HomeMy WebLinkAbout1983-08-11 Minutes• • • MINUTES OF A PLAT REVIEW COMMITTEE MEETING A meeting of the Plat Review Committee was held at 9:00 A.M. on Thursday, August 11, 1983 at the Fayetteville Chamber of Commerce. UTILITY REPRESENTATIVES PRESENT: CITY STAFF PRESENT: Kenneth Wagner, James Crownover, Don Osburn, Suzanne Kennedy, Bill Boudrey, Don Bunn, Bobbie Jones OTHERS PRESENT: Harry Gray The only item to be reviewed at this FINAL PLAT meeting was final plat of the Fox Run FOX RUN ADDITION Addition, located south of Highway 45 East, OUTSIDE CITY LIMITS outside the City Limits, and owned by Fox Run, Incorporated. Harry Gray was present to represent Northwest Engineers, Inc. (1) Bill Boudrey (City Fire Department): Boudrey stated if a contract for City fire protection is desired, this must be worked out. Boudrey and Gray discussed the alternative fire protection available. (2) County Planning Board: Bobbie Jones reported that she had a copy of Minutes from the Washington County Planning Board meeting of September 11, 1978, at which Fox Run Addition was discussed. She said she had spoken with Bruce Kendall and Bud Allen from Washington County today and learned that the County Judge and Road Superintendent had met with the developer and his engineer on the site last week, that they also told her today there was an understanding as to how the road would be built, that the County would be following up on this. (3) James Crownover (Ozarks Electric Cooperative): Crownover said he remembered an agreement being made to install gas on the lower side of the road and electric on the upper side, that 20 foot easements were to have been dedicated on both sides of the road. Harry Gray said he will change the thirty foot sewer easement shown west of Fox Trail to a 30 foot utility easement and will add a 20 foot easement along the east side of Fox Trail Crownover explained, because of the sloping, the gas was chosen to be on the lower side and, because of the steepness, they decided they needed 20 feet so they could dig. He said he thought the necessary crossings had been put in. (4) Southwestern Bell Telephone Co.: Bobbie Jones reported the telephone company representative was unable to attend but promised to contact Northwest Engineers. She said her files show they asked for a 25 foot utility easement in 1978 outside the 60 foot roadway. Harry Gray noted this would be covered within the 30 foot sewer easement he will,be designating a utility easement. 43 • Plat Review Committee Meeting August 11, 1983 Page Two (5) Kenneth Wagner (Arkansas Western Gas Co.): Wagner concurred with the statements made by Crownover, but said he recalled one road crossing which he now thinks may have been washed out, and needs to be replaced. He said he remembers there being a road crossing in every other lot. He asked that the easement be cleared of trees, so that they can have better access. Wagner asked about access to the area labeled "future development" and Gray explained Lots 9A and 21A would remain common area, that the road would be extended through Lot 9A to the future development. He said the area labeled "Common Area" would not be used for future development. (6) Don Bunn (City Engineer): Bunn asked if perc tests had been conducted and Harry Gray said that the tests show they meet requirements, but turned out slow. Bunn explained to Bobbie Jones that, although there is a sewer easement shown, there will be no sewer located there. Bunn said, if off-site easements have not been recorded, this must be done. He said water is already in, that it would be a long time before there would be any sewer at the site. Bunn asked Gray to check into the existence of as -built plans, and data on the perc tests. Bobbie Jones said there is a letter in her file from the State Health Department giving preliminary approval for septic tanks, but requiring a septic tank permit on each individual lot prior to construction. (7) Bobbie Jones (City Planning Administrator): a. Add a signature block for the City Engineer to sign on sheet 1. b. Either delete signature block for Building Inspector, or revise it for County signature, on both sheets. c. Off-site easements referred to by Don Bunn and off-site road dedication must be referred to on the plat and a note added as to how they are recorded. Copies must be submitted to the Planning Office. d. The water line which cuts across one corner of the property at the north end should be shown on the plat. e. A note must be added that the Planning Commission granted two waivers on September 11, 1978: (1) for the length of a dead-end street, and (2) for maximum grade on the street. f. Concrete monuments should be installed and shown on the plat for each corner of the subdivision. It was agreed that a re-monumentation which was done on one corner by a State surveyor meets the requirement for that corner, but should be noted on the plat. Plat Review Committee August 11, 1983 Page Three g• Change the word "so" to "do" on the third line of the paragraph entitled "Certificate of Ownership, Title $ Dedication". h. Make reference on the plat to the flood plain area and the Corps of Engineers easement covering the flood plain. With no further business, the meeting adjourned at 9:45 A.M. 45
