HomeMy WebLinkAbout1983-02-17 Minutes• • • MINUTES OF PLAT REVIEW COMMITTEE FETING A meeting of the Plat Review Committee was held at 9:00 A.M. on Thursday, February 17, 1983 at the Central Fire Station, Fayetteville, Arkansas. • UTILITY REPRESENTATIVES PRESENT: Connie Skinner, Ivan Faulkner, Kenneth Wagner, L. 0. Ferguson CITY STAFF PRESENT: Sid Norbash, Don Bunn, Larry Poage, John Durham, Suzanne Kennedy, Bobbie Jones OTHERS PRESENT: Delvin Nation, Major Donald Johnson, DeWitt Smith The first item of business LARGE SCALE DEVELOPMENT was to consider a Large Scale A CORPS COMMUNITY CENTER Development for a Corps THE SALVATION ARMY Community Center for the Salvation Army. Major Donald Johnson was present to represent the Salvation Army and Delvin Nation was present from Smith, Russell, Nation, Architects. (1) .Connie Skinner (Southwestern Bell Telephone Company): The Phone Company requests the 25 foot building setback be shown as a utility easement 'also. She said they have a manhole and some conduit in the driveway. The manhole is about 6 feet into the driveway. They need grades to know if the manhole and cover have to be adjusted (at the customer's expense if it needs to be moved up or down). They need a location in the building where the terminal is to be and a ten -foot stub outside the building. They need 2" PVC going into the building. If the phone company is working in the manhole there will still be about 13 feet open for emergency entrance for vehicles to get in and out. (2) Ivan Faulkner (SWEPCO): Nation stated he did not know what load they will need for the building and did not know if they would need 3-phase or single phase service. He stated he thought they would want underground service on the east side. Faulkner said there will 'be three-phase facilities going along the property line on the west. He said if they want service on the east, it will have to be brought in from 15th Street. SWEPCO needs a 25 -foot easement along the east property line, but they prefer to bring the service from the West. Faulkner said, if they can take service from the south end of the building, the electric company can work that out. Since it is open space they would like a 20 -foot easement along the west property line for access to the property on the rear. He said they will work with them on the point of service. He said, for 3-phase service, they need a 4" PVC conduit out to the pole on 15th Street. (3) Kenneth Wagner (Arkansas Western Gas Co.): The gas company has a line running north to south on the west side of the property close to the power line. They can serve anywhere in that area. Wagner asks for a 25 -foot easement where the 20 -foot SWEPCO easement is required. City Engineer Don Bunn interjected at this point that a 25 -foot easement should be required at this location rather than 20 feet. q • • • • • Plat Review Committee Minutes "February 17, 1983 Page Two Nation stated he did not know what gas load was needed. Wagner asked for a 4" casing under the blacktop in the event the lines ever need to be replaced. They want to set a meter along the west boundary line to the north of the offset parking. (4) John Durham (City Fire Department): Nation told Durham the occupancy of the building would be mixed residential and office, separated by a fire wall, that there would be overnight facilities for 32 to 40 people. He said the lodging would be in the south part of the building. He said there would be separate exits in every sleeping area. Durham asked Nation to consider having a fire extinguisher in a recessed cabinet in the building; he said he saw no access problems for fire fighting equipment. Larry Poage, City Fire Department, stated there is a fiathydrant located at the corner of Highway 16 and Highway 71. Don Bunn asked that they consider installing a fire hydrant on the site, although he does not think it is required under existing ordinances. Poage stated this would be a good incentive for insurance rates. John Durham said the Building Code and the Arkansas Fire Prevention Code cites a fire hydrant must be within 500 feet of a commercial structure and within 1,000 feet of a residential structure. He said these distances are also taken into consideration by the Insurance Services Organization to adjust fire insurance rates. Durham said it would be a good idea to eliminate the exit marker on individual sleeping areas, but keep the exit marker on the main hallway. 'He asked if exits would be obvious to transients and'Nation stated they have four sleeping areas which have their own exterior doors which will be very obvious. Durham said there are more requirements for transient persons, such as having an outline in each sleeping area or something posted showing them where to exit. (5) Don Bunn (City Engineer): Bunn stated there was water service on Highway 16 and sewer all around the site. He said the building looks like it is about 8 feet from an 18" sewer line. Delvin Nation said they had planned on being 711 feet from the sewer line. Bunn said he had discussed this property with Jim Lindsey initially and they could not find any easements for the sewer lines and they thought about writing up new easements so there will be proper access for maintenance purposes. Nation said that had not been done. Bunn asked that Nation contact Jim Lindsey or Gary Carnahan regarding this item, particularly for the three sewer lines in the rear. He said the 25 foot easement on the west side is necessary because there may be additional sewer line to reinforce the existing line at some point in the future. He said 711 feet of this easement should be on the east side and the balance of the easement should be on the west side. He said sewer service should go into one of the manholes rather than tapping the large line right beside the building, if possible. He said caution should be used when digging near that sewer line as the pipe is about 60 or 70 years old. Don Bunn asked Nation if they had dedicated some additional right of way off Highway -16 and Nation stated what is indicated on the plat is the existing right of way. lo • • Plat Review Committee Minutes February 17, 1983 Page Three (6) L. 0. Ferguson (Warner Amex Cable Co.): Mr. Ferguson stated the Cable Company has a line on the west side, which would be the only access point without building a new line on the east side. Nation stated he did not know from which point they wish to extend utilities, but they do contemplate a need for cable service. Ferguson said, when conduit is put in, if they use 2" PVC, they can take it out to the easement in the front and the Cable Company will extend their line to feed it or they can bring it from wherever the other utilities are from the building out to the power line on the west side of the parking area, which would be the longer way. 2" PVC will be the minimum required and the Cable Company can probably follow the same route as SWEPCO. (7) Wally Brt (Sanitation Superintendent): Not present, but submitted the following comments: Trash container, as shown on plat, should be at an angle, or widen the radius considerably. A 12' x 15' pad is okay. Bobbie Jones said 15 feet is the open width, not the depth. She said the sanitation trucks are about 38 feet long, so.a 75 -foot turning radius is needed to turn without backing up. (8) Don Osburn (City Meter Foreman): Not present, but submitted the following comments: House numbers are required on the building or on the site. Nation stated he did not know what meter size he would need. Bobbie Jones asked Nation to contact Don Osburn on the meter size and also to check with John Dietzen, Sign Inspector, on the sign size and sign location. (9) Clayton Powell (City Street Superintendent): Not present, but submitted the following comments: Please do not empty on-site drainage into the public streets. Drainage should be collected on-site and channelled to the creek to the east. (10) Bobbie Jones (City Planning Administrator): a. She noted a letter had been submitted asking for landscaping along the creek where the property abuts residentially zoned property, rather than full screening with fence or view - obscuring vegetation. She said that will go to the Planning Commission along with the plat. b. Jones asked how much right of way there is for Highway 16 on the west end as this is not clear on the plat. If it is less than 80 feet, an easement is needed to widen it to 40 feet from the center line. c. As built site plans are required when the project is completed. d. Future construction plans must be updated when the future building is built. e. Parking must be paved and striped and the sidewalk constructed by the time you are ready for occupancy. If the sidewalk cannot be completed by that time, a Bill of Assurance must be approved by the Board of Directors or a cash bond must be posted. I I • • • Plat Review Committee Minutes February 17, 1983 Page Four For parking, there is an agreement form which can be signed for no more than one year f. On the number of parking spaces, Nation stated he calculated they must have 43 spaces and they plan to have 54. He said these calculations include future construction. g• Jones said if the property was split from a larger parcel when it was purchased, a lot split must be processed. They need to submit proof on when this parcel was created. h. Easements required must be added to the plat, additional rights-of-way and easements must be given in document'form before the building permits can be issued. )• Check with the Highway Department on whether they will allow placement of a sidewalk on their right of way; if not, sidewalk must be placed just back of the right of way, with an easement to cover it. Revisions must be submitted no later than February 21 and will go before the Subdivision Committee on February 25th and before Planning Commission on February 28th. Ten prints are required. k. No comments were submitted by Building Inspector, Freeman Wood, on the flood plain. Bobbie Jones told Nation he needed to check with Mr. Wood on this. The next item to be considered was a request from Smith -Lindsey Homes, Inc. to vacate the utility easement along the back lot line between Lot 36, Block 6, Hyland Park, Phase 3 and Lots 1 and 2, Block 8 in Hyland Park, Phase 5. DeWitt Smith was present. Bobbie Jones stated she has on file letters from Arkansas Western Gas Co., Ozark Electric and Warner Cable to grant the request. She said the request must go through the Plat Review Committee before it can be submitted to the Board of Directors for the March 1 meeting. She explained that a property line is being moved off of what was a property line between Lot 36, Block 6, Phase 3 into Lots 1 and 2, Block 8 of Phase S. Bobbie Jones said that Roy Hawkins of the Telephone Company stated to her they do not have any cable in that easement and locally he has no objection. He said that final clearance in writing must be obtained from the Little Rock office. Jones said Don Bunn, City Engineer, has okayed the easement vacation. Jones stated a permit cannot be issued until after Board of Directors approval. REQUEST TO VACATE UTILITY EASEMENT HYLAND PARK PHASE 3 SMITH-LINDSEY HOMES, INC.
