A meeting of the Plat Review Committee was held at 9:00 A.M. on Friday,
November 12, 1982 at the Chamber of Commerce, Fayetteville, Arkansas.
UTILITY REPRESENTATIVES PRESENT: Kenneth Wagner, Ivan Faulkner
CITY STAFF PRESENT: Al Rukgaber, Don Bunn, Larry Poage, Bobbie Jones, Suzanne

OTHERS PRESENT: Al Harris, Harry Gray, Michael Nall
The only item to be reviewed
at this meeting was a Large Scale
Development plan for "Sarah's Country
Store", located on Highway 71B across from
K -Mart, between King Pizza and Power Bowl.
Al Harris and Harry Gray were present representing Northwest Engineers. Also
present was Michael Nall.

(1) Dick Shaw (Southwestern Bell Telephone Company): Although not present
at this meeting, Mr. Shaw stated over the phone that the Phone Company would
work with the engineer on this development and would be in touch with the
engineer next week.
(2) Kenneth Wagner (Arkansas Western Gas): Gas meter for Power Lanes is
located on the west edge of the proposed store. Not knowing where the future
parking spaces will be, he is sure the gas meter will have to be moved and the
line for the Power Lanes will probably have to be moved. He can't say where the
gas meter for the Power Lanes and the proposed store will be.
Al Harris asked if it might be possible to locate the meter in the green area
behind the store, which is about a 50 foot wide area.
Wagner stated there is a good sized rock wall located there but they can set
the meter back there if desired. There is a customer's private line going to
Power Lanes which they cannot interfere with. Depending on what is to be done,
there will be some type of charge on moving the line.

Bobbie Jones asked if the high pressure gas line behind King Pizza had been
moved.
Wagner said that line used to go straight north across the old theatre
property and, when King Pizza was built, they rerouted it. He said the proposed
building will be about 150 feet from that gas line.
Wagner asked for three or four days notice before moving in the gas service.
(3) Al Rukgaber (City Street Department): Rukgaber stated they need to contact
the State Highway Department regarding the curb work out front.
Bobbie Jones noted they are changing some driveways.
Al Harris explained there is an existing 45 foot driveway which they are
moving to the north.

Rukgaber stated he was not picky about

(4) Ivan Faulkner (SWEPCO): There is three-phase power available at this
location and SWEPCO can provide underground tap from a pole in existence there,
at which point the owner will have to carry service to the building. This would
eliminate asking for easements. He doesn't think they need to talk about under-
ground transformers unless they need to carry a tremendous load If they get
involved in easements, SWEPCO would build an overhead line.
Michael Nall said they would prefer underground service.
Faulkner stated .he needed a minimum of two weeks notice on getting service.
Nall was asked to contact Faulkner as soon as he knows what the load will be.
Gray asked, if they decide to relocate the line on the south side of King
Pizza, who they should talk to.
Faulkner stated, if they intend to do that, now would be the time to do it,
instead of building service to the store now and then having to redo it. He
said there is no problem with getting underground in the same area but the
problem begins when you have to back feed the service that already exists.
He will try to work out getting a primary back there and padding out transformers.
He asked for thirty days notice on that.
(5) Larry Poage (City Fire Inspector): Contact Poage on putting gas tanks
underground with concrete on top, as there is a certain way in which this should
be done.
It was confirmed that there will be double doors in front and a single door
at the back.
Poage asked for two 10 -pound ABC fire extinguishers. The fire extinguisher
for the pump island should be placed in front of the front door of the building,
since there is not a structure outside.
Nall asked Poage his opinion on the use of gas versus dry chemical for the
fire extinguishers.
Poage said the gas was B.C. rated. Dry chemicals were probably cheaper, but
in terms of fighting the fire, the gas does well. However, in the case of a
flammable liquid spill, vapors in the area are only dispersed temporarily with
the use of gas, so that dry chemicals are actually better than gas.
Poage stated the fire hydrants were good enough.
(6) Don Bunn (City Engineer): Bunn stated the water line must be out in the
street, that there is a storm drain along there and water line on the other side
of the storm drain. They may have a hard time getting to water, but the sewer is
no problem.
Al Harris thinks there is a water main located in the area. He stated there
is a fifty foot utility easement all around the property.

Don Bunn said there will be a long service line, and other than the
difficulty of getting the water, he had no further comments. Sewer is adjacent
to the building. There will be a main extension fee along with the connection
charge. The total charge is St a square foot.
(7) Bobbie Jones (City Planning Administrator):
a. Setbacks are more than adequate. The requirement from street right-of-
way is 20 feet for the canopy and 25 feet for the gas pumps.

c. Someone had informed her earlier that an additional strip of land had
been purchased which may not be zoned C-2. Nalls stated they had
considered an additional purchase but this had never taken place.
d. She needs to check that the property is okay for a sale or for a lot
split. There can only be three lot splits done on the property in
question. There is no problem with just a lease.
e. The driveway safety zones are not quite right for a separately owned
parcel either.
f. There is a ground sign shown on the plat and King Pizza also has one
shown. There is a requirement that there can only be one ground sign
for the entire property.
Al Harris stated there is a ground sign also for Power Lanes.
Bobbie Jones stated they will be allowed signs on the building, and
they should work with the sign inspector on the ground signs.
There is a sidewalk requirement of five feet wide on the highway right-
of-way, if the Highway Department will approve. If they do not allow
it on the right-of-way, there must be a five foot easement for the
sidewalk adjacent to the right-of-way.
h. The Planning Commission does not reduce the number of parking spaces
required. This would have to be done either by an amendment to the
ordinance, or by action of the Board of Adjustment. However, the
Planning Commission needs to be aware of what the intent is, and if
they wish to reduce the number of spaces, how many spaces they are
asking to have reduced.
1. Upon completion of the project, there is a requirement for an As -Built
plot plan to show basically what is shown on the current plat, with the
addition of the underground service lines to the structure.
Before a permit can be issued, there must be written approval from the
State Board of Health from both the Plumbing Division and the Food
Division.

1. There must be a stamp, paragraph and signature of an Arkansas
registered engineer or architect on each page of the plans. '
Bobbie Jones asked that, by Monday, ten prints be submitted with all
revisions shown. Any variances requested of the Planning Commission need to
be in writing at this time.
She said, if Clayton Powell will allow the forty feet on the driveway
opening rather than on the curb cut, to let her know.
Regarding any requests for sidewalk waivers, these must be made to the
City Board of Directors, in writing, submitted to her office.
Mr. Gray said, if they decide on the utility line relocation, it won't be
finalized for at least a month. Bobbie Jones stated that would be okay if the
utility company is willing to state to her that they will work with the owner
on that as far as getting their own easements.
It was decided that the error in the legal description brought in in May
of 1979 had been corrected on the current plat.
Mr. Nall indicated an interest in purchasing the property behind King Pizza
Bobbie Jones told him the Planning Commission would have to approve that, since
that parcel would be less than five acres. Also, unless the parcel had street
frontage, the Planning Commission would need to consider whether they would
waive the requirement for street frontage. Any change in driveway access
would also have to be considered for conformity to safety zones. Any waiver
requests must be in writing.
