HomeMy WebLinkAbout1983-10-06 MinutesMINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M. on Thursday, October 6, 1983 at the Fayetteville Chamber of Commerce. UTILITY REPRESENTATIVES PRESENT: CITY STAFF PRESENT: OTHERS PRESENT: Kenneth Wagner, Ivan Faulkner, Connie Skinner Clayton Powell, Don Bunn, Suzanne Kennedy Newton Hailey, Jr. The only item to be LARGE SCALE DEVELOPMENT reviewed was a site FIRST FEDERAL SAVINGS F, LOAN BRANCH plan for a First Federal NORTH COLLEGE AVENUE Savings $ Loan Branch facility, a Large Scale Development to be located between North College Avenue and Green Acres Road. Newton Hailey was present to represent Hailey, Powers, Froning, Architects. 1. Kenneth Wagner (Arkansas Western Gas Co.): Wagner said he had talked with the architect and they have chosen a location for the gas meter. He said there are two telephone conduits immediately east of the gas line (10-12 inches). He asked that the Gas Company be called before digging. 2. Clayton Powell (City Street Superintendent): • Powell said his understanding is this property is being leased by the Bank from the same owner of Chicken Country Restaurant. When Chicken Country was built, a Bill of Assurance was executed by this owner for street improvements to be made to Green Acres Road at the call of the City, and he thought it was understood these improvements would be made for both the Chicken Country property and the Bank property at such time as the Bank was to be built. He recommends the needed right of way for Green Acres Road be dedicated for both lots, that the street be widened 15.5 feet from the centerline, with necessary sub -base prep- aration, minimum six inches SB -2 base (depending on soil tests), two inches of asphalt surface, curb and gutter, storm drains the full length with 24 -inch reinforced concrete pipe or bituminous or aluminized coated corrugated metal pipe. Driveways must be 121 feet from the property line and there must be a 25 -foot separation (safety zone) between driveways. Do not empty any on-site drainage out driveways onto the street surface; collect it in drainage structures on the site and connect it to street storm drainage. Submit plans and profiles for review and approval before construction starts. Powell recommended the Bill of Assurance which was executed by the owner for Chicken Country be called now by the City in conjunction with the Bank development. 15 4 Plat Review Committee Meeting October 6, 1983 Page Two 3. Ivan Faulkner (SWEPCO): Faulkner noted that reference to "Mike's Bar and Grill" and "Chicken Country" were incorrectly located on the plat. Newton Hailey said the load will be 200 amp, single phase. Faulkner said in order to take service to College Avenue, underground, similar to how it was done for Chicken Country Restaurant , SWEPCO would take service across the road from Green Acres Road, would set a pole, and provide a dip. Hailey said they would want this due west off the corner of the building. Faulkner asked Hailey if they would comply with right of way dedication. .Hailey, said the right of way shown on the'plat assumes five feet of dedication for Green Acres Road. Faulkner asked that the electrician contact SWEPCO when ready 4. Connie Skinner (Southwestern Bell Telephone Co.): Connie Skinner said Mr. Hailey had talked with Dick Shaw and the plat shows what the Telephone Company requested. 5. Don Bunn (City Engineer): Don Bunn said thereis existing water on the lot, though he is not sure of location. Bunn said sewer is on Green Acres Road Hailey asked if it was alright to tap to the existing meter. Bunn said Don Osburn has reported there is a 1-11/2 inch meter, that they may have to do some modification on it before it is tapped. 6. Don Osburn (Water and Sewer Superintendent): Although not present, Osburn reported that 1911 N. College Avenue was the address previously used at this location, and it can be used again. 7. Wally Brt (City Sanitation Superintendent): Since the Bank is required to save all their trash in storage bags and to transport it to another location for shredding, Wally Brt had no comments on sanitation service. 8. Larry Poage (City Fire Department): City Fire Department officials reported before the meeting that they had no comments and no problems with this development. 9. Bobbie Jones (City Planning Administrator): Bobbie Jones was not present, but the following comments are submitted from the Planning Office: 76 Plat Review Committee October 6; 1983 Page Three • a. The Master Street Plan requires fifty feet of right-of=way for Green Acres Road, so that dedication of an additional five feet will be required for this lot (There is an existing 40 feet). No dedication is required for College Avenue. b. Sidewalks are required along College.(5 feet wide) but are not required for Green Acres Road. A.Bill of Assurance will be accepted from the property owner. c. The front setback, with parking between building and the street, is fifty feet. Without parking between building and street and with installation of 10% landscaping, a 25 foot setback is required. Some areas on the plat do not show 10% plants. d. The maximum percent of building area permitted in this lot is 60%. e. Four to Five parking spaces are required; one must be 12' x 19' for handicapped parking and labeled as such. All other spaces may be 9' x 19'. f. Maximum driveway width is forty feet; there must be a 25 foot separation between driveways; driveway must be 40 feet from street'intersection. and 122 feet from interior side property line. Are the driveways shown on the plat already existing, as these do not comply with the side setback. Driveways must not encroach into right-of-way where driveways parallel street. g• There can be only one ground sign per property. Chicken Country already has one and is part of same property.
