HomeMy WebLinkAbout1984-03-22 MinutesMINUTES OF THE PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee of The City of Fayetteville was held on Thursday, March 22, 1984 at 9:00 a.m. in the Fayetteville Chamber of Commerce. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Connie Skinner, Floyd Hornaday, and L. 0. Ferguson. CITY REPRESENTATIVES PRESENT: Clayton Powell, Bobbie Jones, & Jeanette Crumpler. OTHERS PRESENT: Harry Gray, & Mr. Cramer. YEATER AVENUE -STREET CLOSING BILL KENNEDY The first item to be discussed was the closing of Yeater Avenue. Harry Gray was present to represent this matter. DON BUNN, CITY ENGINEER: Bunn was not present, but Bobbie Jones, Planning Administrator, opened the meeting by presenting Bunn's comments. Bunn advised that he had no objection to the vacation of Yeater Avenue. Bunn stated that there is a 12" water line which crosses Yeater on a slight angle about 180-200' south of Spring Street. An easement of 15' in width should be retained for this line. Harry Gray agreed that easements did need to be kept for sewer due to the fact that mach of the property in this area has not been developed. CLAYTON POWELL, CITY STREET SUPERINTENDENT: Powell stated that Yeater Avenue is a dedicated, platted, but never improved street right-of-way which provides double frontage for lots fronting Fletcher and Olive Streets. Powell stated that for street purposes, it has no practical use, with the exception that 20' should be retained off the south end. KENNETH WAGNER, ARKANSAS WESTERN GAS: Wagner advised that there is currently a gas line extending south of Spring Street to serve Lots 1 & 2 of Block 4. Wagner stated there was no objection to closing the street, but would like to maintain a 25' utility easement along the very eastern -most edge of the property line of Lots 1 & 2, Block 4 of the Harrison Subdivision, with a 25' utility easement running east of Yeater Avenue. 7, PLAT REVIEW COMMITTEE PAGE 2 MARCH 22, 1984 Wagner advised that if Fletcher Street is ever opened up, Arkansas Western Gas can extend the gas line on Fletcher Street. If not, Arkansas Western Gas would like to extend the easement all the way across the lots, Lots 1-9 of Block 4. CONNIE SKINNER, SOUTHWESTERN BELL: Skinner stated that the telephone company was going to request a 25' easement all the way down the east side of Yeater Avenue, and would be in agreement with the other utility companies. FLOYD HORNADAY, SWEPCO: Hornaday advised that none of the utility companies have a problem with vacating this right-of-way as long as adequate easements can be maintained. Hornaday stated that SWEPCO had one service that was on the north side which will be a problem. Hornaday stated he would like a 30' utility easement along the east side of Yeater Avenue. WALLY BAT, CITY SANITATION SUPERINTENDENT: Brt was not present, but had no objections. REPLAT COLT SQUARE JOHNIE BASSETT The next item to be discussed was the matter of the Replat of Colt Square Subdivision. Mr. James Cramer was present to represent this matter. DON BUNN, CITY ENGINEER: Bunn was not present, but Jones presented his comments as follows: Bunn stated that Lots 3 & 4, Block 2 of the replat of Colt Square will be without direct access to the sewer. Mains should be extended to serve those lots. All of the lots with the exception of Lot 1 are across paved streets. Bunn stated it would be his recommendation that a sewer main be extended from the west side of Colt Square Drive east across Colt Square Drive and between Lots 3, 4 & 5 and Lots 6, 7 & 8 and continue east to the northwest corner of Lot 10. If the grade is not sufficient to allow for this, the sewer could come from the 15" line on the east side of Green Acres. All of the lots would then have direct access to a sewer without the necessity to cut a paved street for individual connections. CLAYTON POWELL, CITY STREET SUPERINTENDENT: Powell stated that this is a complete subdivision and the streets, etc. are in place, and has no objection to replatting the lot lines. 72 • • PLAT REVIEW COMMITTEE PAGE 3 MARCH 22, 1984 Powell stated he would object to creating a situation whereby utility cuts would need to be made in the streets. Powell stated there is currently a problem at the intersection of Green Acres Road and Township, with street erosion for no apparent cause. KENNETH WAGNER, ARKANSAS WESTERN GAS: Wagner requested that the 20' easement currently shown on the plat be changed to a 30' utility easement, if the sewer is located there, all the way from east to west down the center of the block. Wagner stated that eventually, the gas line will go all the way to the north along the west side of Green Acres Road. FLOYD HORNADAY, SWEPCO Hornaday requested that the north/south 20' easement be retained as SWEPCO will need this easement to serve the area. Hornaday advised that SWEPCO will have to determine type of service at the time of development. Hornaday stated that other easements as requested are sufficient. Hornaday advised that the street lights are in at this location. L. 0. FERGUSON, WARNER AMEX CABLE: Ferguson advised that Warner Amex Cable had no facilities in this area whatsoever. Ferguson advised that Warner Amex Cable will work with the developers or whoever happens to build in the area. If the service is to be buried, Warner Amex Cable will request that the developer cut or bore the street and furnish conduit to go under the street. CONNIE SKINNER, SOUTHWESTERN BELL: Skinner advised that Southwestern Bell agrees with all of the easements as requested by the other utilities, except that due to the facilities at Colt Square, Southwestern Bell requests a 20' easement between Lots 8 & 9 of Block 2, going north/south. BOBBIE JONES, PLANNING ADMINISTRATOR: Jones stated that none of this Block is in the flood plain. Jones requested that Mr. Cramer add his name and mailing address in the legend area. Jones requested that the Zoning Legend be changed to read Thoroughfare Commercial in lieu of Commercial Thoroughfare. • Jones advised that the plat would need to show the property owners surrounding this subdivision and before the Planning Commission Meeting, L 73 • • • PLAT REVIEW COMMITTEE PAGE 4 MARCH 22, 1984 this developer is required to notify the surrounding property owners within 100' of the development, either obtaining signatures of the surrounding property owners, or sending a certified letter allowing 10 days time for the return receipt. Jones advised that two weeks would be better. Proof of notification will need to be received in the Planning Office before the Planning Commission Meeting. Jones advised that the street lights need to be shown on the plat. Jones advised that the original plat showed sidewalks all the way around the block, and these will need to be shown on this plat as well. Jones advised that a 5' sidewalk is required in a commercial zone. Jones advised that existing utilities should be shown if there are any present in this subdivision. Jones advised that the subdivision should be tied down by section, range and township, advising that there is a section line east of the middle of the block. Jones requested that the legal description tie back to this as well. Jones advised that she would need 10 revised copies of the plats back by April 2, 1984 with this matter going before the Subdivision Committee on April 5, 1984 and the Planning Commission on April 9, 1984. WALLY BRT, CITY SANITATION SUPERINTENDENT: Brt was not present, but Jones advised that he had no comment. LENWYN R. OR KATHY EDENS 646 W. SYCAMORE LARGE SCALE DEVELOPMENT Jones advised that all utility companies had requested a 25' easement outside the right-of-way to Chestnut on the east side or the west side of his lot. He had planned to have all of his utilities placed on the west side of the building. Now, the building will be facing west, and would like the utilities along the east side of the property, and is offering a 25' utility easement down the east property line. All utilities were in agreement that they would need to see Mr. Edens' plan and would discuss the matter with him directly upon presentation of his revised plan, as they wished to have their records present at the time of discussion. Wagner stated that he did advise Mr. Edens that the easement would need to go all the way around the property line.
