on two feet of fill. CLAYTON POWELL - STREET SUPERINTENDENT Powell stated that the off-site rational nexus improvement requirements remain the same as submitted originally. He noted that the drainage ditch between Phase I and Phase II of this development still needs to be cleared, grubbed and aligned as requested originally. He also advised that the sidewalk, curb and gutter appear to end about 8 ft. from the culvert pipe on the north end of Chestnut. He said the sidewalk should come up to the headwall and the curb and gutter should extend out to the end of the pavement with the headwall abutting against the back of the curb to give it additional support. Powell advised Carnahan that there is a sawcut in the asphalt from the end of the existing curb and gutter to the end of the pavement on the north end (about 20 ft.) which looks as though it was intended to be extended but was not completed. Carnahan said he will also install storm culverts. Bunn set. IVAN FAULRNER - MECO Faulkner stated there are existing facilities in this development that he will utilize. Be stated that he will need! the site brought to grade and requested 2" conduit to be installed under the parking lot near the sewer line. He requested a 25 ft. easement connecting with the old easement (east/west) across the east end of the southern most two buildings. Faulkner requested a 25 ft. easement from the east end of the northern -most proposed building connecting to the original easement to be carried north across the north parking lot in 3" conduit* and from that point it will run to the northeast corner of the existing northwest building. He inquired whether a light was needed in the southern most parking lot and Carnahan agreed. They agreed to eliminate a light in the parking lot near the northwest corner of the southern -most proposed building. Faulkner explained that the electrical runs will be in two loops using the east/west (central) easement and picking up the east building from the end of that east/west line. *Faulkner stated that 3" conduit is required because the wire now being utilized is one -aught. L. 0. FERGUSON - WARNER-AMER CABLE Ferguson said he could use the same easements as Faulkner but requested 2" schedule 40 PVC conduit under the parking area between the two south buildings. TOM MCILROY - SOUTHWESTERN BELL TELEPHONE Mcllroy said he will use the same easements for the two buildings on the south end and requested 2" conduit under the parking lot. He said he needs to know whether or not a pipe was installed under the road at the central east/west easement and he demonstrated to Carnahan, on the plat, the order in which he will connect the buildings. Mcllroy said he will use the same easement on the east end of the north building that Faulkner will use. He said he will "T" from the center easement to service the south buildings and one to the north of the east/west easement, then up the easement where the sewer line is located to the northern most building, then through an existing pipe near the existing manhole to the north most east end of the building Ib • • • Plat Review February 21, 1985 Page 3 (in the same easement as requested by Faulkner) and then "T" at the easement to the south to service the last building at the east end. DENNIS LEDBETTER - ASSISTANT FIRE INSPECTOR Ledbetter stated that he saw no problem with the revisions as presented. DOA OSBURH - WATER METER SUPERINTENDENT Osburn advised that the house numbers for these revisions will be as follows: beginning at the southern most building 2060; next building north 2076; next building north 2118; next building north 2130; building to the east 2126; and the off -set northeast building 2132. He asked if any new fire hydrants were being installed and Carnahan said none are necessary. Carnahan indicated that the meter locations are the same as originally planned and that one water line is in place. He said he would like to begin moving dirt in about three weeks. Osburn asked to set the meters after the school rush. WALLY BBT - SANITATION SUPERINTENDENT After some discussion, Brt advised that the dumpster locations as shown on this plat would be acceptable. BOBBIE JONES - PLANNING ADMINISTRATOR Jones noted that some of the easements that were 30 ft. wide on the original plat have been shown as 25 ft. on the revised one. She said the most northern building is very close to one of those easements and said to be sure that the building clears it. Jones requested the easements be shown on the drawing that permits will be issued from. She advised that the dimension between building 2130 and 2132 should be shown. Jones said at 216 units, as proposed, the parking requirement would be 325 spaces; 350 are shown. She advised that the parking needs to be striped and she asked that the area of land not owned by this developer be shown on the drawing. Jones noted that there is an up -coming ordinance that may prohibit connection of a structure to public sewer even if the building were fixed two feet above flood plain level but there may be some exceptions where documents have been recently filed showing the flood plain. The purpose is to maintain natural habitat. Jones advised that the question of whether this development will receive a refund of a parks fee is still under consideration. She said that at this time the Planning Commission is addressing a cut-off date 1r( • • Plat Review February 21, 1985 Page 4 for developments that will be exempt from the greenspace ordinance. Jones noted that the clerk may authorize a check request upon written notice to do so from Mr. Grimes. Jones advised Carnahan that, in the Bradford Place development, she was able to authorize the requested 6 buildings/36 units, but if 6 units were desired in the remainder of the proposed buildings, it will have to go before the Planning Commission. Jones noted that the Subdivision Committee meeting to consider Chestnut II revisions will be Friday and Carnahan would be notified of the time first thing in the morning. Carnahan agreed to hand deliver copies of the revisions of today's plat (per comments) to the Committee members. There being no further business, the meeting adjourned at 10:30 a.m. 15'
