HomeMy WebLinkAbout1983-10-27 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held on Thursday, October 27, 1983 at the Fayetteville Chamber of Commerce at 9:00 A.M. UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Ivan Faulkner CITY STAFF PRESENT: Bobbie Jones, Al Rukgaber, Don Bunn, Larry Poage, Suzanne Kennedy OTHERS PRESENT: Dennis Hill LARGE SCALE DEVELOPMENT MONG DYNASTY RESTAURANT NORTH COLLEGE AVENUE LAWRENCE MONG (1) Dick Shaw (Southwestern Bell Telephone Co.): Although not present, submitted the following comments: The phone company does not require anything on this plat. If underground service is desired, conduit must be provided from the building to the northwest property line; otherwise, the phone company will follow SWEPCO's lines. Conduit should also be provided in the building. • (2) L. 0. Ferguson (Warner Amex Cable Co.): • Although not present, the following comments were submitted: If cable television service is needed, install conduit where phone conduit is. (3) Freeman Wood (City Building Superintendent): Part of the property is in the flood plain, but part of it is probably also in the flood way. For anything built in the flood way, Wood requires engineering data showing that whatever is used to carry the water is capable of carrying it. The building must be at least two feet above the 100 -year flood elevation. (4) Al Rukgaber (City Street Department): Rukgaber asked what the existing private drive will be used for. Mr. Hill, who was present to represent the owner, said it would be used for trash and delivery, but would not form a thru-traffic loop. Bobbie Jones said it would also be used as access to handicapped parking spaces. Bobbie Jones said the 25 -foot required separation between driveways is measured between curb cuts. Mr. Hill said there is 78 feet between curb cuts for the Champlin Station and the radius of their drive. He said the Highway Department allows 25 feet between driveways, and they measure at the property line. He said, using their way of measuring, he has about 30 feet of separation. Rukgaber said they should obtain State permits for drainage. Mr. Hill said to comply with regulations for the flood way, they must maintain a certain reservoir 78 , • • Plat Review Committee Meeting October 27, 1983 Page Two capacity in the parking lot. Rukgaber said the frontage is under State jurisdiction, and access will be worked out with the State. Rukgaber said he saw no problems and he had no further comments. (5) Don Bunn (City Water and Sewer Department): Bunn said there is water and sewer existing. The water line runs up the private road and there should be no problem with water service. He said sewer service will have to come from College Avenue. Mr. Hill said there was a manhole in the street almost in line with the parking lot, and someone from the Sanitation (sic) 'Department looked at this, and it appears there is a 4" line coming up the drive and beside the drive, and he was told it would be easier to use this line. Bunn said this is a private line and permission must be obtained from the property owners to tie into this line, that he thought this was a good idea. Bobbie Jones said this permission should be obtained in writing for their own protection. (6) Larry Poage (City Fire Department): Mr. Hill said there is to be an emergency exit door on the north side of the building which will open out close to the property line, and doors out of the kitchen facing the south and east. The two main doors will come out the west. Poage said there should be no parking up against any exit doors. Poage also said they should have a fixed hood system. Mr. Hill said they plan to have a CO2 system. Poage said if they have a unit such as this in their present location which can be moved, this can be used in the new building. (7) Ivan Faulkner (SWEPCO): Mr. Hill said they would like service overhead to a pole, and underground from there to the building. Faulkner asked for a 20' utility easement, to be shown on the plat, along the north, that this can be in conjunction with the parking lot, and can stop where the pole will be, that it should extend for the length of the overhead service (about -171 "feet). Mr. Hill said they would want 300 amp, single phase service. (8) Kenneth Wagner (Arkansas Western Gas Co.): Wagner said the Gas Company has an existing 2" line on the east side of College Avenue, just off the highway right of way. He asked that a 25 -foot utility easement be shown along the west side of the property. He said there is also a 2 inch line going up the private drive, that off North College they are about 6 feet in the drive, and up the hill they are right at the north edge out from under the blacktop about a foot, and then at the hill they are under the blacktop. He said, because of this line, they need a 15 foot easement on the south side of the property up to the garage, that the parking lot may overlap the easement. Wagner said the gas line ends at about the location of the garage. Wagner cautioned that this line is not buried very deeply. • Mr. Hill told Bobbie Jones they wish to use the garage for dry food storage, but will not need any utility service to the garage. 7q • oe co Plat Review Committee Meeting October 27, 1983 Page Three Hill and Wagner will work out an agreement on location of the gas meter. (9) Bobbie Jones (City Planning Administrator): a. The Planning Office can provide forms for the dedicated easements that are required. b. Approval must be obtained from the County Health Department for the use of the garage for dry food storage. c. A separate building permit is required for door repairs on the garage, as well as a Certificate of Occupancy to change the use of the garage to food storage. A Bill of Assurance may be signed agreeing to construct a 5 foot wide concrete sidewalk along College Avenue at the call of the City. e. Setbacks are sufficient, as shown on the plat. f. Existing right-of-way for College Avenue is sufficient. g• Screening is shown on the plat. h. Parking is more than sufficient, as shown on the plat. Parking must be paved and spaces marked off. There must be curbs or wheel stops to keep cars from encroaching onto adjoining property or street right-of- way. i. Ten copies of revisions must be submitted by November 7th, in order for Planning Commission approval on November 14th. Subdivision Committee must review the revisions before November 14th, and it is unknown at this time what date they will meet, as their regularly scheduled meeting of November 11th is cancelled because of a City holiday. Bobbie Jones said she would try to schedule a meeting on November 4th or during the week of November 7th. j. A letter must be submitted asking for a waiver of the driveway safety zone which is shown as less than 25 feet. Bobbie Jones said although she understands this is under the jurisdiction of the State, she en- forces this requirement in case the State does not do so. k. One copy of an as -built plot plan must be submitted to the Planning Office upon completion of the building, showing everything as is, in- cluding any change in parking layout, showing signs and utility lines, including those going into the building. This must be marked "as -built", signed and dated. so
