MINUTES OF A PLAT REVIEW MEETING
A meeting of the Fayetteville Plat Review Committee was held Thursday,
January 17, 1985 at 9:15 A.M. in Room 111 of the City Administration
Building, 113 West Mountain Street, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Roy Hawkins, James
Crownover and L.O. Ferguson

Gary Carnahan, representative for Bradford Place, advised representatives
that he has been given approval to begin building the first seven
structures of this proposed 120 unit development, along with the swimming
pool and a community building. In order to progress with plans, utility
companies and City officials made requests as follows:
LARRY POAGE - FIRE INSPECTOR
Poage advised that the existing fire hydrant at the southwest corner
would be sufficient for the proposed phase of development.
DON BUNN - CITY ENGINEER
Bunn said that running sewer line along the south boundary and the
temporary north boundary (of the proposed seven structures) would
be acceptable. He said Carnahan's suggestion of a temporary water
line on the north side of the southern -most units was also acceptable.
WALLY BRT - SANITATION SUPERINTENDENT
Brt said that placing a dumpster at the east end and one at the north
leg of the temporary parking lot (southeast corner of the existing
duplex) was acceptable for this phase of the development. Jones noted
that the alley has been used by the neighboring church as a driveway
and that said drive ends at Z.L. Thomas' property (920 W. Elm).
ROY HAWKINS - SOUTHWESTERN BELL
Hawkins advised that he will bring his service in from Leverett.

DON OSBURN — WATER METER SUPERINTENDENT
In answer to Osurn's question, Carnahan noted that this project is
not expected to be completed by December 1985 but that the first seven
structures are aimed for completion by August 1 this year. He added
that he has been given permission to temporarily use the one fire
hydrant on Garland. Osburn advised that a Garland address will be
used. He said if he cannot give each building a house number he will
give the units themselves consecutive numbers beginning with "1".
He clarified that this development will be called Bradford Place having
the same placements of buildings as "Union Special".

The second item of consideration today was the preliminary plat for
Butterfield Trail Village Office Condominiums, represented by Gary
Carnahan and Steve DeNoon.
LARRY POACH — FIRE INSPECTOR
Poage advised that the internal fire hydrant needs to be shown on
the plat. He said the code calls for hydrants to be 500 ft. apart
and that he likes to have them placed on corners rather than in the
middle of a street. He reminded Carnahan that keeping bottled gas
in the furnace room was not acceptable.
JAMES CROWNOVER — OZARKS ELECTRIC
Crownover said that Ozarks Electric has been asking for 25 ft. easements
excluding water and sewer and that adding water and sewer complicates
matters. He said that this situation as shown is nearly impossible.
He suggested leaving the proposed 20 ft. easement and provideing an
additional easement. Crownover said he will serve this development
from both corners. He said that on building "A" he will make service
available from the exisitng line in the front on Joyce Street and
he said he will need conduit run under the drive before it is poured.
Crownover said the exisiting pole in the center of theproposed drive
will be movedto the east side and that Carnahan will need to supply
the wire to run from the pole to building "A". He said the alternative
was to run lines overhead.
AL RUTGABER — ASSISTANT STREET SUPERINTENDENT
Rutgaber noted that the proposed driveway is shown as 60 ft. where
the maximum width is 40 and he noted that a waiver or variance will
be needed. He commented that all drainage appears to be going back
away from the street. Carnahan said he would need to confer with

the developers regarding the drive and that he might use two drives
instead of requesting a waiver as it would be more economical in terms
of supplying conduit.
KENNETH WAGNBR —ARKANSAS WESTERN GAS
Wagner clarified that gas meters were desired up against the buildings
and he requested a 15 ft. easement from the center easement to the
gas meter location on buildings "A" and "G" as well as the 25 ft. proposed
easement that will encircle the complex. He said he could come up
the west side, "T" up in the middle and come back to buildings "B"
and "C" and then loop back around to building "D".
Carnahan advised that this complex will be
buildings "A", "B", "F" and possibly "G"
of gas and sewer service being installed

Bunn noted that Carnahan is showing

Ferguson said he could serve this development in the same manner as
Hawkins (see below). He requested that he be notified when the trench
is opened for the other utilities, and he advised that buildings "A"
and "G" will need to be served with 2" schedule 40 PVC from the easement.
He said if the elbows will need more than one bend they must be steel
sweeps. He asked if there will be a concrete sidewalk around the
outside perimeter of the buildings and Carnahan replied that although
it is not shown at this time, some of the tenants have indicated that
they might want to add it. Ferguson advised that, if there will be
concrete, he will need 2" conduit from the building to the edge of
the concrete. Ferguson requested 2" schedule 40 PVC under the four
10 ft. blacktop areas in case he cannot install his lines when the
ditch is open.
ROY HAWKINS — SOUTHWESTERN BELL
Hawkins requested a 25 ft. perimeter easement all the way around.
He said phone lines would encircle the complex and serve the middle
buildings with a "T". Carnahan said he would try to split the easement

with the adjacent property on all sides and bring in part of the utilities
from the east side and part from the west.
Hawkins requested two 4" shecdule 40 PVC conduits under the driveway
because this development is being done in phases. DeNoon said that
a utility closet has been planned for, but that the developer may
choose to house the utilities in an attic space instead and Hawkins
said the conduit must enter any said utility closet.
FREEMAN WOOD - BUILDING INSPECTOR
Jones gave comments received from the building inspector who was unable
to attend today's meeting. Wood had advised that, because of a change
in the code, (and partly because this is wood construction) a fire
stop will be needed in the attic above each fire rated wall. Jones
said to check with Wood for what materials to use.
WALLY BET - SANITATION SUPERINTENDENT
After some discussion, Brt agreed that there would be no problem with
the dumpsters being located as shown.
DON OSBURN - WATER METER SUPERINTENDENT
Carnahan advised Osburn that there could be more units within the
proposed structures but that he did not anticipate any additional
buildings because the project is at maximum land use at this time.
Osburn said he will assign a number to each building. (Jim Napier
of the Street Department, notified the clerk on the afternoon of this
meeting that building numbers will be as follows: A = 1742; B = 1794;
C = 1792; D = 1758; E = 1708; F = 1706; and G = 1752). Carnahan said
that after this plat is recorded, there will be no changes. Osburn
advised that it would be better to install the maximum number of loops
if it is known ahead of time how many units will be in each building.
He added that there will be a separate unmetered fire hydrant which
will be billed for $22.50 per month. Sprinkler systems were discussed
and Osburn said that four 5/8" meters would be adequate.
BOBBIE JONES - PLANNING ADMINISTRATOR
Jones said that City draftsman, Clyde Randall, has advised her that
the 1/4 section line is not the centerline of Joyce Street therefore
the north right-of-way line is not 40 ft. off the 1/4 section line.
She noted that her computations result in more square building footage
than Carnahan indicates which will require additional parking spaces
(5) but she added that he has shown 30 more spaces than are necessary.
Jones made note of the re -zoning petition for this property which
is scheduled for Public Hearing on January 28. She advised that the
proposed C-1 in the center begins 150 ft. east of the west line, not

140 ft. as shown.
Jones requested an "as -built" upon completion of the complex. She
inquired if this would be a lot split from the parent tract and if
so, it needs to be processed. She said she thought it has not been
split before this time.
Carnahan said it will be split off to Jim Lindsey who will then record
a plat and sell units from that under the Horizontal Property Regime.
Carnahan asked if it would be wiser to request a Conditional Use for
the pharmacy rather than rezoning the property. Jones replied that
a "drug store" type pharmacy requires at least C-1 District and that
it would not be acceptable as a Conditional Use in R-0 District.
She added that C-1 District has limited retail uses.
Jones noted that there is an existing 80 ft. right-of-way and that
the shown front and rear setbacks are within limits. She said that
in C-1 there is a 10 ft. side setback with a height limitation of
10 ft. and beyond that, the heighth becomes the setback; she noted
the drawing shows about 8 ft. Jones said that a waiver could be requested
or, as an alternative, where the property is under single ownership
at the time the zoning ordinance was adopted, she could make a property
line adjustment of 25 ft. on either side of the shown lines.
In answer to Jones' question, Carnahan said that the building height
does exceed 20 ft. at the eaves but that the roof will be hipped.
Jones said that there has been no comment from the sign inspector
who is ill today, but she said she thought there was a problem because
only one ground sign per parcel of property is allowed and perhaps
none are allowed in R-0 District. She referred to Fayetteville code
Art.VIII, Sec.17(B)(9)(b)(1-7).
Jones advised that the parking setback in R-0 District is 15 ft. with
20% landscaping. She said if the property is C-1, this will only
apply to the corners. She added that screening is required around
the entire development (C -District abutting R -District) unless a waiver
is granted by the Planning Commission (request must be written) in
which case 10% landscaping between the street and the parking was
acceptable in lieu of the screening. (Art.8,Sec.D [2,3,4]). She repeated
that a waiver will be necessary for the driveway which is shown to
be over the 40 ft. maximum and added that if two drives are used,
there must be 25 ft. between them and a permit will be required to
install the drive as well as the 5 ft. required sidewalk on Joyce.
Carnahan said he would get revisions back to the Planning Office by
January 21 in order to present them to the Subdivision Committee and
the Planning Commission by January 28 as requested by Jones.
There being no further business, the meeting adjourned at 11:00 A.M.
