MINUTES OF THE PLAT REVIEW MEETING
A meeting of the Plat Review Committee of the City of Fayetteville
was held on March 29, 1984 at 9:00 a.m. at the Central Fire Station.
UTILITY REPRESENTATIVES PRESENT: L. 0. Ferguson, Roy Hawkins, Ivan
Faulkner, Kenneth Wagner, & Ed

CITY REPRESENTATIVES PRESENT: Clayton Powell, Bobbie Jones, Wally
Brt & Jeanette Crumpler.
OTHERS PRESENT: Harry Gray.
HARDEES AND WAIMABT DISCOUNT STORE

LARGE SCALE DEVELOPMENT
The only matter to be discussed was the the Large Scale Development
of Hardees and WalMart Discount Store.
JOHN DURHAM, CITY FIRE DEPARTMENT
Durham was not presented, but commented that all matters had been
taken care of.
CLAYTON POWELL, CITY STREET SUPERINTENDENT
Powell stated that the new drive must meet the 12-1/2' safety zone
from the west property line. Gray advised that the entire development
was one property owner. Powell advised that a permit will be necessary
from the State Highway Department for the drive on Highway 62. Powell
advised that the drive off of Old Farmington Road would require a
City Permit. Powell advised that the drive does meet the minimum
criteria of 12-1/2' from the property line and 40' maximum width.
Powell advised that the box running under Highway 62 west, and this
is 3' high and 6' wide. Gray advised that either a double 42" RCP
or box culvert would be placed, with the developer leaning towards
a box culvert. Powell questioned the weight/load factor, advising
he certainly would not want to see this collapse. Powell questioned
the right-of-way dedication on Old Farmington Road. Powell advised
that an improvement district had been formed in the area of Old Farmington
Road from Sang to the West end. Jones advised that the 5' was dedicated
when the did their 1st phase. Gray advised that the "as -built" survey
reflects that there is 25' from the centerline of the right-of-way.
Powell advised this would need to be shown on the plat.
Powell advised that the City Board requires a 5' wide sidewalk placed
behind the 8' asphalt paved shoulder.

Jones advised that a 5' wide sidewalk is required along any service
road where development occurs. Jones advised she would accept a Bill
of Assurance on this, however.
ROY HAWKINS, SOUTHWESTERN BELL TELEPHONE COMPANY:
Hawkins advised that Southwestern Bell would need a 2" steel conduit
under the parking lot out to the property line, going to Old Farmington
Road. Service will be provided from Old Farmington Road.
IVAN FAULKNER, SWEPCO:
Faulkner requested to know the load. Gray advised he was not aware
of the load at the current time. Faulkner advised that he would need
to set a pole at the northwest corner of the property. Faulkner advised
that the load will depend upon the approach which SWEPCO will take,
whether pad mount transformer or secondary voltage will be required.
L. 0. FERGUSON, WARNER AMEX CABLE
Ferguson requested to know if T. V. Cable would be required. Gray
advised he did not know as yet. Ferguson advised that if this developer
wants T. V. Cable, Warner Amex Cable would request 2" PVC from the
electrical pole to the pad mount transformer, as well as 2" PVC into
the building.
KENNETH WAGNER, ARKANSAS WESTERN GAS
Wagner advised there was gas along the back of the property, advising
the regulator is on the northeast corner of the property. Wagner
advised he would recommend this developer casing the gas line from
the regulator setting to the building, stating that the gas line on
Garland had to be replaced, thus digging up the parking lot. Wagner
stated that a guard will be placed around the meter.
Wagner requested that the setback at the north corner of the Hardee's
site be changed to read setback and utility easement.
WALLY BET, CITY SANITATION SUPERINTENDENT:
Brt advised there would be no problem, with the City Sanitation Service
coming in off of 62 and exiting on Old Farmington Road. Brt requested
that the dumpster area be screened on three sides.
BOBBIE JONES, PLANNING ADMINISTRATOR:
Jones requested that 10% landscaping be placed between the south side
of WalMart and Old Farmington Road. Jones advised there could be
no parking and 10% landscaping to allow the 25' setback.
Jones advised that the parking does meet the requirements, figuring
1:600 on the TBA and 1:200 on WalMart, 1:200 on Hardees and Mr. Burger
and 1:300 on the Employment Security Division.

Jones advised that a 5' concrete sidewalk would be required along
Highway 62, and did not know if the Board would allow a Bill of Assurance
on this. Jones advised that a sidewalk would not be required along
this developer's portion of Old Farmington Road.
Jones advised that the Planning Office would require an "as -built"
plot upon completion.
Jones requested that 10 revised copies of the plat be returned to
the Planning Office by Monday, April 2, 1984. The matter will go
to Subdivision Committee on Friday, April 6, 1984 and Planning Commission
on Monday, April 9, 1984.
