HomeMy WebLinkAbout1984-08-09 MinutesMINUTES OF A PLAT REVIEW MEETING A meeting of the Fayetteville Plat Review Committee vas held Thursday August 9, 1984 at 9:00 in Room 111 of the City Administration Building, 113 West Mountain Street, Fayetteville, Arkansas. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Ivan Faulkner and Dick Shaw CITY REPRESENTATIVES PRESENT: Don Bunn, Clayton Powell, Lt. Dennis Ledbetter, Bobbie Jones and Paula Brandeis OTHER PRESENT: Johnny Quinn FAYETTEVILLE INDUSTRIAL PARK WEST The only item to discuss today was a preliminary plat of Fayetteville Industrial Park West represented by Johnny Quinn of McClelland Consulting Engineers of Fayetteville. This plat consists of 3 pages. Quinn stated that he is working on a revision to the original Industrial Park plan to correct an error and the plan will be re -submitted. He said the purpose of submitting today's preliminary plat is to prepare some lots north and south of Pump Station Road for sale. Quinn added that this plat will be followed by construction plans for street, water & sewer, storm drainage and other improvements so that prospective clients may be shown the property with improvements in place. Jones, Planning Administrator, asked if another parcel has been purchased just south of Pump Station Road and Quinn said that it has along with another parcel just north of Pump Station near City Lake Road but there are some gaps between the two which is why they have not been included in this plat. Quinn said property under discussion today reaches to the edge of the Andrews Corp. Jones asked if the lot to the east of this development (owned by Ar. Western Realty) will have any access other than what will come through the Andrews Corp. property and Quinn said it does not at this time but a lot split has been granted with the condition that separate access be provided from the east or west side. He said the intention was to approach from Armstrong Ave. westward to access subject lot. Jones inquired as to the amount of jog, if any, between Industrial Place and Industrial Drive and Quinn said he thinks there is a slight jog because of the centerlines being off -set by 2 to 3 feet. Jones asked if the centerlines of the rights-of-way could be aligned and Quinn replied that they could. Jones requested verification of this condition. /114 • • Plat Review August 9, 1984 Page 2 DON BLUNN - CITY ENGINEER Bunn said everything appeared to be in order. He had no further comments. Quinn said that, presently, Combs Cemetery is shown as part of the plat but that is not the way the final plat will appear. He said the intent is to remove the eastern boundary of the cemetery because it is not owned by the Development Foundation. Quinn said there is a triangular shaped piece of land on the west end of the Combs Cemetery property that will be part of this plat. He stated that the gravesites will not be touched. Quinn stated that he has not shown a parcel of land adjacent to this one on the north, because it is primarily flood plain and will probably be donated to the City as green space. Jones asked that this be noted on the plat and she said that Dale Christy, Chamber of Commerce, may need to meet with the Parks and Recreation Advisory Board regarding this donation. She asked that a print showing this proposal be presented to herself as well as Connie Edmonston. KENNETH WAGNER - ARKANSAS WESTERN GAS Wagner said there are two high pressure gas lines in this area between Lots 6 & 8 on the west and Lots 9, 10 & 11 on the east and he requested that he be called before any digging takes place. He indicated that the line on the west side is 6" and the eastern most line is 8". Wagner asked that 25 ft. of the 50 building setback on the east side of the road be designated as a utility easement continuing around the cul-de-sac through Lot 6 to Lot 8. He asked that the 25 ft. building setback along the south side of lot 5 & 6 be a utility easement as well. He added that this easement should extend across Lot 9. Wagner asked that the 25 ft. building setback on the east side of Lot 9, 10, & 11 be a utility easement. Quinn replied that he has shown 15 ft. of easement on these specified lots and that 15 additional feet are designated as utility easement on the adjacent plat for a total of 30 ft. He also requested, because of the fact that there is no easement through Combs Cemetery, that the utility easement be off -set with the 25 ft. being granted from the adjacent plat to the east and then jog back to connect with the parcel immediately south of Combs Cemetery. Wagner said there is a new high pressure line coming out of the regulator setting on the south side of lots 7 & 11, and he requested the 50 ft. building setback shown here be designated utility easement. Wagner said the utility easement on the north side of the property was fine across lots 5, 6 & 9. He requested a 25 ft. utility easement north to south on City Lake Road. Quinn said he would like to designate 147 • • Plat Review August 9, 1984 Page 3 30 ft. on this property's side of the Highway as an easement because there is a question as to whether or not the Arkansas State Highway Department will allow them to install a sidewalk on State right-of-way or if it will need to be on private property. Wagner asked that the 25 ft. building setback along the north side of the railroad right-of-way (page 2) be designated a utility easement but Quinn pointed out that a gas line already exits on the south side of that r -o -w and that he would prefer to stay with that so that any structure on the north side may come up close to the tracks. Wagner agreed, saying that at sometime a bore might be made under the railroad to serve the northern side. Wagner requested that the 25 ft. building setback between Lots 17 and 18 be a utility easement and the same for the 25 ft. building setback along the south side of Lots 17, 18 & 19. Quinn indicated that (on sheet 3) he has changed the plan to show that the 60 ft. easement between Lots 15, 16 & 17 on the west and Lot 18 on the east will instead be a 50 ft. drainage easement on the east side of Lots 15 & 16 and the west side of Lot 18 will be a 25 ft. utility easement within the 50 ft. building setback. Jones advised that this plan applied to between Lots 13 & 14 (sheet 2) as well, with the 50 ft. drainage easement being on the east side of Lot 13 and the 25 ft. utility easement being on the west side of Lot 14. Quinn acknowledged this and Wagner said this plan was acceptable. Wagner said he would like to be notified before any blacktopping takes place so that a road crossing may be installed for gas lines. Quinn said the road would probably be built in the Spring of 1985. DICK SHAW - SOUTHWESTERN BELL TELEPHONE Shaw requested a 25 ft. utility easement all the way around Lot 1 and a 30 ft. easement centered between the north parcel (not shown on this plat) and Lots 2 & 3. He asked for a 25 ft. utility easement along the south side of Lot 4 and on the east 25 ft. of Lot 4 as well. Shaw asked for a 25 ft. utility easement along 5 & 7 extending around Lot 7 behind the road Between Lots 5 & 6 and 7 & 8 he requested a 25 the property line. Quinn said the same situation exists between Lots 16 & 17. IVAN FAUIKNER - SWEPCO Faulkner said that because of the fact that this zoning is Industrial, his facilities vary according to the load to be carried, based on the customer's need as the property develops. He said the easements as stated thus far are fine but he would like to see the 25 ft. easement to Lot 8 continue south and closed up. Faulkner said SWEPCO will develop power here as the subdivision develops and he may ask Quinn for piecemeal easements in the future particularly on Lots 2 & 3. He said he will need to work around the other utilities if they are already installed. Quinn said the Development Corp. would cooperate. CLAYTON POWELL - STREET SUPERINTENDENT Powell reiterated the fact that the City does not want any dual easements for drainage and utilities because of the difficulty in maintaining them. He added that if these easements needed to cross one another he would request that the utility easement be placed 2 feet beneath the floor of the final drainage bed for ease of future maintenance. Powell said that if the drainage ditches were to remain earthen, as opposed to concrete -lined, that it is policy to state on the plat that the property owner will maintain them. Powell said that streets in Industrial Park have thus far been developed by the City Street Department to Industrial standards. He said that street specifications are currently under revision and do have a design chart which states full conditions. 20 year life span; wheel weight loads; axle loads; traffic counts. He said within Industrial Park he feels the streets should be constructed to full Industrial design. Quinn asked when the new street ordinance will be in effect and Powell replied that it is being drafted at the present time and will probably be effective by the first of next year. Powell said that under the "Rational Nexus" provision, he recommends that improvements of Pump Station Road extend westward of Lot 1 to City Lake Road. He said he estimates the cost to be about $80 per linear foot or $66,000. Powell stressed the importance of improving this road, citing complaints from neighbors regarding the amount of traffic generated in this area and the dust problem created by same. Quinn asked if other property owners in this area are being required to participate in the improvements of the road and Powell replied that, as in all other developments, the only way the owners would participate in street improvement would be to form an Improvement Itiq • Plat Review August 9, 1984 Page 5 District with assessments. Quinn said if the City makes improving Pump Station Road mandatory, as Powell recommends, he will probably revise this plat showing additional properties. Powell suggested that, because Industrial Park is being built in phases, the cost of improvements could be recovered by spreading it out amongst the lots for sale. LT DENNIS LEDBETTER - FIBE DBPABT ENT Ledbetter explained that if there is a fire at Industrial Park, the Fire Department sends a full assignment from both Station One and Station Five by way of Armstrong Road. He said they like to avoid unpaved roads and if Pump Station Road were paved to City Lake, fire- fighters would be able to reach the site from two directions. Quinn indicated that fire hydrants will be installed at the required intervals of 500 ft. DAVID McAETHY - ASSISTANT CITY MANAGER McWethy was unable to attend today's meeting but had (via the Planning Clerk) requested that streetlights be installed at 300 ft. intervals along Industrial Park Drive as well as on the cul-de-sacs shown on Sheet One which includes the intersection of the two culs and the road immediately south. Quinn pointed out that some streetlights have been drawn in but were too dark to be seen and he agreed to add more lights as necessary. BOBBIE JONES - PLANNING ADMINISTRATOR Quinn mentioned that the street alignments were off about 3 to 4 feet because of the centerlines of the streets being off and that Jones had suggested the switching of the road pavement in the right-of-way. Jones said no streetlights have been indicated along City Lake Rd. and Quinn replied that he thought the State Highway Department was responsible for these. Jones said the developer is responsible for streetlights here as well as sidewalks which do need to be shown on the plat. Quinn said sidewalks could be put on whichever side of Pump Station Rd. the City thought best and Powell responded that it would probably be more economically feasible on the south side. Jones said Subdivision regulations require sidewalk installation on both sides of a collector street, which Pump Station is. She was concerned about the plan showing sidewalk on the east side of Industrial Dr. north of Pump Station and on the west side of Industrial Dr. south of Pump Station. Jones asked that some sort of island or other "landing place" be provided between the sidewalk crossings. She added that the sidewalks on City Lake Road need to be shown on the plat. /50 Plat Review August 9, 1984 Page 6 Jones requested the adjoining easements (previously given) and platted lot lines as well as the names of adjoining property owners be shown on the plat. She said the developer is required to give notification to adjoining property owners within 100 ft. of the subdivision before presenting the plat to the Planning Commission. Jones stated that proof of notification could be shown by having owners signatures on the plat, or by certified mail with return receipts being presented to her before the Planning Commission meeting. She suggested if Quinn uses the certified mail method, at least 10 days be allowed for this transaction. Quinn asked if he could note the covenants on the plat and Jones replied that he could if they are not lengthly. Jones advised that the first 10 feet of required front and rear yards behind the right-of-way need to be maintained with suitable landscaping with plans as to how it will be maintained. She said the code requires "...that all open portions have adequate grading and drainage..." Jones advised that a written request for a waiver will be needed if the streetlights will be spaced more than 300 ft. apart and she reminded Quinn that, although he has shown this property as I-2, some of it is I-1 as well as some parcels that are still A-1. Jones asked that none of the improvements be started until approval is received from the Planning Commission and plans and specifications are submitted to Powell and Don Bunn for their approval. She added that a resolution has passed whereby the consulting engineer for the development will oversee the construction and supervise the contractor. Jones asked that Quinn darken the lines indicating the major streets on the location map. Jones said that she will need revisions of the plat, as well as the covenants, before August 20. She said that, to sell lots before the plat is finaled, the developer could sign a contract and post a performance bond for improvements. She said this contract is good for up to one year at which time an re-evaluation is made to be certain that current City standards are being met. Jones said if a lot is sold, she will want a written statement signed by both seller and buyer,acknowledging the required improvements. There being no further discussion, the meeting adjourned at 11 A.M. /37
